Abstract

This research aims to determine community participation in physical development through the Development Planning Consultation and the role of the Village Consultative Board in Increasing community participation in physical development through the Development Planning Consultation in Tangkura Village, South Coastal Poso District, Poso Regency. This researchwas descriptive qualitative method with purposive determination of informants. The data was taken through primary and secondary data. The  technique of collecting data was done through observation, interviews, and documentation. The data analysis technique used refers to Miles and Huberman's theory, namely data collection, data reduction, data presentation, and verification and conclusion. To find out the involvement of community in physical development through Development Planning Consultation in Tangkura Village, Abe (2002) used the theory of planning stages, namely participant identification, village problems identification, priority problem analysis, objective analysis, choosing objectives, analysis of strengths and weaknesses, and formulating program results. Then to find out the level of community participation in the planning stage the eight steps of participation theory ware used according to Arstein (2002). The results show that community participation in physical development through the Development Planning Consultation in Tangkura Village, South Coastal Poso District, Poso Regency is at the level of false participation (tokenism). Community involvement in providing information is only inviting interest and legitimacy from the community and reducting public unrest. The role of The Village Consultative Board to increase community participation in physical development through Development Planning Consultation was not optimal. The Village Consultative Board does not conduct aspiration screening other than through the Village Consultation. The presence of the Village Consultative Board in Development Planning Consultation is only as a resource and ratification of the results of the program formulation, so that the role of the Village Consultative Board is categorized in the level of apparent participation (tokenism).

Abstract

Etika Pegawai merupakan wujud kontrol dalam melaksanakan tugas pokok, fungsi dan kewenangan sehingga pegawai harus menjadikan etika pegawai sebagai Pedoman dalam menjalankan tugasnya, sehingga dapat mewujudkan pelayanan publik yang baik kepada masyarakatnya, Berdasarkan Undang-Undang Republik Indonesia No. 25 tahun 2009 tentang pelayanan publik yaitu kegiatan atau rangkaian kegiatan dalam rangka pemenuhan kebutuhan pelayanan sesuai dengan peraturan Perundang-Undangan bagi setiap warga Negara dan penduduk atas barang, jasa, dan/atau pelayanan administrasi yang disediakan oleh Penyelenggara Pelayanan Publik. Penelitian ini bertujuan untuk mengetahui dan menganalisis etika pegawai dalam pelayanan publik di Kantor Kecamatan Balaesang Tanjung Kabupaten Donggala. Indikator penilaian etika pegawai yang dipergunakan meliputi Persaman (equality), Keadilan (equity), Kesetiaan (loyality), dan Tanggungjawab (responsibility) yang diberikan penyelenggara pelayanan publik. Jenis penelitian yang digunakan adalah penelitian deskriptif kualitatif dengan tipe penelitian fenomenologi, analisis data yang digunakan meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi data. Subyek dalam penelitian ini terdiri dari Kasi Pemerintahan, Kasi Pelayanan Umum, Staff Kantor Kecamatan dan Masyarakat di Kantor Kecamatan Balaesang Tanjung Kabupaten Donggala. Teknik pengumpulan data dengan wawancara mendalam, observasi langsung dan dokumentasi. Hasil penelitian ini menunjukkan bahwa etika pegawai dalam pelayanan publik telah berjalan dari empat aspek yaitu Persamaan (equality), nilai persamaan yang dijalankan sudah baik, Keadilan (equity) yang diterapkan sudah maksimal, Kesetiaan (loyality) pegawai yang bertugas sudah setia, Tanggungjawab (Responsibility) dalam menjalankan pelayanan sudah bertanggungjawab namun dalam segi kedisiplinan terutama disiplin waktu masih banyak pegawai yang tidak hadir tepat waktu dan membuat Pegawai yang ingin melakukan pelayanan menunggu

Abstract

The aim of this research is to find out the Village Government's Strategy in the Process of Controlling Schistosomiasis in Watumaeta Village, North Lore District, Poso Regency." The theory used is Koteen's theory in Salusu (1996: 104-105) which consists of 4 indicators including organizational strategy, program strategy, resource support strategy and institutional strategy. The basis of this research is qualitative with a descriptive research type. The data sources used are primary data and secondary data. There were 8 informants involved in this research with the determination of informants using purposive means. Data sources in this research include primary data and secondary data. Data collection techniques used include observation, interviews and documentation. With data analysis methods through data collection, data presentation, data reduction and drawing conclusions. The results of this research show that the Village Government's strategy in the process of controlling schistosomiasis in Watumaeta Village, North Lore District, Poso Regency has not been running optimally. This is based on the fact that the 4 Koteen theoretical indicators used as benchmarks are still not good in implementation.

