Abstract

Based on the results of observations, the researchers saw that employee empathy in theimplementation of public services had improved. For indicators of empathy there is feeling, self awareness,role taking, and emotional. For this reason, the aim of this study is to find out employee Empathy inimplementing public services at the Bahu Village Office, Manado, North Sulawesi. The research methodused in this study is to use qualitative research methods that are descriptive in nature. The informants inthis study were 8 (eight) people, including 4 employees who worked in Bahu Village Office, 2 environmentalheads (ward heads 6 and ward heads 7) and 2 communities as service recipients. Data collection techniquesused are observation techniques, interview techniques and documentation techniques.Keywords: Empathy, Employees, and Public Services.

Abstract

Motivation of teachers is one of the factors that determine student achievement. Because with the motivationof the teacher then grew a student's interest to continue to learn for the achievement of ideals in accordancewith what he wanted. Researchers see that there are problems in the performance of teachers in Primary SchoolGMIM Ranolambot, there are some teachers who are only graduates of SPG and have not been able to adjustwith teachers who graduated SI in the learning process or in the presentation of the material so that students'understanding is limited and the character of students is not formed, also in student discipline and in terms ofcare for the environment often children are not sensitive to the cleanliness that is in school and among thecommunity. The purpose of this paper is to know how Motivation Teachers In Education Character StudentGmim Ranolambot Elementary School District Kawangkoan West Minahasa District. This research isqualitative aimed at understanding social phenomena from the participant's point of view. The conclusion ofthe research result is the driving force in creating teacher motivation in SD GMIM Ranolambot SubdistrictKawangkoan Barat Minahasa Regency has not been achieved due to less motivated teachers from parents whoare less considerate; ways of shaping the skills that exist in the GMIM Ranolambot SD are poor because of thedifferent ways of teaching from dissenting teachers in terms of the use of methods and learning models; waysof shaping the skills of teachers are different, based on the circumstances and conditions of the students thatare not the same as different behaviors based on different family backgrounds; and some teachers are lessprofessional in the implementation of learning where they do not understand how to use methods pengajarangand learning models related to the material that has been prepared. From these conclusions, the authors provideadvice parents should provide support to teachers by giving attention to the child at home so it becomes theimpetus for teachers to keep trying to create students who have the knowledge and good character and someteachers should be professional by trying to learn selection of methods and models of learning. Abstract

The implementation of tolerance policy among religious people is not a stranger in Tomohon City, becausethe City was awarded as a pilot city for religious harmony in Indonesia. In its implementation, theGovernment does not yet have a local regulation that regulates the lives of religious people. Even though itwould be better if the local regulation was made as a reference in the implementation of strategic policiesrelated to tolerance between religious communities. In this study, the authors use the implementation modelfrom Smith, where policy implementation is seen from 4 aspects that have a major influence including theIdealized Policy, namely policies implemented in the form of programs in conjunction with the applicablelegal basis. Target groups are people or parties who are directly affected by existing policies and who haveto adopt patterns of interaction as expected by policy makers. Implementing Organization, namely theimplementing agencies or bureaucratic units of the Government in collaboration with the ReligiousInstitutions responsible for policy implementation. Environmental Factors are elements in the environmentthat influence or are influenced by policy implementation. This research uses descriptive qualitativeresearch methods, namely through 8 informant interviews, direct observation, and study documentation andassisted with interview guidelines, recording devices, and writing instruments. The results of the study ingeneral explained that the implementation of the policy of tolerance between religious communities inTomohon City has not been running optimally because the government does not yet have a RegionalRegulation that regulates the order of life of religious people.Keywords: Policy Implementation, Tolerance, Religious Peoples

Abstract

The purpose of this study is how the effect of organizational structure on performance in the tourismdepartment of South Bolaang Mongondow Regency. This study uses quantitative methods, the populationand sample in this study amounted to 32 samples. The instruments and data collection techniques used werequestionnaires. The analysis technique used to test the hypothesis of simple correlation statistical analysis orproduct moment chore. Based on the results of data analysis, conclusions are drawn: 1) OrganizationalStructure has a positive and significant effect on performance in the tourism department of South BolaangMongondow Regency. This means that the better the organizational structure, the higher the performance inthe tourism service; 2) Organizational Structure has a significant correlation and determination(determination) on performance in the tourism department of South Bolaang Mongondow Regency. Thismeans that the Organizational Structure is one of the dominant determinants of tourism performance in theagency.Kata Kunci : Organization, Performance, Tourism

