Abstract

Effectiveness is the main element to achieve the goals or targets that have been determined in eachorganization, activity or program. The Aspiration Clinic and Complaints Service Application (Kinalang) is anapplication initiated by the Kotamobagu City Communication and Information Office (Diskominfo). Thisapplication was officially launched on Friday 6 December 2019 as a result of the development of the previousapplication program, namely the Public Complaints System (Sikemas). The New Normal order during thepandemic is changing behavior to continue to carry out normal activities, but coupled with implementing healthprotocols. The goal is to prevent the transmission of the corona virus, which continues to record additionalcases every day. This study looks at the effectiveness of using the Aspiration Clinic and Complaints Serviceapplication in the New Normal era in Kotamobagu. The author can examine the existence of kinalangformation in facilitating public aspirations and complaints and improving the quality of public services. Bothhave been realized and run well by the Department of Communication and Information of Kotamobagu City.This study uses a qualitative research method with a research focus taken from Duncan in Steers who divides3 dimensions in measuring effectiveness, namely Goal Achievement, Integration and Adaptation at theKotamobagu City Communication and Information Office.Keywords: Effectiveness, aplication, goal Approach, Integration, Adpatation

Abstract

In preventing COVID-19 in villages and residential areas, the role of the village government is verynecessary as the main key that can be the main key to break the chain of spreading the Covid-19 virus inthe community. Information control and the efforts made by the government are very much needed in thesituation of handling the spread of the Covid-19 virus that occurred in Kolongan Village, Kalawat District,North Minahasa Regency. The efforts made by the village government are aimed at breaking the chain ofthe spread of the virus. However, the efforts that have been made have not obtained maximum results inaccordance with what was expected. Therefore, this study is proposed to answer questions about theBehavior of Village Officials in Facing the Covid-19 Pandemic in Kolongan Village, Kalawat District,North Minahasa Regency. In this study using the behavioral theory of Benjamin Bloom, in theory Bloomsaid that human behavior can be seen from three domains or areas that can be used as benchmarks.Cognitive or knowledge. It is the result of knowing and is formed after someone senses a certain object.Affective or attitude. Is a reaction or response that is still closed to a stimulus or object. Psychomotor oraction. Are all human activities or activities, both those that can be observed directly and those that cannotbe observed from the outside. This study uses qualitative research methods by conducting data collectionmethods by interviewing 10 informants in direct observation, looking for documents related to researchassisted by recording devices and writing instruments. The results of this study indicate that the Behaviorof Village Officials in Facing the Covid-19 Pandemic in Kolongan Village, Kalawat District, NorthMinahasa Regency has not achieved maximum results.Keywords : Behavior of Village Officials, Covid-19 Pandemic

Abstract

Tujuan Penelitian ini adalah untuk mengetahui bagaimana Pemberdayaan Masyarakat DalamPembangunan di Desa Poopo Barat Kecamatan Passi Timur Kabupaten Bolaang Mongondow melaluiprogram sosialisasi. Program sosialisasi berupa Edukasi ini sudah dijalankan sesuai dengan peraturanpengaturan yang ada, namun belum maksimal dalam melakukannya. Dapat dilihat dari masyarakat yangmerasa kurang puas juga kurangnya koordinasi yang dilakukan kepada masyarakat mengenai pemberdayaantersebut. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu: Wawancara, Observasi, danDokumentasi data yang diperoleh dari berbagai sumber dan kemudian menjadi kesimpulan dari hasilpenelitian yang dilakukan. Teori yang digunakan berdasarkan dengan indikator Pemberdayaan menurutHayat Dkk. Berdasarkan hasil penelitian yang didapat ditarik kesimpulan: (1) Program Pemerintah ini sudahdijalankan sesuai dengan pengaturan perundang-undangan yang berlaku, tetapi belum maksimal; (2) dilihatdari pemberdayaan dan penyelenggaraan program ini sudah benar, tetapi masih kurang dalam hal mengaturdan berkoodinasi dengan masyarakat, (3) kurangnya pengawasan yang dilakukan selama pemberdayaanpemerintah ini dijalankan.Kata Kunci: Pemberdayaan, Pembangunan, Sosialisasi

Abstract

The social assistance program is one of the components of the social security program which is a form ofrealization of the responsibility of the central government or local government which is very concernedabout the condition of the poor and neglected people. In the current pandemic conditions, people reallyneed attention and assistance from the government to survive. Currently, the government provides socialsecurity to people affected by Covid-19, namely: Direct Cash Assistance-Village Funds, Cash SocialAssistance, Non-Cash Food Assistance, Family Hope Program, Basic Food, and various other assistance.This study discusses the program of financial assistance and basic necessities. The object of research usesthe policy theory of David C. Korten. This study uses a qualitative descriptive research method becausethe descriptive qualitative research method is a research procedure that is focused in depth. Informants inthis study amounted to 13 people consisting of 6 village officials, and 7 people receiving assistance. Datacollection techniques used are observation, interviews, and documentation.The results showed that the implementation of the funding and basic food assistance program in KaasarVillage, Kauditan District based on the policy theory of David C. Korten was not appropriate because thetarget group elements had not been running well. There are still people who do not meet the criteria forgetting assistance, and there are still delays in the distribution of aid, and not all people are unable to getassistance.Keywords: Implementation Program, Fund Assistance and Basic Food

