Abstract

Mass media should provide constructive information in order to full fill its function as a tool for developing nations. However, mass media usually face a conflict of interest in doing the role, for example in the Indonesian case there is a strong political economy interest of media owner that limiting media’s role as political control. This study sees those is a crucial problem of Indonesian media as it will decrease the quality of Indonesian media and as the consequences, it will lose public trust. By using descriptive qualitative method this article doing a theoretical review to explain the role of Indonesian media in the political communication and how the media doing their role as information and political channel in the political communication process. This study suggests the media do a role called ‘dwifungsi media’ that suggest media to do its function comprehensively.

Abstract

Perkembangan teknologi informasi dan komunikasi mempengaruhi berbagai lini kehidupan, termasuk perkembangan sistem pemerintahan. Saat ini pemerintah pusat maupun daerah gencar menggunakan media teknologi informasi dan komunikasi sebagai sarana publik, tuntutan terhadap keterbukaan informasi yang menyeluruh, serta layanan publik berbasis internet akan mempengaruhi sistem birokrasi yang akan datang. Perkembangan teknologi informasi dan komunikasi ternyata terlalu cepat berkembang dibanding dengan perkembangan birokrasi. Desakan untuk menyediakan birokrasi yang acceptable semakin masif, tidak hanya pada penggunaan teknologi informasi oleh pemerintah untuk memberikan informasi dan pelayanan melainkan juga memberikan informasi dan pelayanan berbasis masyarakat. Artikel ini menjelaskan peran e-Goverment dalam pelayanan publik, berbagai isu e-Goverment dimasa yang akan datang, dan Citizen-Centric e-Goverment sebagai cara pandang pelayanan publik berbasis teknologi infomasi dan komunikasi. Untuk menjawab berbagai topik tersebut penulis menggunakan pendekatan literatur review serta mengangkat berbagai studi kasus dari berbagai karya ilmiah yang terkait dengan dengan topik yang diangkat.

Abstract

Teluk Kuantan Regional General Hospital is a type C hospital that provides services, one of which is inpatient care. The background of this research is community dissatisfaction with the services at Teluk Kuantan Hospital and the lack of clean rooms that make patients uncomfortable and complaints about slow service. This study aims to describe and analyze the minimum service standards at Teluk Kuantan Regional General Hospital, Kuantan Singingi Regency and the inhibiting factors from the analysis of service standards. In this study, researchers used 6 indicators to measure service standards by Rahmayanty, namely, service procedures, turnaround time, service costs, service products, facilities and infrastructure, officer competence. This study uses a qualitative method that is descriptive. Location The research was conducted at Teluk Kuantan Hospital, Kuantan Singingi Regency. The results of this study indicate that the standard of inpatient service at the Teluk Kuantan Regional General Hospital is not optimal, but it has been assessed as improving from before, the hospital continues to provide the best with an annual evaluation. It is hoped that inpatient services can continue to improve so as to get patient satisfaction. The inhibiting factor in carrying out the analysis of minimum service standards for inpatient services is the lack of human resources and budget which can affect the lack of maximum service.

