Abstract

Tourism has become an important source of local income in Bintan Regency. However, the implementation of tourism management policies in Bintan Regency still faces problems, both factual and theoretical, from various stakeholders. This research aims to analyze the implementation of policy using Edward III theory in managing tourism in Bintan Regency. The research method used is a qualitative descriptive approach by collecting secondary data in the form of government documents and primary data through direct interviews with informants, which were then analyzed deeply according to the findings on the ground. This study shows that the implementation of tourism management policies in Bintan Regency requires strong collaboration between the government, community, and relevant parties. Edward III emphasizes that structural variables, attitudes or dispositions of implementers, resources, and communication must be accompanied by the principle of building sustainable tourism villages, so that the problems that will be faced can be solved optimally. The barriers and challenges in implementing this policy must be overcome by every stakeholder. The government needs to focus more on developing local potential and increasing community capacity in managing tourism villages. In addition, the government also needs to provide training and mentoring to the community so that they can actively participate in managing tourism villages. Furthermore, the implementation of tourism management policies in Bintan Regency requires a strong commitment from the government, community, and relevant parties to increase community awareness and improve the quality of tourism village management. Therefore, it is hoped that successful tourism village management can be achieved in Bintan Regency that is ideal and sustainable.

Abstract

Tourism villages have emerged as a crucial source of local income in Bintan Regency, yet the policy implementation for managing these villages faces both practical and theoretical challenges. This research aims to analyze the implementation of public policies in the management of tourist villages in Bintan, using Edward III's theory as a framework. The research employs a descriptive qualitative method, utilizing both secondary data from government documents and primary data collected through interviews with key informants. The findings reveal that although Bintan’s tourism villages are generally managed effectively, several obstacles still hinder their full potential. These challenges include limited human resources, inadequate infrastructure, budgetary constraints, and social conflicts within the community. The study highlights the importance of communication as a key factor in policy implementation, where efficient and effective communication between stakeholders can improve service quality in the tourist villages. It also raises community awareness about the preservation of the environment and local culture, which are vital for attracting tourists. Moreover, the availability of both human and natural resources plays a significant role in enhancing tourist experiences. The attitudes and dispositions of tourism village managers are also essential in fostering an environment that supports environmental conservation and cultural heritage. The research underscores the need for a structured bureaucratic framework, characterized by clear policy hierarchies, active community involvement, government transparency, and better collaboration among agencies. To promote sustainable tourism in Bintan, this study recommends that the government provide training and support to local communities.

Abstract

This study is aimed at analyzing the effect of Professional Education and Training for Teachers (PLPG) in improving pedagogic competence and teacher performance. The research used quantitative method through survey approach. The data was taken from 35 respondents using the training exam module and teacher performance instruments. All data were analyzed using software SPSS for Windows release 22.0 through both descriptive and correlation analysis. The result of descriptive analysis of teachers pedagogic competence after taking training test is good (83,74%). Furthermore, Pearson Product Moment Correlation analysis shows that there is a significant negative correlation between these activities and teachers performance obtained (rcount) = -0.590 at 0.000 significance level. The results of the analysis show that teachers need to follow the training to improve their pedagogic competence as well as their performance in teaching and assessing. Since the teachers’ knowledge increases, it will definitely have an impact on their performance at school.
