Abstract

This study aims to find out how the Performance of Employees in the Office of Population and Civil Registry of North Morowali Regency. This type of research used is descriptive and the basic research used is qualitative research methods. The informants in this study were determined positively by the number of informants as many as 7 people, data collection techniques through observation, interviews and documentation. In this study using Suyadi Prwirasentono's theory, where there are 4 (four) indicators that there are employee performance at the Office of Population and Civil Registration of North Morowali Regency in terms of effectiveness, authority and responsibility, discipline, initiative. Based on the results of existing research that the performance of employees at the Office of Population and Civil Registry of North Morowali Regency is considered quite good.

Abstract

The Village Government is an institution that functions to organize village administration towards good governance. This study aims to analyze the implementation of the policy on the duties and functions of the village head in administering the administration of the Peana village, Pipikoro district, Sigi regency, Central Sulawesi Province, with reference to the aspects of communication, resources, disposition and bureaucratic structure. This qualitative research is carried out in Peana Village which is geographically isolated with limited infrastructure. Data were obtained from informants which are village officials and the community. Data are collected through observation to observe the behaviour naturally, original and spontaneous within a certain period of time to obtain careful, in-depth and detailed data. The data also obtained from documents originating from books, government regulations in the Peana Village Office as well as interview with the village secretary, village staffs and community members. The results showed that socialization about the content, purpose, direction and target group had not been implemented. Human resources, infrastructure and budget resources were inadequate. Village government disposition in responding to policies is not maximized. Bureaucratic structure in policy implementation, was not guided by standard operating procedure (SOP). The conclusion is that the task and function of the village head in the village administration is not optimally implemented, because the village head has not optimally responded regarding the administration of village administration. For this reason, the researcher recommends that the village head should be more active in responding to his duties and functions with the provided assistance by the academics, so that preparation and planning can be carried out effectively and efficiently.

Abstract

Kerajinan kursi bambu merupakan salah satu bentuk usaha yang banyak dikembangkan oleh kelompok masyarakat yang mempunyai kerampilan. Usaha kerajinan kursi bambu bahan yang dikembangkan di desa Wombo induk bahan baku utanya adalah bambu. Potensi bambu yang ada di desa Wombo Induk cukup banyak hanyasudah sukupjauh olehnya perlu pembudidyaan dilokasi yang lebih dekat. Usaha kursi bambu dikembangkan melalui kerajinan Mustika bambu baru mengembangkan usahanya pasca gempa, olehnya itu melalui Program Kemitraan Masyarakat (PKM) melibatkan sebagai mitra agar lebih berkembang dan berkelanjutan. Melalui Program PKM ini lebih menitik beratkan pada peningkatan kualitas melalui bahan baku dan desai produk kursi bambuh. Salah kelebihan kerajinan bambu ini adalah mengintegrasikan limbah tempurung dalam pembuatan meja untuk meningkatkan kualitas bahan baku bambu maka dilakukan pengeringan dan pengawetan yang lebih berkualitas dan lebih efektif, murah dan mudah dilaksanakan. Olehnya itu pengawetan bahan baku bambu untuk menhasilkan produk kursi bambu yang berkualitas

Abstract

Unsur utama yang harus dimiliki aparatur adalah sumber daya manusia (SDM) untuk melakukan inovasi pembangunan diera otonomi daerah sekaligus otonomi Desa yang merupakan peluang sekaligus tantangan. Pemberian kewenangan untuk mengatur dan mengurus Desa, memerlukan dukungan kapasitas dari perangkat Desa untuk mampu merencanakan kegiatan program pembangunan yang inovatif berdasar pada kebutuhan di Desa. Namun faktanya, masih banyak perangkat desa yang belum memiliki kapasitas untuk merencanakan kegiatan program pembangunan di desa. Lokasi pengabdian, pengabdian dilaksanakan di Desa Kanuna Kecamatan Kinovaro Kabupaten Sigi. Metode yang dipergunakan dalam pengabdian adalah dengan memberikan sosialisasi pentingnya Sumber Daya Manusia (SDM) dalam pembangunan. Dari hasil pengabdian ini dapat memberikan wawasan dan pengetahuan kepada perangkat desa dalam pelaksanaan pembangunan khususnya di Desa Kanuna Kecamatan Kinovaro Kabupaten Sigi.

