Abstract

Unit kerja rekam medis merupakan salah satu unit kerja yang ada di dalam rumah sakit. Peningkatan pengetahuan terkait kualitas pelayanan rekam medis sangat penting diberikan baik secara umum kepada masyarakat dan secara khusus mahasiswa jurusan rekam medis maupun perekam medis dan informasi kesehatan. Informasi terkini terkait kualitas pelayanan rekam medis dibutuhkan karena mendukung terwujudnya kualitas pelayanan di rumah sakit dan kepuasan pasien. Kondisi pandemi COVID-19 memungkinkan penggunaan teknologi untuk menyampaikan pengetahuan tersebut, salah satunya memanfaatkan aplikasi media sosial seperti instragram. Tujuan dari pengabdian masyarakat ini adalah meningkatkan pengetahuan masyarakat secara umum dan secara khusus mahasiswa maupun perekam medis dan informasi kesehatan terkait kualitas pelayanan rekam medis. Metode yang digunakan dalam pengabdian masyarakat ini adalah bekerjasama dengan akun media sosial yang terprogram menyampaikan edukasi terkait rekam medis dan informasi kesehatan, yaitu AskHIM Indonesia. Waktu pelaksanaan pengabdian masyarakat ini adalah Sabtu, 28 November 2020. Materi yang disampaikan terkait penerapan mutu di rekam medis dapat terkasana mulai dari penyusunan indikator, kemudian metode yang digunakan dapat berupa analisis kuantitatif dan kualitatif, dimensi yang tergambar dalam pelayanan rekam medis yaitu tangible (bukti fisik), reliability (kehandalan), responsiveness (daya tanggap), assurance (jaminan), dan emphaty (empati), dan keterkaitannya dengan kendali mutu dan biaya. Peserta materi berinteraksi dengan baik selama pelaksanaan pengabdian masyarakat. Kata kunci : kualitas rekam medis, rumah sakit, instagram

Abstract

The prevalence of dysmenorrhea is mostly experienced by teenagers. Study showed that woman who didexercise had less proportion to feel dysmenorrhea. For that reason, this research purpose to analyze effect exerciseon primary dysmenorrhea among student grade 10th in SMA Negeri 78 Jakarta Barat, which family historicalmenstruation pain, menstruation period, menarche, stress, coffee consumption, smoke exposure, and alcoholconsumption was controlled. To reach that purpose, the research used analysis method with case control study. Theminimum sample size used in this case-control study was calculated based on the hypothesis testing of differentproportions so that we obtained a total sample of cases and controls of 84 female students. Bivariate analysisshowed alcohol consumption and exercise had related to primary dysmenorrhea (p-value < 0.05). After controlledsome variables, multivariate analysis showed exercise had effected to primary dysmenorrhea with p-value 0.043and OR 1.937 (95% CI: 1.124 – 3.913). The result showed lack of exercise had a chance 1.937 times to feelprimary dysmenorrhea.

Abstract

Job satisfaction in hospitals was needed to improve the performance to be achieved by the hospital. Job satisfaction could have an impact on whether or not happy employees do their jobs. One factor that affects job satisfaction is work facilities. Job satisfaction in the PGI Cikini Hospital medical record unit looks not good. This could be seen from the absence of employees by 15%. The problem complained by employees was the lack of work equipment provided by hospitals. The purpose of this study was to analyze the correlation between work facilities and job satisfaction at medical record unit PGI Cikini Hospital. This study used a cross-sectional study design with a total sample of all employees of the PGI Cikini Hospital Medical Record Unit with a total of 30 persons. The study was conducted from March to December 2019. The instrument used was a questionnaire. Analysis conducted descriptively to display the data of each variable and also analytically with Pearson correlation test to analyze the relationship between work facilities and job satisfaction. There was a strong, positive correlation between work facilities and job satisfaction (rxy=0,609). Work facilities and job satisfaction have a statistically significant linear relationship (p-value 0,000). There was a correlation between work facilities and job satisfaction at medical record unit PGI Cikini Hospital.

