Abstract

Policy implementation is a stage of public policy that has been formulated and must be realized. For this reason cooperation is needed between the Batam City Government and all stakeholders in the Batam City area to preserve the environment. The purpose of this study was to determine each process in the implementation of the Regional Regulation No. 4 of 2014 concerning Environmental Protection and Management in order to reduce environmental pollution in Batam City. This research was conducted at the Batam City Environmental Service. The author's research method is a descriptive research method with a qualitative approach and qualitative analysis methods, with the aim of focusing on the problems or phenomena that existed at the time the research was conducted, then describing the facts and explaining the state of the research object in accordance with the reality as it is, and trying to analyze to provide truth based on the data obtained. The results of the study can be concluded that the implementation of policies in general has been going well, but has not been maximized, there are still shortcomings, such as the lack of awareness on the part of companies that do not implement policies on environmental management properly. Abstract

The Law of the Republic of Indonesia Number 23 of 2002 concerning Child Protection isconsidered to ensure protection from discrimination, violence, and other violations. The purpose of thisstudy is to describe the implementation of Regional Regulation Number 2 of 2016 concerning theImplementation of Child Protection in the city of Batam, to analyze the inhibiting factors in theimplementation of Regional Regulation Number 2 of 2016 concerning the Implementation of ChildProtection in the city of Batam. The type of research method used is descriptive qualitative methodwith interview, observation, and documentation data collection techniques. The data sources of thisresearch consist of primary data and secondary data. The results of the study show thatcommunication, namely 1.Communication of the Office of Social Affairs and CommunityEmpowerment has communicated quite well by involving community leaders, social services, socialservice assistants then the police, perpetrators, and victims and the community is aware of the servicethat protects children. According to the researcher, the communication between the Social Service andcommunity empowerment should be further improved so that the community and victims dare to reportto the Social Service and community empowerment. Abstract

The sea-surrounded Batam area has the potential for Marine and Fisheries resources. The activity of large fishing vessels is observed along the city’s sea of Batam. PSDKP Batam city is under the KKP (Ministry of Marine Affairs and Fisheries) which oversees the resources and fisheries available in Batam. The purpose of this research is to know the role of PSDKP in overseeing fishing operations in Batam, The method used in this research is a qualitative descriptive method. The data-collection techniques used in this research include interviews, observation and documentation. The results of this research show that the control conducted by PSDKP is still lacking due to some factors, the lack of personnel and limited budget owned by PSDKP. There are still fishing vessels that have incomplete documents. The things PSDKP need to do are improving the number of qualified fisheries supervisors for better supervision of fishing vessels, maintaining good coordination with those involved in supervision of fishing vessels, and proposing an additional budget to get extra patrol boats. Abstract

This study analyzes the implementation of the Dumisake Program as a public policy initiative for empowering Micro, Small, and Medium Enterprises (MSMEs) in Rimbo Bujang District, Jambi Province. Initiated by the provincial government, the program aims to accelerate post-pandemic economic recovery through direct capital assistance to targeted MSME groups. Using a descriptive qualitative approach and case study method, this research explores the program's input, process, and output stages, as well as the local political dynamics that shape its implementation. Findings reveal persistent challenges, including weak MSME data systems, opaque beneficiary selection, limited training and mentoring, and the prevalence of political patronage influencing aid distribution. These structural and political barriers hinder the program's empowerment objectives. The study recommends reforming program management through digital MSME data development, performance-based evaluation systems, and participatory, accountable governance. With a collaborative governance approach, the Dumisake Program has the potential to serve as a replicable model for inclusive and sustainable grassroots economic policy.