Abstract

Ketertiban sosial adalah keadaan ketentraman sosial sesuai dengan norma-norma, nilai-nilai, tatanan agama dan budaya yang berlaku dimana pemerintah dan masyarakat dapat melakukan kegiatan secara tertib, teratur, nyaman, dan tentram. Ketertiban sosial menandakan kehidupan sosial yang harmonis dan juga tertib sesuai dengan fungsi dan peran setiap masyarakat. Penelitian ini dilatarbelakangi oleh masih banyaknya ditemukan gelandang dan pengemis yang ditemukan di tempat umum di Kota Pekanbaru yang menimbulkan permasalahan ketertiban sosial di tengah kehidupan masyarakat Kota Pekanbaru. Penelitian ini bertujuan untuk menganalisis Efektivitas Implementasi Kebijakan Tentang Ketertiban Sosial Di Kota Pekanbaru (Studi Gelandang dan Pengemis). Penelitian ini dilakukan dengan jenis penelitian kualitatif dengan pendekatan bersifat analisis deskriptif. Dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan teori Matland dalam Kadji (2015) dengan empat indikator yaitu: ketepatan kebijakan, ketepatan pelaksanaan, ketepatan target, ketepatan lingkungan. Berdasarkan penelitian ini dapat disimpulkan bahwa Efektivitas Implementasi Kebijakan Tentang Ketertiban Sosial Di Kota Pekanbaru (Studi Gelandang dan Pengemis) belum efektif. Faktor penghambat dalam efektivitas implementasi kebijakan tersebut yaitu lemahnya penegakan sanksi, kurangnya koordinasi antar pelaksana kebijakan, tidak adanya panti sosial khusus gepeng berusia produktif, target menolak untuk diintervensi, dan kurangnya partisipasi masyarakat akibat sosialisasi yang tidak merata sehingga hal tersebut memberikan pengaruh terhadap Efektivitas Implementasi Kebijakan Tentang Ketertiban Sosial Di Kota Pekanbaru (Studi Gelandang dan Pengemis).

Abstract

Drug rehabilitation is a treatment process for narcotics abuse to restore or develop the physical, mental and social abilities of the sufferer concerned. Apart from recovering, rehabilitation is also a treatment or care for narcotics addicts so that people with an addiction can recover from their addiction to narcotics. This research aims to find out the role of the Dumai City National Narcotics Agency in the rehabilitation of drug abusers and to find out the inhibiting factors faced in rehabilitating drug abuse victims at the Dumai City National Narcotics Agency. This research uses qualitative research methods with a descriptive approach. This research refers to the organizational role theory of aromatic D and Sudrajat AR, which has four approach indicators: division of work, departmentation, distribution of authority, and coordination. The results of this research show that the role played by the organization in achieving the organization's goals is quite good. However, coordination in the field of prevention is still not optimal. The inhibiting factors are the lack of rehabilitation facilities and the long travel distance. In this way, it is hoped that the Dumai City National Narcotics Agency will emphasise coordination more and improve rehabilitation facilities.

Abstract

Naumbai Village is a village located in Kampar District, Kampar Regency, Riau Province. Naumbai Village was formed and designated as a preparatory village in 2003. The people of Naumbai Village come from the indigenous Malay tribe, the majority of whom work as farmers. With 1,017 women, Naumbai village is well known for its residents' skills in making various kinds of traditional foods such as galopuong, bomban leaf lopek, sarikayo, and leaf palito. Palito daun is very well known and famous among the people of Kampar, because several years ago it was used as a traditional food icon by the Kampar regional government on the anniversary of the district which is known as the veranda of the Mecca of Riau. A business marketing development strategy can be the key to success or even failure in a company. Determining the right target and which business development strategy should be used to achieve business goals can be a risky decision. When a business has a strong strategy, aligned with business goals, and implemented well, the strategy has the potential to increase growth and high profitability.

Abstract

This study aims to examine the implementation of the Kelurahan Cinta Statistik (Beautiful Village) Program in Sumahilang Village, Pekanbaru City, as part of an effort to build data governance at the village level to support data-driven development and improve the quality of public services. This study used a descriptive qualitative method with the Edward III implementation approach, which encompasses four variables: communication, resources, disposition, and bureaucratic structure. Data were obtained through interviews, observations, and documentation studies. The results indicate that the program has run quite well. There is effective communication between relevant parties, such as the Pekanbaru City Communication and Information Office (Diskominfo) as the village web link provider, the Population and Civil Registration Office (Disdukcapil) as the village data provider, the Pekanbaru City Statistics Agency (BPS) as the Kelurahan Cantik (Beautiful Village) program supervisor, and Sumahilang Village as the implementing agency. Resources from supporting agencies are adequate, and implementers demonstrate high commitment. The program is also strengthened by SOPs and a Circular Letter from the Mayor of Pekanbaru as the legal basis. However, implementation still faces obstacles, such as limited human resources and infrastructure, and limited time due to overlapping agendas with other programs. Therefore, ongoing attention and support from the Pekanbaru City Government is needed to ensure the implementation of the Beautiful Village Program is more optimal and sustainable in the future. Abstract