Abstract

The medical recorders at the registration site have an important role because the initial documentation of the patient begins in the registration process. In general, the registration place can be divided into outpatient, inpatient, and emergency patient registration places. Several studies have shown the obstacles experienced by the medical recorders in the registration section, including queues, the medical record documents were not found, and the patient did not carry an identity card for treatment. From these problems, the purpose of this study is to analyze the need for medical recorders in the registration section based on the workload in the literature review. The design of this research is a literature review. The article in this study uses a time span of the last 5 years (2014 - 2019) and focuses on the area of research conducted in the hospital. Furthermore, from the screening results according to the inclusion and exclusion criteria of research articles, 6 research articles were obtained. The results of the review of the article show that the average available work time is 2,156 hours/year, the average standard time workload is 215,595 minutes/year, the average allowance standard is 0.15, and the need for available medical recorders that has been met is 34%. From the results of the research, there were still those that did not meet the need for medical recorders because they did work outside their basic duties. In addition, the process of searching for medical records that hampers services raised queuing problems.

Abstract

A systematic review is a research method that summarizes primary research results to present facts that are more comprehensive and balanced. A balanced scorecard is a concept for measuring the performance of an organization with 4 (four) different perspectives, namely customer perspective, financial perspective, internal business perspective, and learning and growth perspective. The results of the initial article screening using the database literature on google scholar obtained 513 journals, science direct obtained 7 journals and GARUDA obtained 20 journals with the keywords "Balanced Scorecard AND Performance Measurement, OR Balanced Scorecard And Hospital Performance", there are 20 journal articles that discuss the application balanced scorecard as performance measurement in the hospital. Assessment of the quality of literature in this study is by using the SRQR and STROBE instruments. Samples obtained from 20 journal articles are 12 with the results of the research that the financial perspective performance calculation is in the "good" category with a percentage of 68.62%, on the customer perspective performance is in the "good" category with a percentage of 78.78%, the performance of the internal business process perspective is in the "good" category with a percentage of 71.66% and the performance of the learning and growth perspective is in the "good" category with a percentage of 62.5%. From the indicators measured in 4 (four) perspectives on the balanced scorecard, it is obtained that the indicators measured are not uniform or some indicators are not measured in other perspectives.Keywords:Balanced scorecard; Performance measurement; Systematic review;

Abstract

AbstractBPJS Kesehatan (Healthcare and Social Security Agency) is trying to improve their services in this digital era by creating mobile-JKN applications. It was expected that BPJS participants can more easily and quickly get access to health services anytime and anywhere through this application. Expectantly, the mobile-JKN could reduce the length of queues at registration and other BPJS healthcare services. This study aims to see whether the community response is positive, negative, or neutral to the mobile-JKN application. Data was collected from Twitter social media tweets by scraping data for 11 months from January to November 2019. Data was analyzed using sentiment analysis. The result of this study was that out of 528 tweets, 222 tweets (42%) were positive, 153 tweets (29%) were neutral and 152 tweets (29%) were negative. The highest percentage was the positive sentiment and the tweets about the ease of helping health services and the effectiveness of services using JKN. Unfortunately, it was still less than 50%. The utilization of mobile-JKN during 2019 based sentiment analysis still less than 50%. It was suggested that more socialization was needed for participants to maximize the use of the JKN mobile application.Keyword: text mining, sentiment analysis, twitter, mobile-JKN, BPJS KesehatanAbstrakBadan Penyelenggara Jaminan Sosial (BPJS) Kesehatan berusaha meningkatkan layanan mereka di era digital ini dengan membuat aplikasi mobile-JKN. Diharapkan peserta BPJS dapat lebih mudah dan cepat mendapatkan akses ke layanan kesehatan kapan saja dan di mana saja melalui aplikasi ini. Ekspektasinya dengan mobile-JKN dapat mengurangi panjang antrian saat pendaftaran dan layanan kesehatan BPJS lainnya. Penelitian ini bertujuan untuk melihat apakah respons masyarakat positif, negatif, atau netral terhadap aplikasi mobile-JKN ini. Data dikumpulkan dari tweet media sosial Twitter dengan scraping data selama 11 bulan dari Januari hingga November 2019. Data dianalisis menggunakan analisis sentimen. Hasil dari penelitian ini adalah bahwa dari 528 tweet, 222 tweets (42%) positif, 153 tweets (29%) adalah netral dan 152 tweets (29%) negatif. Persentase tertinggi adalah sentimen positif dan tweet tentang kemudahan membantu layanan kesehatan dan efektivitas layanan menggunakan JKN. Sayangnya, itu masih kurang dari 50%. Pemanfaatan mobile-JKN selama analisis sentimen berbasis 2019 masih kurang dari 50%. Abstract