Abstract

The Independent Village Program is a local development policy that aims to enhance rural communities' economic resilience through institutional strengthening, local potential utilization, and community empowerment. This study aims to analyze the implementation of the program in Muara Madras Village, Jangkat Subdistrict, Merangin Regency. A qualitative descriptive method was used, with data collected through interviews, observations, and documentation. The findings reveal that the program has had a positive impact on improving community welfare through agriculture, aquaculture, and entrepreneurship training. However, challenges such as weak marketing systems and limited youth involvement remain. The program is considered effective but requires strategic improvements for sustainability.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimanakah peranan pemerintah Dusun dalam pemeliharaan fasilitas umum, kendala apa saja yang dihadapi, dan upaya-upaya yang dilakukan dalam pemeliharaan fasilitas umum di Dusun Tanjung Agung. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik analisa data deskriptif kualitatif. Populasi dalam penelitian ini adalah semua fasilitas umum yang ada di  Dusun Tanjung dan yang menjadi sampel adalah fasilitas umum di Desa Tanjung Agung yang pengelolaannya dan pemeliharaannya diserahkan kepada pemerintah dusun Tanjung Agung. Berdasarkan hasil penelitian diketahui bahwa peranan pemerintah dusun dalam pemeliharaan fasilitas umum meliputi perencanaan, menetapkan peraturan, melakukan koordinasi, memberi motivasi, dan berperan menjaga keamanan fasilitas umum yang ada di dusun Tanjung Agung. Permasalahan yang dihadapi antara lain belum adanya pencatatan (administrasi) yang baik atas jumlah dan kondisi fasilitas umum yang ada, keterbatasan kewenangan yang diberikan pemerintah daerah dan pusat sehingga menyebabkan keterbatasan sumber-sumber pendanaan, serta kurangnya kesadaran dan partisipasi masyarakat. Upaya yang dilakukan oleh pemerintah dusun dalam mengatasi permasalahan yang ada antara lain berusaha mengajak dan meningkatkan partisipasi dari masyarakat agar lebih peduli dalam perawatan fasilitas umum yang ada, membuat perencanaan pembangunan desa yang disusun melibatkan masyarakat melalui musrenbang tingkat dusun, juga mengajak masyarakat ikut aktif dalam kegiatan perawatan fasilitas umum melalui gotong royong dan dalam bentuk sumbangan-sumbangan yang tidak mengikat.

Abstract

These days, local governments keep running into friction between official bureaucracy and the deep-rooted customs of their communities. In Bungo Regency, Indonesia, this tension really came to the surface after Local Regulation No. 9 of 2007 swapped out the term “Village Head” for the traditional title “Rio.” This study examines how that change has shaken up how local leaders see themselves and how they operate. I took a close look at Bungo through interviews with 25 key people, combed through legal documents, and even hung out (virtually) in the “Pesan Bungo” WhatsApp group to see how things play out day to day. The big questions: How do these local leaders juggle their official duties and their traditional roles? What does this new title actually change on the ground? And what should policymakers take away from all this? Here’s what I found. The Rio isn’t just picking a side—they’re constantly switching hats, sometimes acting by the book, leaning into tradition, and often working behind the scenes through informal networks. They’re like fixers, piecing together Solutions from whatever’s at hand. On one hand, using the Rio title boosts their credibility with both the government and the local community. It gives them more room to maneuver and negotiate what leadership means. But there’s a flip side: it can also concentrate power in a few hands and turn tradition into just another tool for influence. Bottom line? Changing administrative titles isn’t just a surface-level move. It turns local government into a battleground for power and meaning. If public value and inclusivity matter, then governance needs to stay flexible and responsive—ready to adapt as these tensions play out.

Abstract

Unauthorized gold mining (PETI) in Bungo Regency causes significant social and ecological impacts, including environmental damage and social tensions between communities and authorities. This research aims to analyze PETI practices and evaluate the local government's role in handling illegal gold mining. The method used is a critical study with data collection from enforcement operation documents and related reports. Research results show that although the government conducts intensive enforcement operations, communities' economic dependence on PETI remains the primary sustainability challenge. The government strives to regulate community mining to make it legal and environmentally friendly through spatial planning policies and community education. In conclusion, a collaborative approach is needed that considers legal, social, and environmental aspects for sustainable solutions that maintain balance between law enforcement, environmental preservation, and community welfare.
