Abstract

Establishing North Kalimantan as the 34th province in Indonesia with the provincial capital located in Tanjung Selor, Bulungan Regency, has influenced the pattern of transportation used by society between regions. Previously, most people traveled to Tarakan city by sea transportation because Tarakan is an island city and has a strategic role regionally as a National Activity Center (PKN) in North Kalimantan. Since January 2020, the North Kalimantan Transportation Service has permitted public transportation routes to Perum DAMRI Tanjung Selor Branch to serve three round-trips (pp) routes, namely: Tanjung Selor-Malinau (TGS-MLN), Tanjung Selor-Tana Tidung (TJS-KTT), and Malinau-Salang (MLN-SLG). This study aims to find the ideal fare for public transportation for people on the route, taking into account the Vehicle Operating Cost (VOC), the ability and willingness to pay (ATP and WTP) of DAMRI Bus users, as well as the user's willingness to pay. Pay more or WTP from Contingency Valuation (WTP-CV) if you get better service during the trip. The current single-trip DAMRI Bus fare is IDR 150,000.00 for the TJS-MLN/MLN-TJS route, the TJS-KTT/KTT-TJS route is IDR 100,000.00, and for the MLN-SLG/SLG-MLN route of IDR 50,000.00. The results of the study based on the VOC obtained one-time trip rates for each route, respectively: IDR 135,633.21, IDR 119,046.86 and IDR 35,186.00. The respondents' ATP analysis results obtained a one-time trip fare for each route in a row: IDR 142,994.05, IDR 119.747.47 and IDR 63.750.00. Meanwhile, respondents' WTP was obtained for each route: IDR 110,519.48, IDR 94,545.45, and IDR 39,107.14. The respondents' WTP-CV values were also obtained on each route, amounting to IDR 14,675.32, IDR 11,409.09, and IDR 8,303.57. Considering the captive rider as an economy class passenger and the benefits of the DAMRI Bus operator, the proposed tariffs for each route are IDR 130,000, IDR 110,000, and IDR 48,000.

Abstract

UPTD Juwata Tarakan Ferry Port has opened crossing services on the Tarakan-Sebawang route (Tana Tidung Regency) since 2021. This research aims to determine the level of crossing services for passengers carrying goods on their journey. The research aims to provide input to managers to improve the quality of service performance. Data was collected through a questionnaire filled out by 70 selected respondents from a number of ferry passengers at the time the survey was conducted. Statistical analysis of questionnaire data using a validity test obtained rcount > rtable, and a reliability test obtained a Cronbach alpha value > 0.70, so the data obtained was valid and reliable. Further analysis using the Customer Service Index method obtained a CSI value of 86.66 with a very satisfactory service category. The results of the Importance Performance Analysis (IPA) method analysis of 19 measurement attributes show that there are two attributes whose performance needs to be improved. Then the results of the Quality Function Deployment (QFD) method analysis provide eight activities that must be carried out, including providing lifeboats, life jackets, marking evacuation routes on ships, qualified officers and sufficient numbers to carry out evacuations and provide services to the passenger.

Abstract

Roads serve as critical infrastructure for enabling efficient, safe, and economical transportation of people and goods. Effective pavement planning must be based on methods suited to actual field conditions to ensure long-term functionality. The Road of Pantai Amal Lama, scheduled for construction in 2022, represents a new road segment requiring full construction from subgrade formation to surface layer. Given the relatively low traffic volume, the pavement design employs the Component Analysis Method outlined in SKBI 2.3.26.1987. This method primarily considers average daily traffic (ADT) and the California Bearing Ratio (CBR) of subgrade soil. Based on the analysis, the recommended layer thicknesses for a 10-year design life are: 10 cm sub-base, 20 cm base course, and 5 cm surface course. These structural dimensions form the technical basis for the road construction, aiming to ensure serviceability and durability under local conditions.

