Abstract

The strength of ethnic identity became public phenomena later gained momentum in West Sumaterawhen Nagari introducied be formal goverment. The Bukittinggi City Indigenous groups powerincorporated in Kerapatan Adat Kurai (KAK) are not satisfied with the condition that Nagari are notapplied in the City Government. KAK claims as a holder of authority over the area of Bukittinggi cityis a source of strength to impose their demands. However during the reign of the new order, KAKlosing their existence and influence over local politics. Losing their influence on formal governance,make KAK indigenous leaders trying to restore the system of Nagari Government which will give aspace for them to power. There are indications that KAK demand is an attempt to restore the power oftraditional elites. KAK movement more motivated by political interests to gain access andrepresentation of their group within local government. The movement dynamics is closely linked withthe interests of the actors to find support in a particular political event. The indigenous elite(traditional leaders) as the initiators have not obtained a good representation as politically, culturallyand economically in local politics.

Abstract

The structure of Nagari governance has provided space for ‘Bundo Kanduang’ participation in decision-making. Bundo kanduang become a compulsory element in the membership of the Badan Perwakilan Anak Nagari (BPAN). This means that women in Minangkabau have been given the opportunity legally to engage in public decision-making. However, in formal legitimacy they are not guaranteed to play a role as bundo kanduang representatives. In fact, Bundo Kanduang still faces cultural challenges, internal and religion in BPAN. Abstract

Democracy consolidation is a process that reduces the possibility of reversing democratization, for the process is featured by negotiations among actors that wants to "promote" the new system or "rules of the game" rather than to damage the old system, and everything is reflected in the process of returning to the nagari in West Sumatra, Indonesia. There is an anomaly of power when the nature of state authority finally raises a "drama" of a political system directly applied to local nagari institutions. The renewal of nagari from previously imposed uniformity under the Village Government Law 5/1979 cannot be analyzed merely as an issue of autonomy and governance. It must be understood within regulative, normative, and cultural orders that shape institutions and their actors. This study adopts a sociological and historical analysis of neo-institutionalism to examine the political dynamics of nagari. The key problem discussed in this article is how institutional structures, rules, norms, and cultures affect local elites and communities during the consolidation of local democracy in nagari in West Sumatra. A post-positivist explorative method is applied as a tool to dissect and analyze problems with the aims to yield solid, conceptual, and varied findings and data analysis. Analysis and discussion are directed to two findings: first, traditional and modern nagari government institutions; second, consolidation process of nagari institutions in West Sumatra. Overall, the analysis and discussion of the political and governance system of traditional and modern nagari become an interesting object study to thoroughly examine the local democracy consolidation journey occurring in West Sumatra.

Abstract

Expansion of a region within a province is a political condition to provide regional autonomy that prioritizes regional progress in a smaller scope in order to maximize the results of the development of the region. Several phenomena occur in regional development studies. This study aims to analyze the dynamics that occur in regional development based on the concept of regional autonomy. The object chosen in this study is the province of South Sumatra. The selection of South Sumatra as the object of this research is based on the area size and equity that has not been maximized in this province. This study found that regional expansion is a form of necessity to maximize social welfare, political participation and political stability that occurs in an area. Political and government regulations in a smaller scope are able to maximize regional capacity to optimize people's welfare. However, in other findings, regional expansion has an unavoidable clash. The interest of political elites in the process of regional expansion is one of the problems that continues to occur. This study uses an exploratory-qualitative research design method with the concept of decentralization and regional autonomy and local democracy as an analytical tool in the discussion.

Abstract

Pedagang kaki lima sendiri merupakan salah satu sektor informal yang masih banyak berkembang dalam suatu masyarakat perkotaan. Namun, keberadaan pedagang kaki lima seringkali menyebabkan suatu permasalahan publik. Adapun permasalahan yang muncul adalah seperti tejadinya kemacetan dan kesumrautan kota akibat pedagang kaki lima yang tidak menggunakan sebagian badan jalan untuk berjualan. fenomena pedagang kaki lima ini juga menjadi suatu sorotan di Kota Bukittinggi. Banyaknya pedagang kaki lima yang menganggu aktivitas pejalan menyebabkan pemerintah daerah Kota Bukittinggi mengekuarkan peraturan Daerah N0.8 Tahun 2014 Kota Bukittingi merupakan suatu kebijakan terkait dengan penataan dan pemberdayaan pedagang kaki lima, serta melakukan penertiban terhadap perdagang kaki lima yang berjualan bukan di tempat untuk diizinkan berjualan. dalam menganalisis dan menjawab persoalan ini penulis menggunakan metode pendekatan kualitatif dengan teknik studi pustaka atau literature review. Adapun hasil dan pembahasan menunjukkan bahwasannya, implementasi Perda No.8 Tahun 2014 terkait penataan dan pemberdayaan pedagang kaki lima di Kota Bukittinggi sudah ada, namun belum maksimal dalam pelaksanannya. Hal ini dapat dilihat dari masih banyaknya para pedagang kaki lima yang berjualan di sepanjang trotoar Jam Gadang, Tugu Pahlawan tak dikenal dan di sepanjang badan jalan di bawah fly over pasr Aur Bukittinggi.

Abstract

Abstract Good governance has now become a standard or paradigm that needs to be applied in governance because good governance is based on principles such as participation, transparency, accountability and efficiency. One of the principles of good governance is transparency, where transparency can be interpreted as an openness of government in managing public resources. Nagari Revenue and Expenditure Budget (APBNag) is a village regulation that makes sources of revenue and allocation of village expenditure within one year. Nagari Cubadak is one of the villages that has a good reputation or report card in terms of transparency in managing the APBNag. This is then the background of this research. This study aims to analyze the implementation of the principle of transparency of the Cubadak APBNag in Tanah Datar Regency for 2020-2022. The approach in this study uses a qualitative approach with data collection techniques using interview and observation methods. The types of data used are primary data and secondary data. Based on the results of the study, the researcher draws the conclusion that the Cubadak Nagari Government has carried out consistent transparency of APBNag management for the last 3 years well. The application of the principle of transparency is also in accordance with the indicators of transparency according to Krina, namely the provision of clear information, easy access to information, establishing a complaint mechanism, and increasing the flow of information through cooperation with the mass media and non-governmental organizations.
