Abstract

The implementation of ISPO certification system which has been running since 2011 in addition to having experienced various achievements and developments also encountered various obstacles, problems, challenges and demands. The formulation of the problems analyzed and answered in this study are: what aspects should be formulated in order to strengthen ISPO system? To analyze and answer the problem formulation is used framework  thinking about legal system theory or Legal System Theory developed by Lawrence M. Friedman. The research method used in this study is more focused on normative legal research. Based on the analysis, it can be concluded that the aspects that must be formulated in order to strengthen ISPO system include: First, related to the aspect of law substance, ISPO system arrangement must be increased from the level of Minister of Agriculture Regulation to the level of Presidential Regulation. Through this Presidential Regulation is expected to become a stronger legal umbrella in the implementation of ISPO system. Second, in relation to aspects of its legal apparatus, the institutional mechanisms of ISPO certification shall be enhanced and strengthened. Third, from the legal culture aspect, there must be a common understanding about the definition and concept of sustainability in the management and development of oil palm Indonesia.Keywords: ISPO, Development, Palm Oil, Sustainable, Indonesia ABSTRAKPenyelenggaraan sistem sertifikasi ISPO yang berjalan sejak 2011, di samping telah mengalami berbagai pencapaian dan perkembangan, menemui berbagai hambatan, masalah, tantangan, dan tuntutan. Penelitian ini bertujuan untuk melihat aspek-aspek apa saja yang harus dirumuskan dalam rangka penguatan sistem ISPO? Untuk menganalisis dan menjawab rumusan masalah tersebut, digunakan kerangka berpikir tentang teori sistem hukum atau legal system theory yang dikembangkan oleh Lawrence M. Friedman. Metode penelitian yang digunakan  dalam kajian ini lebih dititikberatkan pada penelitian hukum normatif. Berdasarkan pada analisis yang dilakukan, dapat disimpulkan bahwa aspek-aspek yang harus dirumuskan dalam rangka penguatan sistem ISPO meliputi: pertama, terkait dengan aspek substansi hukum, pengaturan sistem ISPO harus ditingkatkan dari tingkat peraturan menteri pertanian menjadi tingkat peraturan presiden. Peraturan presiden ini diharapkan dapat menjadi payung hukum yang lebih kuat dalam penyelenggaraan sistem ISPO. Kedua, terkait dengan aspek aparatur hukumnya,  mekanisme kelembagaan penyelenggaraan sertifikasi ISPO harus disempurnakan dan dikuatkan. Ketiga, dari aspek budaya hukum, harus ada persamaan pemahaman mengenai definisi dan konsep sustainability dalam pengelolaan dan pengembangan kelapa sawit Indonesia.Kata kunci: ISPO, Pembangunan, Kelapa Sawit, Berkelanjutan, Indonesia

Abstract

The emerging initiatives to improve sustainability of the palm oil sector, i.e. RSPO and ISPO, have started paying attention to gender aspect. This study analyzes the ways the sustainable palm oil initiatives have addressed gender issues. The analysis is based on literature study and field information from Riau, Jambi, North Sumatra, and East Kalimantan. The findings of this study indicate that several initiatives to achieve gender equality in sustainable palm oil have not successfully reach its objective because of the limitations in operationalizing gender perspectives into sustainability standards. Gender issue in the standards is still limited to women’s protection from the occupational risks of working in the palm oil sector, which is still within the scope of Women in Development  paradigm. Further development is needed by applying Gender and Development paradigm to achieve equitable gender relations between men and women and addressing structural barriers that influence them is still limited.Keyword: sustainable palm oil, RSPO, ISPO, gender perspective ABSTRAKBerbagai inisiatif untuk meningkatkan keberlanjutan (sustainability) sektor sawit yang belakangan muncul, seperti RSPO dan ISPO, mulai ikut memberikan perhatian terhadap aspek gender. Studi ini mencoba menganalisis bagaimana inisiatif-inisiatif sawit berkelanjutan berusaha menjawab isu gender. Analisis dilakukan dengan berdasarkan pada studi pustaka dan informasi lapangan dari Riau, Jambi, Sumatra Utara, dan Kalimantan Timur. Temuan dari penelitian ini menunjukkan upaya membangun kesetaraan gender dalam sawit berkelanjutan belum terjadi sepenuhnya karena keterbatasan dalam mengoperasionalkan perspektif gender dalam standar sustainability. Isu gender yang dicakup masih sebatas upaya perlindungan perempuan terhadap risiko pekerjaan dalam sektor sawit, yang masih sebatas paradigma women in development. Pengembangan yang seharusnya dilakukan adalah mengaplikasikan paradigma gender and development untuk mencapai relasi yang setara antara laki-laki dan perempuan serta mengatasi berbagai hambatan struktural yang memengaruhinya.Kata Kunci: perspektif gender, keberlanjutan sawit, RSPO, ISPO