Abstract

Penetapan Kalimantan Utara sebagai provinsi ke-34 pada tahun 2012 berdampak pada meningkatnya perjalanan menggunakan transportasi darat antarwilayah kabupaten yang ada di mainland Kalimantan menuju Tanjung Selor sebagai ibukota provinsi. Kebutuhan sarana transportasi ini mendorong Dinas Perhubungan Kalimantan Utara bekerja sama dengan Perum DAMRI Cabang Tanjung Selor menyelenggarakan angkutan umum melayani tiga trayek, yaitu: Tanjung Selor-Tana Tidung, Tanjung Selor-Malinau, dan Malinau-Salang (Nunukan). Studi ini bertujuan untuk mengukur kepuasan pengguna jasa yang diharapkan hasilnya menjadi masukan bagi operator dalam meningkatkan kualitas pelayanan, agar menjadi pilihan utama angkutan umum antarkota di Kalimantan Utara. Hasil analisis metode Importance Performance Analysis (IPA) menunjukkan sebanyak lima belas atribut yang perlu ditingkatkan kinerjanya. Atribut tersebut berada pada Kuadran 1 yaitu tersedianya alat pemecah kaca bus pada kondisi darurat, APAR, fasilitas P3K, pintu/jendela darurat, pintu keluar/ masuk pengemudi dan penumpang, alat pembatas kecepatan, hand grip, sabuk keselamatan, fasilitas dan tempat khusus pemeliharaan kendaraan, Standard Operating Procedure (SOP) pemeriksaan operasional kendaraan, jumlah penumpang sesuai kapasitas angkut, lebar tempat duduk, rak bagasi, serta fasilitas kebersihan dalam kabin penumpang. Responden menilai pelayanan angkutan umum tersebut relatif belum berkinerja baik. Berdasarkan hasil analisis dengan metoda indeks kepuasan masyarakat (IKM) diperoleh nilai rata-rata sebesar 3,0085 atau sebesar 75,2136. Hasil studi ini menunjukkan kualitas pelayanan bus DAMRI di Kalimantan Utara perlu ditingkatkan. Kinerja yang kurang perlu ditingkatkan dan kinerja yang dianggap berlebihan oleh responden perlu dikurangi. Hal ini dibutuhkan untuk meningkatkan jumlah penumpang di masa mendatang, dan dapat menjaga keberlangsungan operasional bus DAMRI sebagai angkutan umum orang antarkota di Provinsi Kalimantan Utara.

Abstract

ABSTRACT: Malundung Port in Tarakan is one of the key logistics hubs in North Kalimantan, serving container flows and cargo handling activities that directly influence the reliability of regional freight distribution. Improving container handling productivity at this port is essential to reducing logistics costs and strengthening the competitiveness of the regional supply chain, which requires a quantitative assessment of its determining factors. This study aims to analyse the influence of cargo handling equipment and the implementation of a Terminal Operating System (TOS) on container handling productivity and to identify the most dominant factor. Primary data were collected through a Likert-scale questionnaire distributed to 44 respondents, consisting of TOS operators and representatives of shipping and cargo companies selected using EMKL data. The data were processed using multiple linear regression with IBM SPSS 29. The results show that, simultaneously, handling equipment and TOS have a significant effect on container handling productivity (R = 0.776; R² = 0.602). However, in the initial model only equipment efficiency, equipment availability, and equipment condition and maintenance have a significant partial effect. The final regression model is Y = 2.708 + 0.202 Xa2 + 0.606 Xa3 + 0.049 Xa5, where Y denotes container handling productivity, Xa2 equipment efficiency, Xa3 equipment availability, and Xa5 equipment technology and innovation. This model indicates that equipment availability is the most dominant factor, while TOS-related dimensions have not yet shown a significant effect, so current productivity improvements are more dependent on the adequacy and operational readiness of reliable handling equipment, with TOS optimisation becoming a strategic next step. Keywords: Cargo handling equipment, Terminal Operating System, Container handling productivity, Malundung Port, Multiple linear regression. ABSTRAK: Pelabuhan Malundung Tarakan merupakan salah satu simpul logistik penting di Kalimantan Utara yang melayani arus peti kemas dan aktivitas bongkar muat yang berperan langsung terhadap kelancaran distribusi barang kawasan. Peningkatan produktivitas bongkar muat di pelabuhan ini menjadi penting untuk menekan biaya logistik dan memperkuat daya saing rantai pasok, sehingga diperlukan kajian yang mengukur secara kuantitatif faktor-faktor penentunya. Penelitian ini bertujuan menganalisis pengaruh peralatan bongkar muat dan penerapan Terminal Operating System (TOS) terhadap produktivitas bongkar muat peti kemas serta mengidentifikasi faktor yang paling dominan. Data primer diperoleh melalui kuesioner berskala Likert yang disebarkan kepada 44 responden, terdiri atas operator TOS dan perwakilan perusahaan pengguna jasa berdasarkan data EMKL. Data dianalisis melalui analisi regresi linier berganda menggunakan IBM SPSS 29. Hasil penelitian menunjukkan bahwa secara simultan peralatan bongkar muat dan TOS berpengaruh signifikan terhadap produktivitas bongkar muat (R = 0,776; R² = 0,602), namun secara parsial hanya efisiensi peralatan, ketersediaan peralatan, serta kondisi dan perawatan peralatan yang terbukti signifikan pada model awal. Model akhir persamaan regresi yang diperoleh yaitu Y = 2.708 + 0.202 Xa2 + 0.606 Xa3 + 0.049 Xa5, dimana Y = produktivitas bongkar muat peti kemas, Xa2 = efisiensi peralatan bongkar muat, Xa3 = ketersediaan peralatan bongkar muat,  dan Xa5 = teknologi dan inovasi peralatan bongkar muat. Model ini menunjukkan bahwa ketersediaan peralatan merupakan faktor paling dominan, sedangkan dimensi TOS belum menunjukkan pengaruh signifikan, sehingga peningkatan produktivitas saat ini lebih ditentukan oleh pemenuhan jumlah dan kesiapan operasional peralatan yang andal, yang pada tahap berikutnya perlu didukung optimalisasi pemanfaatan TOS. Abstract

