Abstract

The rapid advancement of unmanned systems, including unmanned aerial vehicles, unmanned ground vehicles, and autonomous maritime platforms, has significantly transformed the operational landscape of humanitarian missions. These technologies enhance situational awareness, accelerate response times, and enable access to high-risk or inaccessible environments. However, their integration into humanitarian contexts introduces complex ethical, legal, and operational challenges, particularly in relation to civil-military cooperation. This study examines the role of unmanned systems in shaping contemporary humanitarian operations through a qualitative approach that combines a systematic literature review with a case study of Indonesia. The study proposes a novel conceptual framework, the Ethical-Operational Integration Model, which integrates ethical governance, operational coordination, and technological accountability. The findings indicate that while unmanned systems improve efficiency and coordination, their effective deployment depends on robust governance frameworks, ethical safeguards, and institutional alignment. This research contributes to the growing discourse on technology-enabled humanitarianism by offering an integrative perspective that bridges innovation, governance, and ethics.

Abstract

This study aims to analyze the resilience of Micro, Small, and Medium Enterprises (MSMEs) in flood-prone areas in Kampar Regency using the PESTEL approach (Political, Economic, Social, Technological, Environmental, Legal). This research employs a qualitative approach with a case study design, utilizing data collection techniques such as in-depth interviews, field observations, and documentation involving MSME actors and relevant stakeholders. Data analysis was conducted thematically and mapped into the PESTEL framework to identify external factors influencing business resilience. The findings reveal that economic and environmental factors are the primary determinants affecting MSME vulnerability, particularly in terms of cash flow disruptions, asset damage, and recurring flood risks. Meanwhile, social and technological factors act as resilience enhancers through community networks and the adoption of digitalization. On the other hand, political and legal factors have not been optimal in supporting MSME resilience due to the lack of integrated policies and low levels of business legality. Based on these findings, this study formulates three main strategies to strengthen MSME resilience: adaptive, protective, and collaborative strategies. Adaptive strategies focus on business flexibility, protective strategies emphasize risk mitigation, and collaborative strategies highlight stakeholder synergy. This study contributes to the development of disaster-based MSME resilience studies and serves as a foundation for formulating disaster-resilient MSME policies at the regional level.

Abstract

Disaster-prone regions face serious challenges in maintaining economic sustainability and stability due to repeated disruptions to production systems, distribution networks, and community livelihoods. Economic resilience is a key element of sustainable development, particularly in the context of achieving the Sustainable Development Goals (SDGs). Along with the rapid development of Information Technology (IT), strategic opportunities have emerged to strengthen the capacity of disaster-prone areas to anticipate, respond to, and recover economic activities. This article aims to systematically examine the role of Information Technology in supporting the economic resilience of disaster-prone regions through an SDGs-based literature review approach. The method employed is a systematic literature review of reputable national and international journals published between 2015 and 2025. The findings indicate that IT plays a significant role in three main phases of disaster management: economic risk mitigation through information systems and early warning systems; strengthening economic response during disasters through communication technologies and digital platforms; and accelerating post-disaster economic recovery through MSME digitalization, fintech, and data-driven economic approaches. Nevertheless, the digital divide, limited infrastructure, low levels of technological literacy, and data security issues remain major challenges in implementing IT in disaster-prone areas. This article recommends the integration of digital transformation policies with disaster risk reduction strategies and sustainable economic development to strengthen SDGs-based economic resilience.

Abstract

Most studies on oil palm fresh fruit bunch (FFB) grading report accuracy as the sole measure of success, which conceals weaknesses on minority classes and says nothing about field deployability. This study builds and evaluates convolutional neural network models for four-class FFB quality grading using a multi-metric framework. An experimental design was applied to 3,200 field images collected at a palm oil mill in Riau across three daylight conditions, labeled independently by three certified graders with a Fleiss kappa of 0.81, and split 70:15:15 in stratified fashion. A baseline CNN and four transfer learning architectures were compared on accuracy, macro precision, recall, F1, Cohen kappa, inference latency, and model size. EfficientNetB0 achieved the best statistical performance at 93.54 percent accuracy and 0.914 kappa, yet per-class analysis revealed the mengkal class lagging at 88.4 percent F1, and MobileNetV2 delivered the best performance-to-cost ratio at 41 milliseconds latency. Model ranking therefore changes with the chosen metric, so grading studies must report per-class metrics, kappa, and computational cost rather than aggregate accuracy alone.

Abstract

Most digital maturity models are built for large manufacturers and stop at assigning a score without producing actionable strategic output, which is precisely what resource-constrained service firms need. This study formulates a digital transformation strategy for PT Hakhara Akademia Indonesia through gap analysis between current and target states. A descriptive qualitative single case study assessed five dimensions across nineteen indicators on a five-level maturity scale, drawing on in-depth interviews with ten informants, document review, and three weeks of direct observation, triangulated to set each indicator value. Target state was agreed in a workshop and dimension weights derived from pairwise comparison with a consistency ratio of 0.051. Weighted maturity stood at 2.37 against a target of 3.80. Technology and infrastructure scored highest at 2.75 while data and analytics scored lowest at 1.80, so the binding constraint is governance rather than technology. Weighting reordered priorities, placing digital strategy and leadership first, and a three-stage roadmap with interim maturity targets is proposed.

Abstract

Indonesia regulates electronic evidence across several statutes without an integrated technical guideline comparable to international standards, so handling practice varies between agencies and may trigger disputes over evidentiary validity. This study analyzes chain of custody application in digital forensic investigation through a review of standards and practice. A qualitative document analysis examined NIST SP 800-86, ISO/IEC 27037, 27041, 27042, and 27043, Indonesian statutes on electronic evidence, and scholarly articles from 2015 to 2025, using a three-stage procedure of coverage mapping against a six-question handling framework, gap analysis against four contemporary technology conditions, and synthesis. The two principal standards proved complementary rather than competing, with NIST stronger on incident response integration and custodian documentation and ISO stronger on identification and first responder competence. Neither adequately covers cloud computing or multi-tenancy, and full-disk encryption forces a shift in emphasis from repeatability toward auditability. Seven guideline elements are proposed, four of them high priority and implementable without regulatory change.

Abstract

Institutional digitization projects in Indonesia typically stop at providing a file repository, without a standard metadata scheme or long-term preservation strategy, so the result is storage rather than an archive. This study designs and builds a web-based document digitization and preservation system for PT Hakhara Akademia Indonesia using a digital humanities approach. A descriptive qualitative design combined archival appraisal of the full holdings, in-depth interviews with six informants to capture undocumented context, system design mapping the OAIS reference model onto four functional components, and evaluation through timed retrieval across twelve scenarios plus a focus group with eight users. Of 1,013 files appraised, 16.88 percent were damaged, and 47 meeting minutes lacked agenda or attendance records making them uninterpretable without testimony. Dublin Core was extended with three local elements covering creation context, related documents, and narrative notes. Retrieval time fell 90.69 percent on average, yet users valued the narrative notes most, showing that findability and intelligibility require different treatment.