Abstract

The purpose of this study is the Achievement of Equitable Distribution of Education Quality Through the Implementation of Zoning System Policy in the Admission of New Students at State High School 1 Sirenja, Donggala Regency by using the Policy Implementation Model proposed by Van Mette Van Horn, namely Standards, Objectives and Policy Objectives, Resources, Characteristics of Implementing Agents, Attitudes or Trends (Dispotition) implementers, Inter-organizational communication and implementation activities, Economic, social and political environment. This type of research is Descriptive research and the basis of the research used is qualitative. The information was determined by Purposive Sampling with a total of 7 informants. The data collection technique used is Observation. In-depth interviews of informants and documentation for data collection are needed in the form of primary and secondary data. Data analysis carried out by Data Reduction, Data Model (data display), Conclusion: Pulling/Verifying. Checking the validity of the data using Source Triangulation. The Implementation of the Zoning System Policy in the Admission of New Students at State High School 1 Sirenja, Donggala Regency has not been running optimally. This is proven that there is still a serious problem. Starting from, the school makes its own internal policy and does not implement zoning strictly and still accepts students outside the zoning. As well as the lack of information known by the public about the zoning system. This reflects the inconsistency of resources to the zoning system policy.

Abstract

Data on underage marriages in Soni Village has increased over the past 3 years. In 2020, the number of underage marriages reached 3.4% and in 2021 it reached 4%, and in 2022 it increased significantly, reaching 20.6%, with an average age of 18 years and under. This study aims to determine the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency. According to Van Meter and Van Horn, the implementation of the policy consists of 6 aspects, namely policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing agents, attitudes of implementers, social, economic and political environments. The research method used is descriptive qualitative, with 5 informants. The results of this study indicate that the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency has not been running optimally. Aspects of standards and policy objectives, there needs to be an affirmation at the level of implementing related policies that must be used as a reference, and from the resources it is not yet sufficient to be seen from the budgeting aspect that is not available, and communication between organizations and effectiveness is not yet optimal due to the absence of formal socialization and through media demonstration tools, and from the social, economic and political environment it has not run well because From the social environment it has not run well because there are still many social problems such as pregnancy outside of marriage, arranged marriages, and stories of community understanding in underage marriage to marrying off their children according to them it is the best solution to continuing education. And the lack of political encouragement for the budget planning process in the policy.

Abstract

This study aims to determine the management of e-government in population administration services at the Population and Civil Registration Office of Palu City using a qualitative descriptive method based on the four principles of management according to George R. Terry, with 4 (four) aspects of planning, organizing, implementing, and monitoring. Data were collected through observation, interview, and documentation. The results showed that despite progress in strategic planning in separating manual and electronic-based service systems, the implementation of e-government still faces obstacles, such as the absence of a formal organizational structure, unclear division of tasks, technical problems, lack of guidance for users, and lack of training for human resources. Supervision has been carried out through monitoring, satisfaction surveys, and online complaints, but still needs to be improved. Therefore, improvements in the aspects of organization and implementation are needed so that the benefits of e-government services can be optimally felt by the community.

Abstract

Road infrastructure development is a crucial aspect in supporting the improvement of community welfare and mobility in rural areas. This study aims to describe and analyze the planning of road infrastructure development in Soni Village, Dampal Selatan Subdistrict, Toli-Toli Regency. The research employed a descriptive qualitative approach using data collection techniques such as observation, interviews, and documentation. Informants in this study included the village head, head of the Village Consultative Body, educational figures, religious leaders, women's representatives, and local residents. The results show that the planning process has gone through the formulation stage in a participatory manner through hamlet-level deliberations; however, the plan determination stage still faces challenges due to limited community involvement in official planning forums. Implementation control was carried out by the village implementation and supervision teams, although land acquisition issues remain unresolved. Meanwhile, the evaluation stage has not been conducted in a structured manner and lacks instruments to measure the impact or community satisfaction. The conclusion of this study indicates that the planning stages have generally followed participatory development principles, but improvements are needed in implementation and evaluation aspects to ensure that road development in Soni Village proceeds more effectively and sustainably.
