Abstract

The aim of this research is to find out the Village Government's Strategy in the Process of Controlling Schistosomiasis in Watumaeta Village, North Lore District, Poso Regency." The theory used is Koteen's theory in Salusu (1996: 104-105) which consists of 4 indicators including organizational strategy, program strategy, resource support strategy and institutional strategy. The basis of this research is qualitative with a descriptive research type. The data sources used are primary data and secondary data. There were 8 informants involved in this research with the determination of informants using purposive means. Data sources in this research include primary data and secondary data. Data collection techniques used include observation, interviews and documentation. With data analysis methods through data collection, data presentation, data reduction and drawing conclusions. The results of this research show that the Village Government's strategy in the process of controlling schistosomiasis in Watumaeta Village, North Lore District, Poso Regency has not been running optimally. This is based on the fact that the 4 Koteen theoretical indicators used as benchmarks are still not good in implementation.

Abstract

The purpose of this study is the Achievement of Equitable Distribution of Education Quality Through the Implementation of Zoning System Policy in the Admission of New Students at State High School 1 Sirenja, Donggala Regency by using the Policy Implementation Model proposed by Van Mette Van Horn, namely Standards, Objectives and Policy Objectives, Resources, Characteristics of Implementing Agents, Attitudes or Trends (Dispotition) implementers, Inter-organizational communication and implementation activities, Economic, social and political environment. This type of research is Descriptive research and the basis of the research used is qualitative. The information was determined by Purposive Sampling with a total of 7 informants. The data collection technique used is Observation. In-depth interviews of informants and documentation for data collection are needed in the form of primary and secondary data. Data analysis carried out by Data Reduction, Data Model (data display), Conclusion: Pulling/Verifying. Checking the validity of the data using Source Triangulation. The Implementation of the Zoning System Policy in the Admission of New Students at State High School 1 Sirenja, Donggala Regency has not been running optimally. This is proven that there is still a serious problem. Starting from, the school makes its own internal policy and does not implement zoning strictly and still accepts students outside the zoning. As well as the lack of information known by the public about the zoning system. This reflects the inconsistency of resources to the zoning system policy.

Abstract

Data on underage marriages in Soni Village has increased over the past 3 years. In 2020, the number of underage marriages reached 3.4% and in 2021 it reached 4%, and in 2022 it increased significantly, reaching 20.6%, with an average age of 18 years and under. This study aims to determine the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency. According to Van Meter and Van Horn, the implementation of the policy consists of 6 aspects, namely policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing agents, attitudes of implementers, social, economic and political environments. The research method used is descriptive qualitative, with 5 informants. The results of this study indicate that the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency has not been running optimally. Aspects of standards and policy objectives, there needs to be an affirmation at the level of implementing related policies that must be used as a reference, and from the resources it is not yet sufficient to be seen from the budgeting aspect that is not available, and communication between organizations and effectiveness is not yet optimal due to the absence of formal socialization and through media demonstration tools, and from the social, economic and political environment it has not run well because From the social environment it has not run well because there are still many social problems such as pregnancy outside of marriage, arranged marriages, and stories of community understanding in underage marriage to marrying off their children according to them it is the best solution to continuing education. And the lack of political encouragement for the budget planning process in the policy.

Abstract

This study aims to determine the management of e-government in population administration services at the Population and Civil Registration Office of Palu City using a qualitative descriptive method based on the four principles of management according to George R. Terry, with 4 (four) aspects of planning, organizing, implementing, and monitoring. Data were collected through observation, interview, and documentation. The results showed that despite progress in strategic planning in separating manual and electronic-based service systems, the implementation of e-government still faces obstacles, such as the absence of a formal organizational structure, unclear division of tasks, technical problems, lack of guidance for users, and lack of training for human resources. Supervision has been carried out through monitoring, satisfaction surveys, and online complaints, but still needs to be improved. Therefore, improvements in the aspects of organization and implementation are needed so that the benefits of e-government services can be optimally felt by the community.

Abstract

Road infrastructure development is a crucial aspect in supporting the improvement of community welfare and mobility in rural areas. This study aims to describe and analyze the planning of road infrastructure development in Soni Village, Dampal Selatan Subdistrict, Toli-Toli Regency. The research employed a descriptive qualitative approach using data collection techniques such as observation, interviews, and documentation. Informants in this study included the village head, head of the Village Consultative Body, educational figures, religious leaders, women's representatives, and local residents. The results show that the planning process has gone through the formulation stage in a participatory manner through hamlet-level deliberations; however, the plan determination stage still faces challenges due to limited community involvement in official planning forums. Implementation control was carried out by the village implementation and supervision teams, although land acquisition issues remain unresolved. Meanwhile, the evaluation stage has not been conducted in a structured manner and lacks instruments to measure the impact or community satisfaction. The conclusion of this study indicates that the planning stages have generally followed participatory development principles, but improvements are needed in implementation and evaluation aspects to ensure that road development in Soni Village proceeds more effectively and sustainably.

Abstract

Poorly systematic planning, budget constraints, low human resources, and lack of managerial initiative serve as obstacles in managing facilities and infrastructure. Consequently, this results in poorly maintained, damaged, and unusable facilities and infrastructure. The purpose of this research is to understand how facilities and infrastructure are managed at SD Inpres Bumi Sagu. The research foundation used in this study is a qualitative approach with a descriptive type. The data sources used are primary and secondary data. The informants involved in this research number 5 people, with informant selection using purposive sampling technique. Data collection techniques used include observation, interviews, and documentation. Data analysis steps include data collection, data condensation, data presentation, drawing conclusions, and verification. The research results show that planning for facilities and infrastructure at SD Inpres Bumi Sagu does not yet meet needs, with frequent procurement of goods without going through a mature needs planning process; SD Inpres Bumi Sagu does not yet have a digital-based reporting system; the existing facilities and infrastructure are still suboptimal; and recording and documentation of disposed goods are not well organized. The conclusion is that the management of school facilities and infrastructure has generally met basic educational needs, but there are deficiencies in routine maintenance, such as building damage due to extreme weather in Palu, as well as budget constraints that hinder the procurement of modern technological facilities like computers or projectors. Therefore, improvements in maintenance and innovation are needed to enhance educational quality. Suggestions include improving the maintenance system for facilities and infrastructure, allocating special budgets for early repairs, and collaborating with the local education office to obtain technical assistance or additional funds.
