Abstract

The aims of this research are to know how agricultural sector able to take the role in labour absorbtion in North Central Timor Regency, to know its regional development components during 2013 until 2017 and to project the amount of work opportunity in agricultural sector in North Central Timor Regency at ten years forwards, that is 2018 until 2027. The level of agricultural sector role in absorbtion of labour in regency North Central Timor between year 2013 up to year 2017 experiencing of degradation, While in the year 2014 experiencing of improvement and back experience of degradation in the year here in after that is year 2015 and year 2016. Condition of employment growth in agricultural sector of North Central Timor Regency is in a fast group with the net friction value is 3.125,61. By the fixed economic growth assumption 0,14557677 while the amount of resident is continusly increase, in 2017 the increase of employment in agricultural sector would be happened equal to 41.305 or a number of 4.130 per annum during the year of 2018 until 2027

Abstract

The purpose of service is Institutional Capacity Development and Productive Economic Business of the Joint Business Group. The service location is in the Esa Oesena Faculty in East Miomaffo District, Timor Tengah Utara Regency. Participants who were the object of the training in this service were members of the "Flamboyant" Joint Business Group. The process of empowering the poor through the Joint Business Group in Oesena Village begins with the introduction stage, namely by forming groups. There are 3 important phases in the empowerment process, namely: Initial Phase, Participatory Phase and Emancipatory Phase. From this activity 10 selected groups who will then receive further assistance are ready to be empowered and developed according to their capabilities and capacities. Then for the development of the capacity and institutions of the Joint Business Group there are several approaches that can be carried out by empowering parties. or empowerment actors that the implementation of the process in achieving empowerment goals can be achieved through an empowerment approach which is abbreviated as 5P, namely: Possibility, Strengthening, Protection, Supporting and Maintenance. In connection with the above empowerment approach until now the method carried out by the empowering actors in this case the North Central Timor District Social Service is bribing, protection and temporary maintenance for the possibility and reinforcement fully handed over to field facilitators. Where the steps taken by the field facilitators and the Joint Business Group in Oesena Village are as follows: increasing the intensity of meetings and fostering group leadership, while in financial administration there are additional bookkeeping such as Activity Plan Books, KUBE Members Welfare Development Cards, Books Acceptance of KUBE Assistance, While this effort carried out by field facilitators is a partnership

Abstract

Village Owned Enterprises (BUMdes) Tapenpah Village, Insana Subdistrict, North Central Timor Regency is a newly established organization in 2017. The formation of Tapenpah village BUMdes as a form of village government efforts in improving the original opinion of the village and improving village life standards. However, without good management and support from the government and the community, the hope to make the BUMdes a locomotive of the village economy can not be realized. On the other hand, the sustainability of BUMdes will be determined by how the BUMDs can get through the first years of the establishment of the BUMdes, which is the most critical stage with the highest failure rate in the organization's life cycle. as well as the existence of standard and definite work procedure systems. Through the BUMdes management assistance program by emphasizing professionalism in management. Preparation of work planning as a work reference and supported by documented work procedures and division of tasks, authority and reporting become the strength of BUMdes in ensuring the sustainability of the organization
