Abstract

This study aims to analyze the quality of local democracy in terms of electoral integrity, public trust, and legitimacy through a case study of ballot box tampering in the 2024 regional elections in Sungai Penuh City. This study uses a qualitative approach by utilizing secondary data obtained from official documents of the Sungai Penuh City KPU and Sungai Penuh City Bawaslu, reports, media coverage, and academic literature on local democracy. The results of this study show that the destruction of ballot boxes was triggered by dissatisfaction with the results of the vote count, as well as strategic political motives to force a re-vote (PSU), organized instructions from certain actors driven by the fanaticism of supporters of the candidates for mayor and deputy mayor of Sungai Penuh. Thus, this study provides an overview that strengthening the quality of local democracy is not only at the stage of improving the integrity of the organizers and the logistics security system, but also requires political education, digital literacy, and strict law enforcement in the implementation of regional elections in Sungai Penuh City.

Abstract

Gender-based political violence is a structural barrier to women's participation in local political spaces, yet community-level early-detection and referral mechanisms remain limited. This article reports the outcomes of a community service program conducted with the Women's Crisis Center (WCC) Nurani Perempuan in Padang City to strengthen women community cadres as early-detection and first-response agents for gender-based political violence (GBPV), while establishing a Community-Based Safe Documentation and Referral System (SIDARU-KP). Training was delivered through a five-unit, participatory, trauma-informed curriculum covering GBPV typologies, early detection, victim-protection principles, a six-step first-response protocol, and sustainable prevention. Training effectiveness was assessed through pre-test and post-test scores among 21 women cadres drawn from community networks across multiple districts in West Sumatra. Results show a mean score increase from 43.7% to 63.9% (paired t-test, t(20) = 4.07; p < .001), a normalized gain (N-gain) of 0.38 (moderate category), 80.95% of participants improving their scores (exceeding the ≥70% target indicator), and 61.9% of cadres meeting the program's minimum knowledge-mastery standard. Beyond knowledge gains, the program produced SIDARU-KP as a non-digital and semi-digital social technology comprising a standardized case-documentation form, a six-step first-response protocol (AMAN), a four-tier urgency-based referral decision matrix, a six-stage referral pathway, and a code-based confidentiality mechanism, all designed to operate without specialized technology so that resource-constrained communities can adopt and sustain the system independently.
