Abstract

Health Promotion is a series of activities that strive for individuals to increase their knowledge related to health so that ultimately they can improve the quality of health. In order for the objectives of health promotion activities to be achieved, media is needed to support these activities. TeFa House of Health Promotion Polije is one of the TeFa (Teaching Factories) managed by the Health Promotion study program, Department of Health. TeFa was created as a forum for communication, information and health education, TeFa is also a means for lecturers to contribute to society by providing consultation services related to the development of public health promotion programs. To support this, a multifunctional platform is needed in the form of a webportal which is used to help TeFa. This research focuses on creating a web portal using one of the SDLC methods, namely prototype. The process of creating a web portal begins with extracting information through interviews with potential users. The results of this excavation process are information related to the features of the web portal, including articles, video, audio, pooling and chat. The process of creating a Web Portal is made using the PHP programming language and Laravel Framework. The testing process is carried out using the black box method to determine the functionality of each feature. The test results showed that the web portal was in accordance with the user's required features and each feature was functioning according to its function.

Abstract

The Quick Response Team (TRC) of BPBD Jember plays an important role in disaster management. Among their emergency response activities are the mobilization of personnel for victim assistance and the distribution of aid to disaster victims. The nature of TRC's work demands both physical and mental effort. This poses a risk of work fatigue, one manifestation of which is microsleep, which can lead to traffic accidents as experienced by the TRC in 2019. The objective of this community service activity is to implement artificial intelligence that can monitor driver activity to reduce the risk of traffic accidents. The method of this service activity involves the installation of a sleepiness early warning system (EWS) in TRC BPBD Jember vehicles. The device is mounted on the dashboard, facing the driver, and powered by a 12-volt car battery. Based on interviews, the implementation of the sleepiness EWS in the operational vehicles of TRC BPBD Jember has been able to enhance driving safety by providing warnings to drivers when they begin to lose concentration, whether due to fatigue or distractions. Although there were challenges in implementing the device, such as slow response time and limited detection range, the community service team overcame these issues by recalibrating the device's response time and selecting drivers with similar anthropometric measurements to avoid the need for frequent adjustments when changing drivers.

Abstract

Keterlambatan pengembalian rekam medis rawat inap masih terjadi RS X. Data studi pendahuluan menunjukkan bahwa persentase keterlambatan lebih dari 65%. Penelitian ini bertujuan untuk menganalisis faktor yang menyebabkan keterlambatan pengembalian rekam medis rawat inap. Jenis penelitian yang digunakan adalah kualitatif, data dikumpulkan dengan wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Kurangnya pelatihan bagi petugas, dukungan sarana/fasilitas, belum adanya evaluasi, belum maksimalnya penerapan job desk bagi petugas, dan tidak adanya punishment menjadi penyebab keterlambatan pengembalian rekam medis. Rumah sakit disarankan untuk mendelegasikan petugas untuk mengikuti pelatihan, perlu adanya peningkatan sarana seperti komputer, dilaksanakan evaluasi secara rutin mengenai keterlambatan pengembalian rekam medis, dan pemberian punishment bagi petugas yang tidak melaksanakan tugas dengan baik.

Abstract

The Maternal Mortality Rate has become a major issue for the Indonesian government as it can be used to measure the reproductive health level of a country. In 2023, the maternal mortality rate in Jember Regency was recorded at 150 per 100,000 live births. Sumbersari Primary Heath Centre is one of Primary Health in Jember, located in the city. Still had cases of maternal mortality, with two recorded cases The Jember Regency government has implemented various interventions, including the implementation of integrated antenatal care (ANC), the preparation of emergency obstetric and neonatal management guidelines, and collaboration with educational institutions to support pregnant women, strengthen maternal and neonatal referrals, and enhance the PONED and PONEK maternity teams. In line with these programs, there is a need for synergy in utilizing information technology to support the Jember government’s efforts to reduce maternal mortality rates through the creation of an early detection system to predict maternal deaths. This research will develop an early detection system for maternal mortality using the KNN method. The attributes used include gestational age, weight, haemoglobin, blood pressure A, blood pressure B, facial swelling, stillbirth, breech birth, bleeding during pregnancy, hydramnios, post-term pregnancy, transverse presentation, preeclampsia/eclampsia, anaemia, tuberculosis, malaria, and heart failure. The system development will utilize the prototype method. The test results show that the system can be used to predict maternal mortality with an accuracy

Abstract

TeFa House of Health Promotion at Polije is a Teaching Factory that is currently initiated by the Health Department's Health Promotion study program. This TeFa serves as a platform for health communication, information, and education, as well as a space for research and the dissemination of research findings by faculty and students. Based on the conducted situation analysis, TeFa Health Promotion House currently lacks integration of communication, information, and education media into health promotion activities. This deficiency leads to suboptimal management of health media content. The aim of this research is to create a web portal design for this problem. The method used to develop this portal design is the User-Centered Design method. The results of testing and design analysis conclude that the portal design developed aligns with user expectations. The main features include Articles, Consultations, Videos, Audio, and Polls. For further research, the design can be expanded into an application

