Abstract

Penelitian ini didasarkan pada tingginya angka pelanggaran lalu lintas selama kampanye Pilkada 2015 di Surakarta, yang disebabkan oleh rendahnya kesadaran berlalu lintas di kalangan masyarakat terutama pada masa kampanye. Makalah ini juga membahas teori kegiatan rutin, yang menjelaskan kondisi-kondisi di mana tindak pidana dapat terjadi. Tidak adanya penjaga yang cakap, target yang sesuai, dan pelaku yang termotivasi adalah tiga elemen kunci yang dapat menyebabkan tindak pidana menurut teori ini. Artikel ini membahas efektivitas penindakan pelanggaran lalu lintas dalam mewujudkan keselamatan dan ketertiban berlalu lintas selama kampanye Pilkada di Surakarta. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan pencermatan dokumentasi. Hasil penelitian menunjukkan bahwa Satuan Lalu Lintas Polresta Surakarta perlu meningkatkan penindakan pelanggaran lalu lintas selama masa kampanye Pilkada. Penelitian ini juga membahas teori aktivitas rutin yang menjelaskan kondisi di mana tindakan kriminal dapat terjadi. Penelitian ini memberikan rekomendasi bagi lembaga penegak hukum dan pembuat kebijakan untuk meningkatkan keselamatan berlalu lintas dan efektivitas penegakan hukum selama kampanye Pilkada.

Abstract

The Indonesian National Police (INP) should become a professional, credible, accountable, transparent based on the principles of Democratic Policing. This research uses qualitative approach with case study as a research method which uses sources such as documents, books, and other related literatures. From several evaluation research show that there are lots of efforts for organisational transformation which experience failures although the INP have chosen many strategies, planning and resources as well as strong administrative commitments. Threats to the success of transformation within the organisation may emerge whether from the inside or outside. The political will in a bureaucratical field and willingness of the public which is the initiative and capability to support the INP's transformation becomes the primary key in actualising the INP that is Presisi. It is a utopia if the transformation of the INP in becoming an ideal national police comes solely from internal INP efforts. This research's recommendations are: the public must be involved actively in all processes of transformation, the need to strengthen organisational culture, moral and ethics of police, the empowerment of human resources which are based on science, and the process of transformation must be followed through continuous monitoring and evaluation.

Abstract

Digital leadership style emphasizes the leader's ability to understand information technology and digital systems, data-driven decision making and analysis, quick response to environmental and technological changes, emphasis on information transparency, innovation, creative thinking, and inspiring change. This scientific article aims to conceptualize the adoption of digital leadership in coaching against misconduct of Polri members at Metro Jaya Regional Police. The method used is a qualitative approach with descriptive analytics to provide detailed descriptions of occurring situations. The data used includes primary and secondary data. Data collection techniques include observation, interviews, and document studies. The author tests data accuracy and validity using triangulation techniques. Research results show that leadership at Metro Jaya Regional Police still faces several weaknesses such as being militaristic in nature, lacking measurable future digital vision, limited managerial capabilities, insight and understanding of technology-based transparency concepts, limited mastery of digital-based facilities and infrastructure, minimal problem-solving policing capabilities, and insufficient attention to digital development and environmental directions. Strategies that can be applied in implementing digital leadership in coaching against misconduct of Polri members at Metro Jaya Regional Police include establishing vision, mission, and strategic direction of digitalization in member coaching, building digital systems that support coaching and early detection of violations, improving personnel capabilities in using and managing digital systems, operating digital systems gradually and integrated into coaching processes, assessing implementation effectiveness and conducting continuous improvement, and making digital leadership an embedded work culture.