The marine product sector in West Sumatra shows significant export potential but faces challenges in distribution efficiency and quality. Logistics partnerships and supply chain integration are key drivers for improving performance across industries. This study examines the relationship between logistics partnerships and supply chain integration and their effects on distribution performance of marine commodities in West Sumatra. Using a quantitative approach and Structural Equation Modeling–Partial Least Squares (SEM-PLS), official secondary data from BPS West Sumatra, Pelindo Teluk Bayur, KKP, and national export statistics over four years were analyzed. The results indicate a significant positive effect of logistics partnerships on supply chain integration, which in turn significantly enhances distribution performance by reducing lead time and increasing export volume and value. The study concludes that optimizing marine product distribution in West Sumatra requires strengthening strategic logistics partnerships and deeper integration of processes among all stakeholders from capture and cultivation to export port.

Abstract

Abstrak   Pelabuhan Liem Hie Djung (Nunukan, Kalimantan Utara) merupakan simpul layanan lintas batas Indonesia-Malaysia, namun kinerja sisi air dan sisi darat masih dibatasi oleh kedalaman efektif, geometri perairan, dan kapasitas terminal. Penelitian ini menyusun dasar teknis revitalisasi melalui pemodelan bathimetri berbasis SIG dari raster BATNAS resolusi 10 m, survei lapangan, serta analisis kebutuhan fasilitas sisi air-sisi darat. Parameter arus dan pasut ditetapkan dari pengukuran dan analisis pasut setempat, sedangkan tinggi gelombang rencana diperoleh melalui peramalan gelombang. Hasil menunjukkan arus maksimum 0,59 m/s saat surut, tinggi gelombang rencana 0,46 m, serta muka air HWS +4,81 m, MSL +3,29 m, dan LWS +1,81 m. Untuk kapal rencana (LOA 29,50 m; sarat 1,22 m), kebutuhan minimum meliputi kedalaman rencana 2,27 m, lebar alur satu jalur 32,64 m, diameter kolam putar 44,25 m, dan panjang dermaga 81,00 m. Pada sisi darat diperlukan optimasi ruang tunggu, fasilitas pemeriksaan, serta area parkir 2.644 m2. Secara keseluruhan, pra-desain revitalisasi diusulkan bertahap dengan zonasi layanan regional dan internasional.   Kata kunci: Bathimetri, BATNAS, Dermaga, Revitalisasi, SIG.       Abstract   Liem Hie Djung Port (Nunukan, North Kalimantan) is a key border gateway for Indonesia-Malaysia maritime services, yet its waterside and landside performance is constrained by effective depth, basin geometry, and terminal capacity. This study develops a technical basis for revitalization by integrating GIS-based bathymetry modelling from 10 m BATNAS rasters, field surveys, and facility-needs analysis. Currents and tidal levels were derived from local measurements and tidal analysis, while the design wave height was estimated through wave forecasting. Results indicate a maximum current of 0.59 m/s during ebb, a design wave height of 0.46 m, and water levels of HWS +4.81 m, MSL +3.29 m, and LWS +1.81 m. For the design vessel (LOA 29.50 m; draft 1.22 m), the minimum requirements are a 2.27 m design depth, a 32.64 m single-lane channel width, a 44.25 m turning basin diameter, and an 81.00 m berth length. Landside improvements include reorganizing passenger flow, inspection facilities, and 2,644 m2 of parking. Overall, a phased, zoned revitalization is recommended to support border connectivity.   Keywords: Bathymetry, Border, GIS, Revitalization, Terminal

Abstract

Costal abrasion in Tarakan City requires a protection system that is not only structurally effective but also economically feasible and implementable through community-based approaches. This study aims to design a modular revetment structure using recycled tires filled with concrete and compacted sand based on a design-based analytical approach. Wave transformation analysis at a depth of -0.52 meters indicates significant wave heights ranging from 1.19 to 1.70 meters, which serve as the primary basis for stability calculations using the Hudson formula with a conservative stability coefficient 1.25. The results show that a single concrete-filled tire unit weighs approximately 285 kg, and five units are required to form the primary armor layer with a height of 1.20 meters. To achieve the design crest elevation of +1.95 meters relative to HHWL, additional secondary protection layers and a toe protection system made of quarry stones were incorporated, resulting in a total structural height of 2.40 meters. Sensitivity analysis indicates that variations in significant wave height strongly influence the required weight of armor, whereas changes in material density produce more moderate effects. Compared with conventional stone revetments, the modular tire system offers greater flexibility, ease of installation without heavy equipment, and supports circular-economy principles through the reuse of waste tires. The implementation plan adopts a participatory appriach by engaging local fishermen and coastal communities in material collection, assembly, and maintenance activities. This study provides a sustainable, low-cost, and adaptive alternative for coastal protection that can be replicated in other shoreline areas with similar environment conditions.
