Abstract

The rapid development of digital technology in the era of Industry 4.0 and Society 5.0 has increased the demand for skilled human resources, particularly in information technology and telecommunications. One of the essential competencies required by industry is the ability to install, test, maintain, and troubleshoot fiber optic networks. However, many vocational high schools (SMKs) face limitations in the availability of fiber optic practice equipment, which may affect students’ learning achievement. This study aimed to evaluate the impact of limited fiber optic practice equipment on learning outcomes in the Technology of Wired and Wireless Networks (TJKN) subject within the implementation of the Merdeka Curriculum in the Computer and Telecommunications Network Engineering (TJKT) program. The study employed the Context, Input, Process, Product (CIPP) evaluation model with a mixed-methods approach using a convergent design. Data were collected through observations, questionnaires, interviews, and document analysis involving 72 Grade XI TJKT students, teachers, the head of the study program, and laboratory personnel. The findings revealed that the Context component achieved the highest score (84.13%), indicating that the learning objectives and competencies were highly relevant to industry needs. Meanwhile, the Input component obtained the lowest score (62.45%) due to the limited availability of key equipment such as fusion splicers, OTDRs, and optical power meters. The Process component reached 76.85%, while the Product component scored 71.33%. Furthermore, a strong positive correlation (r = 0.67) was found between practice intensity and students’ skill achievement. The study concludes that although the learning program has been implemented effectively, inadequate practical facilities remain a major challenge affecting the quality of hands-on learning experiences and the achievement of technical competencies. Therefore, strengthening laboratory facilities and industry partnerships is essential to improve vocational education quality and graduate employability.

Abstract

Perkembangan dunia kerja yang ditandai oleh kemajuan teknologi, digitalisasi, dan revolusi industri 4.0 menuntut pendidikan vokasi untuk menghasilkan lulusan yang tidak hanya kompeten secara teknis, tetapi juga adaptif, profesional, dan memiliki daya saing tinggi. Namun, daya serap lulusan Sekolah Menengah Kejuruan (SMK) di dunia kerja masih menghadapi berbagai tantangan yang mengindikasikan adanya kesenjangan antara kompetensi lulusan dan kebutuhan industri. Salah satu faktor strategis yang memengaruhi kondisi tersebut adalah kualitas kepemimpinan kepala sekolah dalam mengelola proses pendidikan dan pengembangan sumber daya manusia. Penelitian ini bertujuan untuk menganalisis kepemimpinan transformasional kepala SMK serta pengaruhnya terhadap profesionalisme guru dan implikasinya terhadap daya serap lulusan di dunia kerja. Penelitian menggunakan pendekatan kualitatif deskriptif dengan mengombinasikan studi kepustakaan, observasi nonpartisipan di lingkungan SMK, dan refleksi sistematis atas pengalaman bekerja peneliti di bidang pendidikan vokasi. Analisis data dilakukan melalui analisis tematik dan analisis isi dengan menjaga validitas temuan melalui triangulasi sumber dan keterkaitan dengan teori yang mapan.

Abstract

Objective: Technical and Vocational Education and Training (TVET) plays a crucial role in developing practical skills aligned with industry needs. However, practical learning in TVET often faces challenges such as limited facilities, high operational costs, and a gap between curricula and workplace standards. In the context of digital transformation, blended and hybrid learning models have emerged as innovative solutions that integrate online and face-to-face instruction to strengthen practical skill acquisition. This study systematically synthesizes the application of blended/hybrid learning models in TVET, focusing on identifying the models used, their impact on practical skills, and key implementation factors. Following the PRISMA framework, the review analyzes literature from Scopus, Web of Science, ERIC, and Google Scholar published between 2014 and 2024. Findings show that models such as flipped classroom, rotation model, and enriched virtual model have been variably implemented across global TVET institutions. Blended/hybrid learning has proven effective in enhancing learners’ practical skills—including procedural accuracy, work quality, and workplace safety—provided it is supported by well-structured pedagogical design, adequate digital infrastructure, educator readiness, and strong industry partnerships.