Abstract

This research originates from the role of human resource competence within an institution being crucial, as it acts as the driving force and manager of the system. To ensure smooth functioning, its handling must consider important aspects such as training, development, and motivation. The purpose of this research is to understand the role of human resource competence in supporting the performance of the public sector organization. The objectives of this research are (1) to understand and analyze the Role of Human Resource Competence in Supporting the Performance of Public Sector Organizations in Palu City. The qualitative method, which is based on data and information from informants using a phenomenological pattern, was employed. The research findings indicate that both supportive and hindering factors play a crucial role in the development of human resource competence in the public sector of Palu City. There is a positive impact of training access, management support, and performance assessment on employee motivation. However, hindering factors such as excessive workload, dynamic demands, and limited access to new information can constrain competence development efforts due to the rapid changes in the public sector environment.

Abstract

The ever-intensifying global competition necessitates strong leadership, particularly within public organizations. Leaders must not only possess a profound understanding of complex global issues but also demonstrate the agility to navigate them. This necessitates continuous improvement of leadership knowledge and its practical application across various domains. This study employs a bibliometric analysis using Vosviewer software to examine the role of leadership in public organizations. The analysis focuses on 413 relevant journal articles published within a ten-year timeframe, ranging from 2013 to 2022. The results reveal nine distinct clusters of research themes, offering a comprehensive landscape of contemporary leadership scholarship in the public sector. Notably, the analysis identifies a relative scarcity of research on "ionic leadership." To equip future public sector leaders with a multifaceted understanding of leadership styles and their effectiveness, further investigation into diverse leadership approaches and their impact within public organizations is crucial. By delving deeper into the nuances of leadership within this complex environment, this research aims to contribute valuable insights for both leadership development and effective public service delivery. Additionally, this study can serve as a springboard for future research that explores under-investigated leadership styles, such as "ionic leadership," and their potential to enhance public service effectiveness.

Abstract

Penelitian ini bertujuan untuk mengevaluasi faktor-faktor yang mempengaruhi pelayanan publik di Kantor Imigrasi Kelas I Non TPI Manokwari dan mengidentifikasi solusi untuk meningkatkan Penerimaan Negara Bukan Pajak (PNBP). Metode penelitian menggunakan desain kuantitatif dengan pendekatan explanatory, melibatkan 80 responden yang dipilih secara acak dari populasi karyawan dan pengguna layanan pada tahun 2022. Data dikumpulkan melalui kuesioner dan dokumentasi penerimaan PNBP selama tiga tahun terakhir, kemudian dianalisis menggunakan regresi linier berganda dan analisis jalur. Hasil penelitian menunjukkan bahwa Layanan Berbasis Digital atau E-Government (X1), Kualitas Layanan (X2), dan Kepuasan Masyarakat (X3) secara signifikan berpengaruh terhadap PNBP. Variabel Layanan Berbasis Digital (X1) memiliki pengaruh paling besar terhadap peningkatan PNBP. Kesimpulan dari penelitian ini adalah bahwa untuk meningkatkan PNBP di Kantor Imigrasi Kelas I Non TPI Manokwari, perlu dilakukan peningkatan pada Layanan Berbasis Digital (X1), Kualitas Layanan (X2), dan Kepuasan Masyarakat (X3). Meningkatkan Kualitas Layanan (X2) dan Kepuasan Masyarakat (X3) juga penting untuk memberikan kontribusi yang merata seperti Layanan Berbasis Digital (X1). Hasil penelitian ini diharapkan dapat diadopsi oleh kantor imigrasi lainnya untuk meningkatkan pelayanan publik dan kontribusi PNBP.

