Abstract

Implementation of Village Digitization is a program that is currently being pushed by the central government to advance village governments in developing governance and services provided to the community, this also encourages Pagerwangi Village in West Bandung Regency to be able to carry out village digitization. The program implemented by the Pagerwangi Village Government is a village administration service system in collaboration with the Village Development Study Center which aims to make it easier for the community to receive services provided by the village government, one form of the village administration service system designed by the Pagerwangi village government. related to correspondence needed by the community in the hope of being more affective and efficient than the previous service. The village administration service system is currently still in the drafting process because there are still some shortcomings and obstacles faced so that it takes time to be applied to the community

Abstract

Pelaksanaan kegiatan ini ini dilatarbelakangi oleh belum optimalnya penyelenggaraan perpustakaan dalam rangka meningkatkan budaya minat baca masyarakat Kabupaten Pangandaran, hal ini dapat terlihat dari belum adanya regulasi berupa Peraturan Daerah tentang penyelenggaraan perpustakaan, keterbatasan sarana prasarana, dan juga masih terbatasnya tenaga pemustaka yang tersedia. Kegiatan ini bertujuan untuk mengoptimalkan penyelenggaraan perpustakaan di Kabupaten Pangandaran sehingga mampu menumbuhkan budaya membaca masyarakat Kabupaten Pangandaran. Metode pelaksanaan dilakukan dengan cara menyusun rancangan peraturan daerah tentang penyelenggaraan perpustakaan di Kabupaten Pangandaran. Kegiatan ini menghasilkan sebuah peraturan daerah yang kemudian digunakan sebagai landasan penyelenggaraan perpustakaan di Kabupaten Pangandaran.

Abstract

Objectives: This study aims to evaluate the Affordable Food Movement (Gerakan Pangan Murah, GPM) program in Bandung City, which seeks to stabilize food supply and prices by providing food at prices below the market rate, making it affordable for low- and middle-income communities despite their dependence on external food sources. Research Methodology: This research was conducted using a qualitative descriptive approach based on the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam (1985). Data were gathered through document analysis, observations, and interviews with local government officials and community representatives Results: The findings reveal several challenges: uneven implementation across districts, limited execution in areas affected by stunting and low socioeconomic status, protracted coordination processes, inadequate budgeting, ineffective public communication, and flawed operational mechanisms. These constraints hinder the program’s objective of ensuring access to affordable food for vulnerable populations. Conclusion: The evaluation reveals that the Affordable Food Movement (Gerakan Pangan Murah, GPM) program in Bandung faces challenges in consistent implementation, coordination, and outreach, limiting its effectiveness in assisting vulnerable populations. Comprehensive improvements in program design and management are essential to enhance its impact on food supply stability and community welfare. Limitations: The study’s limitations include reliance on qualitative data from a single region, which may affect the generalizability of the findings to other cities. Contributions: This research provides strategic recommendations to enhance food security programs, supporting policymakers and stakeholders in improving urban food systems and poverty reduction. Implementing these can stabilize food prices and expand access for underserved communities in Bandung.

Abstract

Purpose: This research aims to analyze the implementation of policies to prevent underage marriage in Garut Regency, identify inhibiting factors, and formulate strategic efforts that can be made to strengthen the effectiveness of this prevention. Methodology/approach: This research uses a descriptive qualitative method to analyze the implementation of child marriage prevention policies, and uses the implementation theory of Van Meter and Van Horn. Results/findings: The research results show that policy implementation has not been optimal. This is due to the suboptimal performance of policy implementers, characterized by limited human resources and budget, weak implementation of comprehensive outreach, and minimal public awareness of the negative impacts of child marriage. Conclusions: The implementation of child marriage prevention policies in Garut Regency is still not optimal because it faces various structural, technical, and cultural obstacles, so strategic efforts are needed in the form of sharpening guidelines, increasing the capacity and collaboration of implementers, strengthening accountability, optimizing social communication, and empowering the youth economy so that the policy can run more effectively. Limitations: This research is limited to a qualitative descriptive analysis of policy implementation and the factors influencing it. It does not provide quantitative data on public engagement metrics, behavior change, or comparative analysis with other government agencies. Contribution: This research contributes to the development of public policy implementation studies in the field of child protection and provides strategic recommendations that can be used as a reference for local governments in strengthening the effectiveness of child marriage prevention.

Abstract

Rumah Dataku is a vital component of the Kampung Keluarga Berkualitas (Quality Family Village) program, serving as a data center for population, health, and socio-economic information at the village/urban ward level. However, comparative studies on Rumah Dataku across different areas remain limited. This study aims to analyze the implementation of Rumah Dataku in Kampung KB Bintara and Kampung KB Sakura, Kiaracondong District, Bandung City, and provide strategic recommendations to improve program effectiveness. A descriptive qualitative approach was used, with data collected through interviews, observations, and document analysis. The study applies George C. Edward III’s policy implementation theory, focusing on communication, resources, disposition, and bureaucratic structure. Findings show that Kampung KB Sakura excels in human resources, equipment, and funding, while Kampung KB Bintara faces significant limitations. Both villages struggle with consistently applying Standard Operating Procedures (SOPs). The study recommends partnerships, regular training, and continuous evaluation to ensure the sustainability of Rumah Dataku.

Abstract

The service project was carried out as part of the efforts made by the Regional Government and DPRD of Pangandaran Regency to handle the issue of abandoned lands due to the lack of regional regulations concerning this matter. The objectives of the program were the strengthening of the capacity of the institutions through policy assistance in the making of the Academic Draft and the Raperda on the Inventory, Utilization and Management of Abandoned Lands. The program took the approach of collaboration and utilized the method of normative-juridical study, field observation, consultation and focus group discussions (FGD) with the involvement of the Regional Government, DPRD, BPN, Regional Agencies, Academics and Community representatives. The result was a well-prepared academic draft which includes philosophical, sociological and juridical foundation.  Apart from generating the draft regulation, the program has increased the capacity of local government officials and members of DPRD in evidence-based policy making, increased cross-sectoral coordination, and created a common understanding on sustainable governance of abandoned lands. The Academic Draft serves as the scientific basis for formulating regional regulations and helps in developing an integrated land administration system in Pangandaran District. This community service indicates that policy assistance through participation is capable of improving institutional capacity, collaborative governance, and sustainable policy solutions for optimizing abandoned land management for the benefit of people's well-being and regional development.