Abstract

Maternal Mortality Rate (MMR) in Indonesia remains a significant health issue, with data indicating a mortality rate far exceeding the Sustainable Development Goals (SDGs) target. This study aimed to explore and compare the performance of K-Nearest Neighbors (KNN), Decision Tree (DT), Random Forest (RF), and Support Vector Machine (SVM) algorithms in detecting maternal mortality risk. Using a medical dataset of pregnant women from Sumbersari Community Health Center, models were developed to classify three pregnancy risk categories: low risk (KRR), high risk (KRT), and very high risk (KRST). Model evaluation was conducted based on accuracy, precision, recall, and F1-score metrics. The results showed that the Random Forest algorithm achieved the highest performance with an accuracy of 76.7%, followed by Decision Tree and SVM with 70%, while KNN had the lowest accuracy at 50%. The main challenge encountered was data imbalance in the classification of very high-risk cases. This study suggests the use of data balancing methods such as SMOTE and additional data augmentation to enhance model performance. These findings can serve as a foundation for Puskesmas to implement machine learning-based early detection systems to reduce maternal mortality rates.

Abstract

Hospital X is currently undergoing a system transition from an old Hospital Management Information System (HMIS) to a new and more advanced version. This study aims to evaluate the implementation of HMIS in the registration section by examining three key aspects: technological, human, and organizational, using the HOT-Fit (Human, Organization, and Technology-Fit) framework. This research employs a qualitative analysis approach, with data collected through interviews, observations, and documentation. The findings from the technological aspect indicate that system development has been adapted to meet user needs; however, user manuals or clear operational guidelines are still lacking. HMIS is capable of providing information that aligns with both user and organizational requirements. From the human aspect, HMIS supports staff in completing tasks more efficiently, and users generally accept the transition to the new system, although training has not been distributed evenly among all personnel. The organizational aspect reveals that HMIS delivers relevant information to support both internal and external organizational functions. The use of HMIS in the registration unit contributes positively to the overall quality of hospital services, and optimal system performance benefits both users and the organization. Based on the results, it is recommended to schedule regular training sessions, increase staffing in the IT unit, establish specific policies governing HMIS usage, and conduct routine system maintenance to support sustainable implementation.

Abstract

The size of the filing room at the Yosowilangun Health Center is not yet up to standard, the medical record document shelves, work tables and chairs are not ergonomic. The research aims to create an ergonomic design for the filing room at the Yosowilangun Health Center. This type of research is qualitative, using interview, documentation, observation, and brainstorming data collection techniques. The results of the research are that there is a need to design a new filing room that is adapted to standard regulations. The design of work desks, work chairs, and medical record document shelves is adjusted based on the anthropometry of the staff. The number of new filing shelves needed is calculated using the IFHIRO (International Federation Health Record Organization) formula. The area of the new filing room is 36m2, consisting of active and inactive filing rooms.

Abstract

Stunting is a condition of impaired growth in toddlers caused by chronic malnutrition, characterized by a height that is not appropriate for their age. According to SSGI 2022 data, Jember Regency has the highest stunting rate in East Java at 34.9%, exceeding the WHO standard (<20%). This study aims to design and develop an early detection system for stunting in toddlers at Sumberjambe Public Health Center using the C4.5 algorithm method. The type of research used is quantitative research with a data mining approach using the C4.5 algorithm and the prototyping method. The object of this study is secondary data obtained from maternal cohort books and Excel-based nutrition data from Sumberjambe Health Center, which includes data on children categorized as stunted and normal. The initial dataset consisted of 1,798 entries, and after going through a pre-processing stage, 130 clean data entries were obtained and used for analysis. The data mining process resulted in a Confusion Matrix accuracy of 83.33% and produced 34 rules that were used as knowledge for the early stunting detection system. The system was developed using the prototyping method, which includes several stages from initial planning and design to testing and user evaluation. In the construction of prototype stage, the system was built using PHP programming language with the Laravel 10 framework and tested using the black-box testing method. In the deployment, delivery & feedback stage, the system was directly tested by the nutrition team at Sumberjambe Health Center and received very positive responses. Users were satisfied with the appearance and performance of the system, with no revision requests, and fully approved the proposed prototype.

Abstract

Coronary heart disease is a non-communicable disease due to the process of atherosclerosis resulting in blockage or narrowing of the coronary blood vessels which causes reduced oxygen supply to the heart. In the morbidity and mortality data at RSD dr. Soebandi Jember from 2020-2024, there were fluctuations. In terms of age, the majority of sufferers are productive aged between 15-64 years. The impact that has occurred is an increade in cases of coronary heart disease which is getting higher and decreasing productivity at a productive age. The purpose of this studywas to analyze risk factors for coronary heart disease based on medical records of inpatients using the C4.5 algorithm at RSD dr. Soebandi Jember. This research uses the C4.5 algorithm method with RapidMiner tools and impelents k-fold cross validation. The selection of the C4.5 algorithm is because is produces classification basen on the gain ratio value so that the classification results can be analyzed for risk factor attributes. Determination of risk factors is known in the decision results in the form of classification rules. The implementation k-fold cross validation produces the highest accuracy at k=8, namely accuracy of 86,09%, precision of 82,63%, and recall of 91,39%. Based on the results, diabetes mellitus is the most influential risk factor for coronary heart disease because it has the highest gain ratio value. Other risk factors are physical inactivity, gender, obesity, hugh blood pressure, age, and smoking. Suggestions for dr. Soebandi Hospital are to improve Communication, Information, Education (IEC), especially for diabetes mellitus patients because it affects coronary heart disease.
