Abstract

Program Kuliah Kerja Nyata Tematik (KKN-T) Universitas Swadaya Gunung Jati dilaksanakan di Desa Larangan, Kecamatan Larangan, Kabupaten Brebes sebagai wujud pengabdian kepada masyarakat dalam meningkatkan identitas desa. Permasalahan yang ditemukan adalah minimnya sarana penanda desa, sehingga menyulitkan pendatang sekaligus melemahkan citra desa. Untuk mengatasi hal tersebut, mahasiswa KKN-T berinisiatif membuat plang desa dan papan nama kepala desa serta ketua RW dengan metode partisipatif yang melibatkan masyarakat dan pemerintah desa. Kegiatan ini dilakukan melalui beberapa tahapan, meliputi observasi lapangan, perancangan desain, pemilihan bahan, pembuatan, hingga pemasangan di lokasi strategis. Hasil kegiatan menunjukkan bahwa keberadaan plang dan papan nama mampu mempermudah akses informasi, memperkuat identitas desa, serta meningkatkan rasa memiliki dan kebanggaan masyarakat terhadap lingkungannya. Program ini membuktikan bahwa kolaborasi antara mahasiswa, perangkat desa, dan masyarakat dapat menghasilkan solusi berkelanjutan. Ke depan, inovasi tambahan seperti peta desa digital dan papan informasi berbasis teknologi diharapkan dapat mendukung digitalisasi desa serta memperluas manfaat bagi masyarakat.

Abstract

The digital era demands that the Indonesian bureaucracy adapt through the implementation of an Electronic-Based Government System (ESG). The success of digital transformation is largely determined by the capabilities of the State Civil Apparatus (Civil Servants) as public administration implementers. However, limited digital literacy, intergenerational skill gaps, irrelevant training, a conservative organizational culture, and disparities in digital infrastructure are obstacles to realizing an effective digital bureaucracy. This study aims to analyze the role of development administration in increasing the capacity of civil servants (ASN) using the Grindle capacity building approach, which encompasses individual, organizational, and system development. The method used is qualitative-descriptive through literature studies and policy analysis related to the digital transformation of the bureaucracy and the development of civil servant human resources. The results of the study indicate that improving digital literacy, technical competence, and adaptive mindsets of civil servants is necessary at the individual level, while organizations require flexible, collaborative structures and visionary leadership. At the system level, regulatory support, policy integration, and the provision of digital infrastructure are needed. The results of this study demonstrate that development administration plays a strategic role in directing digital transformation through comprehensive capacity building of civil servants

Abstract

The number of homeless people in public spaces in Cirebon City indicates that the implementation of Local Regulation No. 13 of 2019 on Public Order has not been effective. The purpose of this study is to examine how the policy on handling vagrants in Cirebon City is implemented from the perspective of George C. Edward III's implementation theory, which includes communication, resources, disposition, and bureaucratic structure. This study employs a qualitative approach, utilizing in-depth interviews with the Public Order Agency (Satpol PP), the Social Services Agency, and the target group of the vagrancy policy. Additionally, field observations and documentation were conducted. The results of the study reveal that although coordination between implementing agencies has been carried out, it has not achieved all of its objectives. The main factors hindering policy implementation include limited resources, a lack of supporting facilities such as shelters, and poor vertical communication with the target group. Despite the good commitment of the implementers, the homeless population still does not fully experience the impact of the policy. The research findings suggest that while the policy has been implemented, its execution has not been optimal in some areas, and strengthening is required in the elements of resources, operational mechanisms, and social empowerment services. This research also contributes to public administration studies on the implementation of social policies at the local level and recommends improving policy integration and the provision of supporting facilities.
