Abstract

The results of an internal audit conducted at PT Halmahera found a phenomenon that there was a decline in the performance of the Deck Departement Ships crew on every vessel owned by the company during 2017 to 2019. It was obtained that there was a decrease in the number of Deck Departement ships crew in the company which has a Good and Very Good performance assessment. As for the Departments of the Crew Crew Departments with performance ratings Fair, Poor and Very Poor have increased. This makes an indication that there are performance issues at PT Halmahera which then become a reference for conducting research on the performance of the Departments of the Crew Crew. To be able to answer the performance problems that occur in the company, it is done by using a variable approach to motivation, compensation, human resource development, performance, and using job satisfaction as an intervening variable. Various data used in this study were obtained through interviews. The interview was conducted using a questionnaire given to 115 respondents of the Departments of the Crew Crew at PT Halmahera. Furthermore, the data is used to test the model and to analyze the influence of the above variables with the Structural Equation Modeling (SEM) approach with the AMOS program. After testing, the results obtained indicate that motivation, compensation and HR development, statistically proven to have a significant positive effect on job satisfaction, while those proven to have a significant positive effect on performance are only the development of HR and motivation, the effect of compensation, on performance, cannot be proven in this study.

Abstract

The job as a seamens is vulnerable to boredom. The relatively long duration of work contracts with workloads and high work conflicts, are prone to fatigue which can lead to work stress. From a review conducted in several previous studies showed, if workload and work conflict have a positive and significant effect on work stress in several different research objects. This makes an indication that the alleged workload and work conflict will affect work stress if a study is conducted on Indonesian seamens. The Tests carried out on statistical testing models conducted on research data, with the multiple regression test approach. The results of the tests showed that work stress experienced by seamen s on board is affected by workloads and work conflicts. In this finding it can be seen that if the work stress experienced by seamens while working on board, then it is caused by the emergence of increased workloads as well as work conflicts for Indonesian seafarers who work on board.

Abstract

Safety management in the shipping industry is based on an international regulation. It is International Safety Management Code (ISM-Code) which is a translation of SOLAS ‘74 Chapter IX. It stated that the objectives of the Code are to ensure safety at sea, prevention of human injury or loss of life, and avoidance of damage to the environment, in particular, to the marine environment, and to property.it is also requires commitment from top management to implementation on both company and on board. The implementation of the ISM-Code is expected to make the ship’s safety is more secure. The ISM-Code fulfillment refers to 16 elements, there are; General; Safety and Environmental Protection Policy; Company Responsibility and Authority; Designated Person(s); Master Responsibility and Authority; Resources and Personnel; Shipboard Operation; Emergency Preparedness; Report and Analysis of Non-conformities, Accidents and Hazardous Occurrences; Maintenance of the Ship and Equipment; Documentation; Company Verification, Review, and Evaluation;  Certification and Periodical Verification; Interim Certification; Verification; Forms of Certificate. The responsibility and authority of Designated Person Ashore / DPA in a shipping company is regulated in the ISM-Code. So, it is expected that DPA can carry out its role well, than can minimize the level of accidents in each vessels owned/operated by each shipping company.Keywords : ISM Code, Safety management, Designated Person Ashore  Manajemen keselamatan di bidang pelayaran saat ini diimplementasikan dalam suatu peraturan internasional yaitu International Safety Management Code (ISM-Code) yang merupakan penjabaran dari SOLAS 74 Chapter IX-Management for the safe operation of ships. Tujuan dari ISM-Code “The objectives of the Code are to ensure safety at sea, prevention of human injury or loss of life, and avoidance of damage to the environment, in particular, to the marine environment, and to property” dan  ISM-Code menghendaki adanya komitmen dari manajemen tingkat puncak sampai pelaksanaan, baik di darat maupun di kapal.  Pemberlakuan ISM-Code tersebut diharapkan akan membuat keselamatan kapal menjadi lebih terjamin. Pemenuhan ISM-Code mengacu kepada 16 elemen yang terdiri dari ; umum; kebijakan keselamatan  dan perlindungan lingkungan; tanggung jawab dan wewenang perusahaan; petugas yang ditunjuk didarat; tanggung jawab dan wewenang nahkoda; sumber daya dan personil; pengopersian kapal; kesiapan menghadapi keadaan darurat; pelaporan dan analisis ketidaksesuaian, kecelakaan dan kejadian berbahaya; pemeliharaan kapal dan perlengkapan;  Dokumentasi; verifikasi, tinjauan ulang, dan evaluasi oleh perusahaan; sertifikasi dan verifikasi berkala; sertifikasi sementara; verifikasi; bentuk sertifikat. Tugas dan tanggungjawab Designated Person Ashore/DPA didalam suatu perusahaan pelayaran, telah diatur di dalam ISM-Code.  Sehingga diharapkan agar DPA dapat melaksanakan peranannya dengan baik, sehingga dapat menekan tingkat kecelakaan di setiap armada kapal yang dimiliki oleh setiap perusahaan pelayaran.Kata kunci : ISM Code, Manajemen keselamatan, Designated Person Ashore

Abstract

Inert Gas System adalah suatu sistem dengan memasukan gas inert atau gas lembam yang biasanya di dapat dari gas buang kemudian di masukan ke dalam tanki muatan untuk mendesak udara atau  mengurangi kadar oksigen dari dalam tangki, dengan tujuan mencegah kebakaran atau ledakan di dalam tanki. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Inert Gas System pada kapal tanker baik dalam perawatan dan pengoperasian oleh crew kapal MT. Winson No.5 milik Perusahaan Winson Oil Singapore. Penelitian ini menggunakan metode deskriptif analitik dengan jenis konten pendekatan kualitatif. Cara pengumpulan data melalui metode observasi, metode interview, metode dokumentasi dan studi pustaka. Dari hasil penelitian menunjukkan bahwa proses pelaksanaan Inert Gas System di kapal MT. Winson No.5 sudah berjalan dengan baik sesuai dengan manual book, hal ini dapat mengurangi resiko-resiko yang dihasilkan pada saat pengoperasian bongkar muat yaitu bahaya-bahaya kebakaran, ledakan dan kerusakan pada muatan.Kata kunci :  Inert Gas System, Kapal Tanker, Kapal MT.
