Abstract

The animated film project Merah Putih: One For All has attracted widespread public criticism due to the perceived mismatch between the substantial public funding allocated and the quality of its output. Beyond concerns over budget efficiency, the controversy reflects a broader crisis of public trust regarding transparency, accountability, and legitimacy in the management of public funds within the national creative industry. Existing studies generally examine public accountability or creative industry governance separately, whereas this study offers a novel perspective by integrating fiqh muamalah principles with maqashid sharia, particularly the principle of hifz al-mal (protection of wealth), to evaluate public fund management in a state-supported creative project. This study aims to analyze the governance of public funds from the perspective of fiqh muamalah and examine its implications for public trust. A descriptive qualitative approach was employed through document analysis of official reports, news articles, and public discourse on social media, supported by the concepts of amanah, maslahah, and accountability in Islamic public finance. The findings reveal that the project demonstrates inconsistencies between public expenditure and measurable public benefit, indicating shortcomings in the implementation of amanah and maslahah. These shortcomings have contributed to declining public trust and intensified demands for greater transparency and performance-based evaluation of publicly funded creative initiatives. This study contributes to the literature by proposing fiqh muamalah as an ethical-analytical framework for assessing accountability in public fund management within the creative industry, thereby extending the application of Islamic economic principles beyond conventional public finance studies. Abstract

The animated film Merah Putih: One For All has generated public debate over the scale of its financing, the quality of its output, and the transparency of governance in a nationalism-themed creative project. This article analyzes the controversy through the principles of amanah, maslahah, and ihsan in fiqh muamalah, with maqashid al-shariah, particularly hifz al-mal, serving as the evaluative framework. The novelty of this study lies in positioning fiqh muamalah as an ethical framework for assessing the accountability of creative project financing whose funding status remains contested, rather than merely evaluating film quality or public response. This study employs a descriptive qualitative approach. The data analyzed include online news reports, public statements, production-related documents, and social media posts on #MerahPutihOneForAll from August to October 2025. The data were examined using thematic analysis through data reduction, theme categorization, interpretation based on fiqh muamalah principles, and source triangulation. The findings show that the controversy reflects a mismatch between nationalist rhetoric, financing transparency, and output quality. From the principle of amanah, the main problem lies in the limited availability of verifiable information. From the principle of maslahah, the educational and social benefits do not appear proportionate to the negative public response. From the principle of ihsan, the technical quality and production governance are considered below the expected standards of a viable creative work. This article emphasizes the importance of transparency, benefit-based evaluation, and quality standards in financing creative projects with national values. Proyek film animasi Merah Putih: One For All menuai kritik publik karena dianggap tidak sebanding antara dana besar yang digelontorkan dengan kualitas output yang dihasilkan. Mengatasnamakan nilai nasionalisme, proyek ini justru memunculkan perdebatan terkait transparansi, efektivitas, dan akuntabilitas pengelolaan dana publik. Fenomena ini tidak hanya menimbulkan potensi pemborosan anggaran, tetapi juga krisis kepercayaan masyarakat terhadap legitimasi penggunaan dana publik di sektor industri kreatif. Dalam perspektif fiqh muamalah, pengelolaan dana publik harus memenuhi prinsip amanah, maslahah, dan ihsan, sehingga setiap pengeluaran wajib berdampak positif dan terukur bagi kemaslahatan umat. Tulisan ini menelusuri bagaimana pengelolaan dana publik pada proyek Merah Putih: One For All ditinjau dari prinsip fiqh muamalah dan implikasi ketidaksesuaian antara retorika nasionalisme dan kualitas output terhadap kepercayaan publik. Tujuan tulisan ini adalah menganalisis pengelolaan dana publik sesuai prinsip fiqh muamalah serta mengidentifikasi dampaknya terhadap krisis kepercayaan publik. Tulisan ini menggunakan pendekatan kualitatif deskriptif dengan analisis dokumen, berita, dan opini publik yang berkembang di media sosial, serta menggunakan teori maqashid syariah (perlindungan harta/mal) dan prinsip akuntabilitas dalam tata kelola dana publik. Hasil temuan menunjukkan bahwa proyek tersebut berpotensi melanggar prinsip amanah dan maslahah karena alokasi dana yang tidak diimbangi kualitas karya, sehingga menimbulkan ketidakpuasan publik dan melemahkan kepercayaan terhadap industri kreatif nasional yang dibiayai negara. Temuan ini menegaskan pentingnya transparansi, akuntabilitas, dan evaluasi berbasis manfaat nyata dalam setiap penggunaan dana publik yang mengatasnamakan nilai kebangsaan
