Abstract

The Recapitulation Information System (SIREKAP) application was developed by the General Elections Commission (KPU) to support digital vote recapitulation. This study aims to analyze the effectiveness of the SIREKAP application in vote recapitulation in Karangwungulor Village, Laren District, Lamongan Regency. The study used a qualitative approach with descriptive methods through interviews, observation, and documentation. The results indicate that SIREKAP is quite effective in accelerating the delivery of recapitulation results and increasing information transparency. However, its effectiveness is not optimal due to internet network constraints, system instability, limited human resources, and data reading errors by the OCR system. Improvements in technical aspects, human resource capacity, and supporting infrastructure are needed for SIREKAP to function optimally, especially in rural areas.

Abstract

MyRetribusi is an innovation in the form of an e-government-based application that supports transparency, accountability, and efficiency in the regional revenue collection process in the retribution sector. This study aims to describe the innovation of retribution payment services through the MyRetribusi application in improving the services of the Regional Tax Service Agency (BPPD) of Sidoarjo Regency. This research uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The analysis focuses on the public sector innovation success theory by Bugge et al. (2018), which includes innovation governance, sources of innovation ideas, innovation culture, capabilities and tools, objectives, outcomes, drivers, obstacles, and data collection for single innovation. The results show that the MyRetribusi innovation was developed in response to retribution payment problems that were still carried out manually, were inefficient, and were prone to reporting irregularities. This innovation is supported by local regulations, cross-sector collaboration, and socialization through social media and direct outreach. In addition to facilitating digital retribution payments, MyRetribusi also improves transparency, data accuracy, and service efficiency. However, its implementation still faces obstacles such as user adaptation, inter-agency coordination, and strengthening human resource capacity. Overall, MyRetribusi shows that the digitalization of retribution services can improve the quality of public services in Sidoarjo Regency.

Abstract

Employee performance is one of the key indicators of a government organization's success in achieving its goals, therefore, workload must be managed proportionally to maintain optimal performance. Biro Ortala Setjen Kemhan RI shows indications of an increased workload due to human resource limitations, suboptimal task distribution, and inadequate workspace conditions. This study aims to analyze the effect of workload on employee performance at the Biro Ortala. This study employs a quantitative approach with an associative research design. Data were collected through questionnaires, interviews, and documentation, and then analyzed using simple linear regression via SPSS version 27. The results reveal that workload has a significant effect on employee performance at the Biro Ortala (Sig. 0.000 0.05), with a correlation coefficient of -0.714, indicating a strong and negative relationship. The coefficient of determination of 51% indicates the contribution of workload to the variation in employee performance, while other factors outside the model influence the remaining 49%. These findings reveal that an increase in the workload experienced by employees is followed by a decline in their performance, with mental and physical workload asthe dominant factors.