Abstract

Toxic leadership within public organizations poses significant challenges, particularly in regions like Donggala Regency, where effective governance is critical for public welfare. This study investigates the complexities of toxic leadership in public organizations in Donggala, focusing on the dual aspects of challenges and opportunities for mitigating its impact. The primary objective is to identify the specific leadership behaviors that contribute to a toxic environment and explore potential strategies to counteract these behaviors, thereby enhancing organizational performance and employee well-being. Utilizing a qualitative research approach, this study involves in-depth interviews with key stakeholders within public organizations in Donggala Regency, including employees, managers, and external observers. The data collected is analyzed using thematic analysis to uncover recurring themes related to toxic leadership and the existing mechanisms to address it. The findings reveal that while toxic leadership significantly hampers organizational efficiency and morale, there are untapped opportunities for intervention, such as leadership training programs and the establishment of more robust reporting mechanisms. The study concludes that a comprehensive understanding of toxic leadership's roots and effects is essential for developing targeted strategies to foster healthier organizational cultures. These insights are valuable not only for Donggala Regency but also for other public organizations facing similar challenges, providing a framework for leadership improvement and organizational reform.

Abstract

This study addresses the growing need for effective leadership in public organizations, particularly in the context of complex and dynamic environments. Ambidextrous leadership, characterized by the ability to balance exploration and exploitation, is crucial in fostering innovation while maintaining operational efficiency. The research aims to explore the role of ambidextrous leadership in public organizations in Palu City, with a focus on its impact on innovation, employee work behavior, and organizational performance. Employing a qualitative research methodology, the study involves in-depth interviews with key stakeholders, including leaders, employees, and organizational experts. Data is analyzed using thematic analysis to identify key patterns and themes related to leadership practices, innovation processes, and performance outcomes. The findings reveal that ambidextrous leadership significantly contributes to the enhancement of both innovation and organizational performance. This study highlights the critical role of ambidextrous leadership in balancing innovation and efficiency within public organizations in Palu, emphasizing its importance in creating an environment conducive to both exploration and operational stability. However, while some progress has been made, the full integration of ambidextrous leadership faces challenges such as resource constraints, resistance to change, and rigid policies, necessitating effective conflict management and a collaborative approach for sustainable organizational performance.

Abstract

Penelitian ini bertujuan untuk mengetahui Efektivitas Penerapan Elektronik Formasi (e-Formasi) Dalam Rekrutmen Aparatur Sipil Negara Di Badan Kepegawaian Daerah Provinsi Sulawesi Tengah. Penelitian ini mengkaji tentang efektivitas penerapan elektronik formasi (e-Formasi) dalam rekrutmen aparatur sipil negara dengan mengacu kepada teori Duncan yang mengukur efektivitas kebijakan dari indikator Pencapaian tujuan, Integrasi dan Adaptasi. Jenis penelitian yang digunakan adalah penelitian analisis kualitatif, yaitu jenis penelitian menggunakan metode pemecahan masalah yang diteliti dengan memberikan gambaran secara sistematis, faktual dan akurat mengenai keadaan obyek penelitian terhadap gejala-gejala yang terjadi pada obyek yang diteliti berdasarkan fakta-fakta yang ada pada Badan Kepegawaian Daerah Provinsi Sulawesi Tengah. Penetapan informan dalam penelitian ini menggunakan teknik Porpusive yaitu dengan cermat memilih dan menentukan orang-orang yang lebih mengetahui masalah yang diteliti dan untuk memberikan data yang aktual dan akurat. Data yang disajikan dalam penelitian ini adalah data yang diperoleh langsung di lapangan berupa data wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan Efektivitas Penerapan Elektronik Formasi (e-Formasi) Dalam Rekrutmen Aparatur Sipil Negara di Badan Kepegawaian Daerah Provinsi Sulawesi Tengah dari indikator integrasi dan adaptasi telah berjalan dengan baik namun terdapat kendala yaitu dalam indikator pencapaian tujuan dimana tidak tercapai secara maksimal manfaat dari e-Formasi dikarenakan tidak adanya konektivitas dengan aplikasi dan kebijakan kepegawaian lainnya
