Abstract

Digital transformation in public administration is a strategic effort to achieve governance that is effective, efficient, and accountable. This study examines the implementation of the Rapid Introductory Letter Administration Service System (SIMANTAP) in Samboja District as a digital innovation in personnel services, aiming to identify factors that hinder its optimal operation. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observations, and documentation. Informants included the Head of Samboja District, the Head of the General and Personnel Subdivision, and SIMANTAP operators at district and village levels. Data were analyzed through data reduction, presentation, and conclusion drawing, using Edward III’s policy implementation model, encompassing communication, resources, disposition, and bureaucratic structure. The findings indicate that initial socialization of SIMANTAP reached 85% of target personnel but lacked ongoing communication. While 90% of staff demonstrated readiness and positive commitment, only 60% had stable access to functional computers and reliable internet. No dedicated budget exists in the regional budget (APBD), and structured monitoring mechanisms are absent. The study concludes that SIMANTAP has strong potential as a district-level e-government model, but its adoption is constrained by limited technological infrastructure, inadequate budgetary support, and a lack of systematic evaluation. Strengthening policy guidance, enhancing staff capacity, modernizing ICT infrastructure, and allocating budgets are critical to ensuring sustainable and effective implementation.

Abstract

This study aims to examine the implementation of Balikpapan Mayor Regulation Number 16 of 2015 concerning the transfer of civil servant work areas and its implications for organizational effectiveness and apparatus performance as part of efforts to organize human resources for civil servants at the regional level. This study uses a qualitative approach with descriptive analysis through data collection in the form of in-depth interviews, observations, and reviews of policy documents and related personnel documents. The results of the study indicate that normatively the regulation has provided quite clear guidelines regarding the procedures and mechanisms for transferring ASN work areas, however, in practice its implementation is still faced with various administrative and institutional challenges, such as limited institutional capacity, bureaucratic complexity, and suboptimal coordination between work units. The process of transferring work areas also requires employees to adapt to the new work environment which in the initial stages has the potential to affect the stability of individual and organizational performance. Nevertheless, in the long term, the policy of transferring work areas has positive implications, especially in the distribution of workloads, adjusting competencies to organizational needs, and increasing the effectiveness of work unit performance. The success of this policy is highly dependent on institutional support, clarity of assignments, and post-transfer development mechanisms, so that policy implementation is not only determined by regulatory clarity, but also by organizational capacity and the quality of sustainable administrative governance.

Abstract

The purpose of this research is to examine and analyze the Collection Development Policy Strategy in Enhancing Library Services at the East Kalimantan Provincial Library and Archives Office and to understand the factors that support and hinder the Collection Development Policy Strategy in Enhancing Library Services at the East Kalimantan Provincial Library and Archives Office. The method used in this research is a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. The research result show findings indicate that the collection development strategy implemented includes regular updating of the collection, diversification of sources of literature (both print and digital), and increased collaboration with publishers and related institutions. Supporting factors for this strategy include leadership commitment, budget availability, and information technology support. However, there are also obstacles such as limited human resources, network constraints, and minimal user involvement in the collection selection process. The conclusion of this research emphasizes that the strategy for development policy Book Collections to Improve Library Services at the East Kalimantan Provincial Library and Archives Service carried out well.

Abstract

The purpose of this study is to examine and analyze the implementation of the Digital Literacy Program at the Library and Archives Service of East Kalimantan Province, as well as to identify and analyze the supporting and inhibiting factors in its implementation. The research employs a qualitative approach with data collection techniques that include in-depth interviews, observation, and document study. The results of the study indicate that the implementation of the digital literacy program has been carried out effectively through various activities such as digital literacy training, internet network access provision, and digital content development. The main supporting factors for the program’s success include local government support, the availability of competent human resources, and adequate infrastructure and facilities. However, there are still challenges, such as limited technological literacy among some community members and the need to enhance program sustainability. Overall, the implementation of the digital literacy program at the Library and Archives Service of East Kalimantan Province has made a significant contribution to improving the community’s ability to access, understand, and utilize digital information intelligently and responsibly.

Abstract

Indonesia, as an archipelagic country, is highly vulnerable to climate change, experiencing sea-level rise, intensified floods and droughts, and altered rainfall patterns affecting food security, coastal areas, and natural resources. In response, the government has outlined mitigation and adaptation strategies, including commitments under the Paris Agreement through the Nationally Determined Contributions (NDCs), aiming for a 29% emissions reduction by 2030, with up to 41% achievable with international support. Local initiatives such as the Climate Village Program (ProKlim) focus on community-based adaptation, while renewable energy is targeted to constitute 23% of the national energy mix by 2025. This qualitative study, based on a literature review of policy documents, international reports, and scientific articles, uses content analysis to explore climate change mitigation, adaptation, financing, and implementation challenges in Indonesia. The findings highlight key policies like RAN-GRK, RAN-API, and ProKlim, with mitigation efforts focused on deforestation, ecosystem restoration, and clean energy. Adaptation strategies center on community empowerment and local resource management. However, challenges remain, including weak coordination, law enforcement, limited private sector engagement, and inadequate domestic financing. Recommendations include improving coordination, enhancing green investment incentives, optimizing financing, and strengthening regulatory enforcement. This study aims to inform more effective and sustainable climate change policies in Indonesia.

Abstract

Perkembangan kecerdasan buatan (artificial intelligence / AI) telah mendorong transformasi signifikan dalam penyelenggaraan pelayanan publik, terutama dalam meningkatkan efisiensi, kecepatan, dan akurasi layanan. Namun, penggunaan AI juga menimbulkan berbagai persoalan etis yang berkaitan dengan akuntabilitas, transparansi, dan keadilan. Penelitian ini bertujuan untuk menganalisis dilema etika dalam implementasi AI pada pelayanan publik, khususnya dalam menyeimbangkan efisiensi dan akuntabilitas. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi literatur yang diperkaya melalui observasi fenomenologis. Data diperoleh dari artikel ilmiah, laporan kebijakan, dan dokumen resmi yang relevan, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldana melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa meskipun AI mampu meningkatkan efisiensi pelayanan publik secara signifikan, penggunaannya berpotensi menimbulkan kesenjangan akuntabilitas, keterbatasan transparansi akibat sistem black box, serta bias algoritmik yang berdampak pada ketidakadilan layanan. Selain itu, otomatisasi layanan juga berimplikasi pada berkurangnya dimensi empati dalam interaksi pelayanan. Oleh karena itu, diperlukan kerangka etika yang komprehensif guna memastikan bahwa implementasi AI tetap selaras dengan prinsip keadilan, transparansi, dan tanggung jawab publik.