Abstract

Supervision is the most essential management function, no matter how good the work carried outwithout supervision cannot be said to be successful. Community supervision not only involves thecommunity in decision-making in every development program implemented by the goverment in thevillage, but the community is also involved in identifying problems and potentials that exist in thecommunity. Village Owned Enterprise (BUMDES) is a legal entity established by the village to managethe bussines, utilize asset, delevop village potential, and provide as many types of bussines as possiblefor the welfare of the village community. So this study uses a type of qualitative research where theresearch is descriptive, namely the collection of primary and secondary data conducted throughinterviews and then processed and obtained results. The result of the study show that the problems thathinder the not running of the BUMDES in Gosoma village are that supervision is not carried out by thecommunity but the village goverment, the community understands that they have no responsibility insupervision, village owned enterprise managers or administrators are irresponsible and the savings andloan work program is jammed. The selection of work programs that are not in accordance with the needsof the community has resulted in only part of the community being able to feel it.Keywords: Supervision, Management, Program

The performance of the medical personnel is result of the work of everyone who devote ourselves in thehealthcare field and have the knowledge and or skills trough educations in the field of the health of acertain type that requires the authority to perform health efforts. One the of the many health facilitiesare used by the community and has a very important role in providing health services. Is the Hospitalthe purpose of this study to the performance of medical personnel in serving patients in class IIIHospital Budi setia Langowan research using qualitative methods this study uses the theory ofindicator dimensional performance of Lupiyoady Them is the physical evidence of reliability,Responsiveness, Assurance and empathy. This research using observation techniques of interview,observation and document capture. Be able to explain the research problem. The results of this studyconcluded that the performance of medical personnel in serving patients in class III Hospital BudiSetia langowan can be conclude through physical evidence, reliability, responsiveness assurance andempthy make health services for patients in class III Hospital Budi Setia Langowan.Keyword : The performance of the medical personnel

Abstract

Penelitian ini dilakukan untuk menjelaskan penerpan sistem informasi administrasikependudukan yang ada Dinas kependudukan dan Pencatatan Sipil Kabupaten Kaimana ProvinsiPapua Barat. Penelitian ini menggunakan pendekatan kualitatif dimana dalam penelitian yang dilakukan bersifat deskriptif yaitu untuk mengetahui atau menggambarkan kenyataan. Temuanpenelitian bahwa penerapan sistem informasi administrasi kependudukan yang ada Dinaskependudukan dan Pencatatan Sipil Kabupaten Kaimana Papua Barat belum dapat berjalan denganbaik sebagaimana aspek prosedur kerja, program kerja dan waktu pelayanan.Perbaikan yang harusdilakukan yaitu melakukan analisis terhadap beban kerja agar dapat direkomendasikan dalampenambahan pegawai atau pemberian insentif tambahan kepada pegawai, meningkatkan peran sertamasyarakat dalam pengueusan administrasi kependudukan melalui sosialisasi pentingnya datakependudukan dan menyediakan sarana berupa ganset yang dapat diguankan juka terjadi gangguanaliran listrik ahar pelayanan tetap berjalan.Kata Kunci : Penerapan, Sistem Informasi, Administrasi Kependudukan.

Abstract

This study was conducted to determine whether the health care facilities at the Golago Kusuma HealthCenter have provided services that are in accordance with the expectations of patients or the community.The research method used is a qualitative method with interview data collection techniques. The theoryused in health services consists of input, process, output, impact and feedback, all of which areinterconnected and influence each other. Data collection techniques used in this study are: Interview,Observation, and Documentation of data obtained from various sources and then analyzed which becomesa conclusion from the research process. The results obtained from this study indicate that health servicesat the Puskesmas are still many obstacles encountered in terms of inadequate facilities and infrastructure,incomplete medicines produce an ineffective impact because of the many obstacles that occur in service tothe community public.Keywords: Health Services Puskesmas.

Abstract

Tujuan penelitian ini adalah untuk mengetahui peran pemerintah desa dalam meningkatkankesejahteraan masyarakat di Desa Mawea Kecamatan Tobelo Timur Kabupaten Halmahera Utara.Penelitian menggunakan metode pendekatan kualitatif. Pengumpulan data menggunakan pedomanwawancara, sedangkan teknik analisis yang digunakan adalah analisis kualitatif model interaktif.Temuan penelitian bahwa peran pemerintah desa dalam meningkatkan kesejahteraan masyarakat desadalam menyediakan dan melaksanakan pelayanan kepada masyarakat yang cepat, tepat, akurat, danberkualitas. Peran dalam meningkatkan kesejahteraan masyarakat peran menetapkan danmerelisasikan program-program pembangunan yang sesuai kebutuhan masyarakat; peran membinadan meningkatkan perekonomian desa; peran memperjuangkan aspirasi pembangunan darimasyarakat kepada pemerintah; dan peran mendukung pelaksanaan program-program pembangunandi desa yang dilaksanakan oleh pemerintah. Peran dalam meningkatkan kesejahteraan masyarakatmelalui peran perlindungan masyarakat dilihat dari peran dalam membina kehidupan masyarakatdesa, dan peran membina ketenteraman dan ketertiban masyarakat desa.Kata Kunci : Peran, Pemerintah desa, Kesejahteraan Masyarakat