Abstract

Penelitian ini berangkat dari fenomena bahwa penyelenggaraan pemerintah kampung di kampungWalesakma Distrik Hilipuk Kabupaten Yahukimo terindikasi belum efektif. Kondisi ini di duga adakaitannya dengan beberapa faktor penghambat. Dengan demikian, penelitian bertujuan :(1). Untukmengetahui peran pendampingan lokal kepala kamung dalam pengelolaan ADKK dan (2). Untukmengetahui faktor-faktor penghambat pencapaian peran pendampingan lokal kepala kampung dalampengelolaan ADKK di kampung walesakma Distrik Hilipuk Kabupaten YahukimoPenelitian ini menggunakan pendekatan kualitatif dengan penerapan metode Deskriptif. Data daninformasi di kumpulkan melalui teknik wawancara kepada 15 informan, dan di lengkapi dengan teknikobservasi dan dokumentasi, kemudian di analisis dengan menerapkan teknik analisis deskriptif.Berdasarkan hasil analisis data, di ketahui bahwa: Peran pendamping kepala kampung, Khusus DiKampung Walesakma Distrik Hilipuk Kabupaten Yahukimo pada umumnya belum berjalan secara efektif.Kondisi ini dapat di lihat dari realitas hasil wawancara dimana ke kriteria peran pendamping lokalpemerintah kepala kampung belum terimplementasi dengan maksimal.Dengan demikian, dapat di simpulkan bahwa terdapat beberapa faktor penghambat yaitu: faktoraksesibilitas yang rendah, jumlah dan mutu SDM aparat pemerintah kampung yang kurang memadai,serta masih kentalnya nilai budaya paternalistik yang mewarnai aktivitas masyarakat, terutama aparatpemerintah kampung sehingga melahirkan budaya paternalistik sebagai penghambat pencapaian peranpendamping dalam pembangunan kampung oleh karena itu, di sarankan kepadapemerintah Daerah Kabupaten Yahukimo agar perlu melakukan pembenahan di beberapa sektor, antarlain : jaringan transportasi darat, sarana-prasarana, peralatan, fasilitas penunjang dan anggaranpenyelenggaraan alokasi dana kepala kampung ADKK, peningkatan mutu dan jumlah sumber daya aparatpemerintah kampung serta membangun sistem budaya yang berorientasi pencapaian hasil melaluipembinaan keagamaan.Kata Kunci: Peran Pendampingan Lokal Kepala Kampung/Desa

Abstract

Abstract:This research aims to know the influence of the reform of the Organization's performance against bureaucratic structures in the Secretariat of the regional city of manado. This research using quantitative methods. The respondents in this study amounted to 99 employees at the Secretariat of the regional city of manado. Data collection instruments and techniques used are questionnaire and assisted with interviews and observation. Analytical techniques used for hypothesis testing is the analysis of the correlation of product moment and linear regression with aided by data processing computer program SPSS version 20. The results of data analysis in this research indicate: (1) strong linkages among variables reform bureaucratic structure with organizational performance the Secretariat of Manado City area namely the correlation coefficient was obtained (r) of 0.611 and the coefficient of determination (r2), obtained of 0.373. (2) this can be explained further that the influence of the reform of the Organization's performance against the bureaucratic structure of the Secretariat of the regional city of Manado of 37.3%, while the rest of 62.7% determined by other factors not examined in this study. (3) the results showed that the average performance of organization reform post-war bureaucratic structure acquired for 45.82 or in pengkuran of ideal scale 0.9164 or 91.64%, while the performance of the organization prior to the implementation of the reform of the structure of the bureaucracy, only of 39.96 or in Hiiumaa ideal measurements acquired for 0.7992 or 79.92%, making it a very real differences occur, i.e. around 11.72%.Keywords: reform of the bureaucratic structure, organizational performance, Setda