Stunting merupakan masalah kesehatan serius yang berdampak multidimensional terhadap pembangunan ekonomi dan sosial, khususnya di negara berkembang. Penelitian ini bertujuan untuk mengulas berbagai kebijakan pencegahan stunting dari perspektif ekonomi, studi pembangunan, dan kebijakan kesehatan. Metode yang digunakan adalah tinjauan pustaka sistematis dengan sumber utama dari basis data Web of Science, menggunakan kata kunci “Stunting Policies” pada artikel yang terbit antara tahun 2004 hingga 2023. Sebanyak 68 artikel yang relevan dianalisis berdasarkan kategori ekonomi, pembangunan, kebijakan kesehatan, hukum, dan ilmu politik. Hasil analisis menunjukkan bahwa kebijakan ekonomi yang efektif seperti peningkatan pendapatan rumah tangga miskin, pendidikan perempuan, ketahanan pangan, serta akses terhadap layanan kesehatan dan sanitasi berperan penting dalam pencegahan stunting. Selain itu, Studi pembangunan menegaskan bahwa pengurangan stunting membutuhkan pendekatan yang menyeluruh dan berkelanjutan dengan fokus pada peningkatan pelayanan publik, pemberdayaan perempuan, pengentasan kemiskinan, serta penguatan infrastruktur di daerah tertinggal. Temuan ini menegaskan bahwa penanggulangan stunting memerlukan kebijakan yang inklusif, lintas sektor, dan berkelanjutan, dengan mempertimbangkan konteks sosial serta ekonomi masyarakat secara menyeluruh.

Abstract

Kemelaratan tidak sekedar masalah ekonomi, namun merupakan rangkuman dari interaksi faktor-faktor sosial, ekonomi, politik dan budaya. Banyaknya penduduk miskin menyebabkan perekonomian pertumbuhan menjadi lambat. Salah satu bentuk kepedulian pemerintah terhadap hal ini adalah dengan membuat program yaitu Program Pemberdayaan Desa (PPD). Tujuan dari penelitian ini guna menganalisis efektivitas pengelolaan Usaha Ekonomi Desa Trilaksamana Bukit Batu (UED-SP) di Kecamatan Bukit Batu Kabupaten Bengkalis. Penelitian ini dilakukan sebagai jenis penelitian kualitatif dengan menggunakan pendekatan deskriptif analitis, menggunakan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan teori Eliana sari (2007:100) dalam bukunya pertumbuhan Efektivitas Organisasi, dengan tiga indikator yaitu:pencapaian tujuan, pendekatan sistem dan konstituensi strategis. Berdasarkan penelitian ini peneliti merangkum Efektivitas Usaha Ekonomi Desa Tri Laksamana Desa Bukit Batu belum efektif. Faktor penghambat dalam Efektivitas Usaha Ekonomi Desa Simpan Pinjam Tri Laksamana Desa Bukit Batu yaitu tertib administrasi yang belum dikelola dengan baik dan SDM yang belum optimal.

Abstract

The Department of Transportation of Rokan Hilir Regency implements a parking service retribution policy for on-street parking as one of the sources of Local Own-Source Revenue (PAD) and a form of public service to the community. However, the implementation of this policy has not been optimal, as indicated by the low use of parking tickets, inconsistent retribution rates in the field, and weak supervision and coordination among the implementing parties. This study aims to describe the implementation of the parking retribution policy in Bangko Sub-district and to identify the obstacles encountered in its execution. This research employs a descriptive qualitative method and applies George C. Edward III's implementation theory, which includes aspects of communication, resources, disposition, and bureaucratic structure. The results show that communication is the most dominant obstacle, followed by limited resources and the suboptimal role of bureaucracy in supervision. Therefore, improvements are needed through enhanced public outreach, staff training, provision of supporting facilities, and strengthened coordination to ensure effective policy implementation and a tangible impact on public service and local revenue.
