Abstract

Abstrak Kekerasan seksual di kalangan anak muda kerap tidak disadari karena rendahnya literasi hukum dan kuatnya budaya permisif dalam pergaulan sehari-hari. Anggota Orang Muda Katolik (OMK) St. Petrus Rasul TDM, Kota Kupang, teridentifikasi memiliki pemahaman terbatas mengenai bentuk-bentuk tindak pidana kekerasan seksual sebagaimana diatur dalam Undang-Undang Nomor 12 Tahun 2022 tentang Tindak Pidana Kekerasan Seksual (UU TPKS). Kegiatan pengabdian ini bertujuan meningkatkan kesadaran dan literasi hukum peserta melalui sosialisasi partisipatif yang dilaksanakan pada 7 Februari 2026, melibatkan 22 anggota OMK. Metode yang digunakan meliputi pemaparan materi, sesi tanya jawab interaktif, dan refleksi lisan sebagai evaluasi kualitatif. Berdasarkan hasil refleksi dan observasi partisipasi, peserta menunjukkan peningkatan pemahaman terhadap bentuk kekerasan seksual yang sering tidak disadari, meliputi pelecehan nonfisik, kekerasan berbasis elektronik, dan pemaksaan seksual dalam hubungan pacaran. Sosialisasi berbasis pendekatan partisipatif terbukti efektif membangun literasi hukum kaum muda terkait UU TPKS. Kata kunci: sosialisasi hukum; UU TPKS; kekerasan seksual; literasi hukum; OMK. Abstract Sexual violence among youth often goes unrecognized due to low legal literacy and permissive social norms. Members of the Catholic Youth Organization (Orang Muda Katolik/OMK) of St. Petrus Rasul TDM Parish, Kupang City, were identified as having limited understanding of sexual violence offenses under Law Number 12 of 2022 on Sexual Violence Crimes (UU TPKS). This community service activity aimed to improve participants' legal awareness through participatory socialization conducted on February 7, 2026, involving 22 OMK members. Methods included material presentation, interactive discussion, and verbal feedback as qualitative evaluation. Based on reflections and participation observation, participants showed improved understanding of commonly unrecognized forms of sexual violence, including non-physical harassment, electronic-based violence, and sexual coercion in romantic relationships. The participatory approach proved effective in building youth legal literacy regarding UU TPKS. Keywords: legal socialization; sexual violence law; sexual violence; legal literacy; youth community.

Abstract

Domestic Violence (DV) remains a serious human rights violation in Indonesia, particularly in rural areas with limited access to legal services and victim protection. East Nusa Tenggara Province, including Timor Tengah Utara Regency, continues to record high incidences of domestic violence influenced by patriarchal culture, low legal awareness, and the predominance of customary-based settlements that often disadvantage victims. This community service program aims to enhance legal awareness and understanding among the residents of Bitefa Village, Miomaffo Timur District, Timor Tengah Utara Regency, regarding Law Number 23 of 2004 on the Elimination of Domestic Violence as a preventive and responsive legal framework. The activity employed a legal counseling method through structured presentations, interactive discussions, and evaluation using pre-test and post-test instruments. The program was conducted on September 23, 2025, involving 25 participants consisting of village officials, hamlet heads, and community members. The materials delivered covered the definition of domestic violence, its various forms, legal protection mechanisms for victims, criminal sanctions for perpetrators, as well as the roles of the state and the community in preventing and addressing domestic violence. The results indicate a significant improvement in participants’ understanding of domestic violence and the legal protections available to victims after the counseling session. The discussion sessions revealed a shift in community perspectives, particularly regarding the relationship between customary law and state law in handling domestic violence cases. This program is expected to contribute to the prevention of domestic violence and to support the creation of a safe, harmonious, and gender-just household environment in Bitefa Village, in line with the National Action Plan on the Elimination of Domestic Violence