Abstract

Seluruh kepentingan publik harus di laksanakan oleh pemerintah sebagai penyelenggaran pelayananatau disebut penyelenggara negara korporasi Lembaga Independen yang dibentuk berdasarkanUndang-Undang Dasar untuk kegiatan kegiatan pelayanan pada Masyarakat. Salah satu pelayananyang dilakukan pemerintah adalah pemenuhan kebutuhan kesehatan. Maka tujuan penelitian iniadalah untuk mengetahui bagaimana kualitas pelayanan Kesehatan di Kecamatan Manganitukabupaten kepulauan Sangihe, karena itu agar penelitian ini dapat mengetahui secara jelas terkaitterkait tujuan penelitian ini, maka penulis memilih untuk mengggunakan metode penelitian deskriptifdengan pendekatan kulitatif, dengan menggunakan pendekatan kualitatif maka penulis mempunyaikesempatan untuk lebih dekat dengan objek penelitian. Sehingga dapat meperkaya ilmu danmemepedalam kajian dalam penelitian yang penulis lakukan. Teknik analisis yang digunakan dalampenelitian ini adalah teknik analisis kualitatif yaitu prosedur penelitian yang menghasilkan datadeskriptif berupa kata- kata tertulis maupun lisan. Pendekatan dalam metode analisis ini adalahdengan menggunakan analisis interaktif, Hasil penelitian disimpulkan bahwa pelaksanaan pelayanankesehatan bagi penggunaan Jamkesmas sejauh ini sudah Membaik dapat dilihat dari dimensikompetensi teknik dalam pelayanan kesehatan Jamkesmas sudah bail, dimensi ini ditunjukan denganselalu siapnya dokter dan kecakapan petugas puskesmas Manganitu dalam menangani pasienjamkesmas.Kata Kunci: Kualitas, Pelayanan Puskesmas, Pemerintah

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui seberapa besar Implementasi KebijakanPemberian Bantuan Sosial Terhadap Kesejahteraan Masyarakat Miskin Yang Terdampak COVID-19di Kecamatan Kawangkoan Kabupaten Minahasa. Penelitian ini adalah penelitian deskriptif denganpendekatan kuantitatif. Berdasarkan observasi awal yang dilakukan peneliti pada masyarakat, bahwadalam proses pemberian bantuan sosial kepada masyarakat miskin yang terdampak COVID-19belumlah berjalan dengan semestinya yang diharapkan oleh banyak masyarakat. Sebab masih adapenyelewengan yang terjadi pada saat pemberian bantuan sosial kepada masyarakat miskin yangterdampak covid di kecamatan kawangkoan. Pada penelitian ini, Peneliti menggunakan populasi diKecamatan Kawangkoan sebesar 10.226 dengan mengambil sampel sebanyak 30 orang di dalampopulasi. Pada penelitian ini, peneliti memakai Teknik Analisis data dengan menggunakan teknikanalisis data Regresi Linear Sederhana.Kata Kunci: Implementasi, Kebijakan, Implementasi Kebijakan, Kesejahteraan Sosial

Abstract

The purpose of this study was to determine the ability of local assistants to manage village funds in NorthAmbia Village, South Essang District, Talaud Islands Regency. The research method used is descriptivequalitative. In this study the ability of village local assistants was measured by technical skills, human skills,conceptual skills and management skills. Research informants were village assistants, sub-district villagelocal assistants, village government and the community. The data collection techniques used wereobservation, interview and documentation. Based on the results of the study, it was found that the villageassistants were still not maximal in carrying out their duties. So the authors recommend that further improvetechnical skills, human skills, conceptual skills and management skills in carrying out their duties as villageassistants.Keywords: Ability, Village Facilitators, Village Fund Management

Abstract

Tujuan penelitian ini untuk mengetahui bagaimana hasil evaluasi logistik alat kesehatan di puskesmasUPTD pinolosian kabupaten bolaang mongondow selatan. Metode penelitian yang digunakan dalampenelitian ini yaitu metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dalampenelitian ini dilakukan melalui wawancara, observasi dan pengumpulan dokumen. Sedangkan teknikanalisis data yang peneliti gunakan adalah kualitatif dengan analisa deskriptif Moleong Lexy.Berdasarkan hasil penelitian dapat di tarik kesimpulan bahwa Evaluasi Logitik Alat Kesehatan diPuskesmas UPTD Pinolosian merupakan serangkaian prosedur untuk menilai suatu program danmemperoleh informasi tentang keberhasilan pencapaian tujuan. Serta merupakan suatu proses untukmemungkinkan kualitas pengadaan Alat Kesehatan. Dengan adanya evaluasi maka puskesmas dapatmengetahui apa saja alat kesehatan yang perlu di tambah dan apa saja alat kesehatan yang sudah tidaklayak digunakan serta perlu dilakukan penghapusan barang, dalam hal ini yang berperan peting dalamevaluasi yaitu Dinas kesehatan.Kata Kunci : Evaluasi Logistik Alat Kesehatan di Puskesmas