Abstract

Sustainable palm oil certification has become a global demand, particularly in the market. However, the implementation of both Roundtable of Sustainable Palm Oli (RSPO) and Indonesian Sustainable Palm Oil (ISPO) certification schemes is relatively slow. This study aims to analyze to what extent incentives can accelerate sustainable palm oil certification, from what sources those incentives can be arranged, and types of incentives are appropriate for palm oil smallholders. The research uses quantitative and qualitative methods based on literature reviews, in-depth interviews with key stakeholders, and a survey of 455 farmers in two Indonesian provinces (Riau and West Kalimantan). Based on quantitative analysis, the reasons behind more progressive certification achievements in Riau remain unrevealed while in West Kalimantan, Fresh Fruit Bunches (FFB) price, easiness to obtaining loans with low interest, and easiness of selling FFB have a significant influence on accelerating certification. Using a qualitative approach, smallholders show their expectation of having incentives. In Riau, incentives expected are higher FFB prices and a simpler procedure to get the Environmental Management Statement (SPPL) document. In West Kalimantan, higher FFB prices and availability of low interest loans are expected to become incentives. These incentives can be mobilized from intergovernmental fiscal transfer mechanisms such as revenue-sharing mechanisms, export levies, and environmental funds. Smallholders also expect clarity of incentives generated from ISPO certification, particularly in price and market access, which requires the government’s initiative to develop synergy with various stakeholders. To be practical, incentives were not only for smallholders but also for the government officials at the province, district, and village levels, as the position of the local government is very important in preparing, encouraging, and mobilizing farmers, as well as in strengthening institutions for improving palm oil governance. In the implementation of RSPO certification, the collaboration between the Indonesian government (through the Ministry of Cooperatives and Small and Medium Enterprises) and the RSPO becomes clear evidence of central government support. At the sub-national level, the Riau and West Kalimantan Provinces have developed the Regional Action Plans (RAD) for sustainable palm oil as a policy commitment to accelerate both RSPO and ISPO certification.

Abstract

Background: Female entrepreneurs are characterized by meticulousness and patience in managing their businesses. However, concerns regarding risk and unstructured marketing and financial management often constrain informal enterprise development. The home-based bakery Aneka Kue Almira in Cilaja, Kuningan, faced challenges including limited marketing reach (only 50 Instagram followers), absence of product catalogues, no digital payment systems, and mixed personal-business finances, resulting in monthly losses with revenue of Rp2.48 million against costs of Rp2.5 million. Purpose of the Study: This community development initiative aims to provide entrepreneurial empowerment to enhance the capacity of informal women-owned businesses, enabling them to become more resilient, systematic, and sustainable enterprises through improved marketing and financial management practices. Methods: Through a 20-day participatory mentoring program using Community-Based Participatory Research (CBPR) approach, interventions included product catalogue development, social media reactivation (Instagram, TikTok, Facebook), QRIS payment implementation, COGS calculation training, and separation of personal and business finances. Post-program monitoring was conducted from January to April 2026. Results: Instagram followers increased from 50 to 215 followers with 30 distinguished postings. Monthly sales revenue more than doubled from Rp2.48 million (November 2025) to Rp5.85 million (March 2026). Financial management improved by maintaining overall costs below 60% of total sales revenue, returning financial loss into profit. The female entrepreneur demonstrated improved ability to manage expectations, reduce uncertainty, and maintain consistent bookkeeping practices