AbstractHealth Information Management Workforce is one of many types health workforce which is distributed in Indonesia, include clinic, primary healthcare, and hospital. In Ministry of Health’s Regulation Number 55 in Year 2013 described about job describtion and education’s qualification from Diploma, Bachelor, and Master Degree in Health Information Management. To support the regulation, government made Ministry of Administrative and Bureaucratic Reform’s Regulation Number 30 in Year 2013 about functional job and credit score in Health Information Management Workforce. The purpose of this research is to analyse the involvement triangle of health policy in making Ministry of Administrative and Bureaucratic Reform’s Regulation Number 30 in Year 2013 using qualitative method. Actor who involved in making this regulation are organization of health information management’s professional, association of heatlh information management education, and also government. The content of this regulation are from determine to monitor the functional job’s level. The context of this research are culture’s movement and social’s problem. The process in making this regulation is for replacing the previous regulation which is adjusted in current condition.Keywords: Policy Analysis, Functional Job, Health Information and Management Professional AbstrakPerekam Medis dan Informasi Kesehatan (PMIK) merupakan jenis tenaga kesehatan yang tersebar di setiap fasilitas kesehatan di Indonesia, baik klinik, puskesmas, maupun rumah sakit. Pada Permenkes No. 55 Tahun 2013 menerangkan bahwa PMIK mempunyai kewenangan sesuai dengan kualifikasi pendidikan mulai dari Ahli Madya Rekam Medis dan Informasi Kesehatan, Sarjana Terapan atau Sarjana Rekam Medis dan Informasi Kesehatan, dan Magister Rekam Medis dan Informasi Kesehatan. Untuk mendukung pemberdayaan PMIK berdasarkan kualifikasi pendidikannya kemudian dibentuk juga pertauran pendukung yaitu Permenpan-RB Nomor 30 Tahun 2013 tentang Jabatan Fungsional Perekam Medis dan Angka Kreditnya. Penelitian ini dilakukan untuk mengetahui keterlibatan segitiga kebijakan kesehatan dalam pembentukan Permenpan-RB, yang terdiri dari aktor, konten, konteks, dan proses dengan menggunakan pendekatan kualitatif. Dari hasil penelitian, aktor yang terlibat antara lain organisasi profesi perekam medis, asosiasi pengelola perguruan tinggi, dan juga pemerintah. Konten dari Permenpan-RB Nomor 30 Tahun 2013 adalah jenis level jabatan fungsional, kualifikasi pengangkatan tiap level jabatan, hingga pembinaan dari jabatan fungsional tersebut. Konteks perumusan Permenpan-RB Nomor 30 Tahun 2013 adalah adanya pergesaran budaya dalam pemanfaatan teknologi dan juga faktor sosial dalam peningkatan jenjang karir sesuai kepakaran Perekam Medis. Sedangkan proses perumusan Permenpan-RB Nomor 30 Tahun 2013 merupakan perubahan atas peraturan sebelumnya dengan menyesuaikan kebutuhan yang ada di masyarakat.Kata Kunci: Analisis Kebijakan, Jabatan Fungsional, Perekam Medis dan Informasi Kesehatan

Abstract

AbstractThe medical record is a file that contains the identity and services that have been given to the patient. The RMIK Unit in a health care facility is responsible for creating and maintaining patient records. Therefore, good management is needed to manage medical record unit in health service facility. Management is defined as a series of activities that work systematically to achieve the desired goals, management activities include planning, organizing, actuating and controlling (POAC). The purpose of this research is to know the role of manager in POAC evaluation of medical record and health information unit at Tarakan General Hospital Jakarta. This research uses qualitative descriptive method with the aim of describing POAC function in RMIK unit. This study used interview with 1 manager and 8 RMIK officer. The results show that the manager role is not maximized in evaluating POAC due to the change of position of managers and new managers need time to adjust the work in the medical record unit. Managers have a very large role in carrying out the POAC function in medical record units and health information. There should be a delegation of authority to the senior medical record officer at the time of change of manager position so that planning activities continue to run and the manager should have a medical record education background.Keywords: manager's role in medical record unit, poac, managementAbstrakRekam medis adalah berkas yang berisikan tentang identitas dan pelayanan yang telah diberikan kepada pasien. Unit RMIK dalam fasilitas pelayanan kesehatan bertanggung jawab dalam membuat dan memelihara rekam medis pasien. Oleh karena itu diperlukan manajemen yang baik untuk mengelola unit rekam medis di fasilitas pelayanan kesehatan. Manajemen didefinisikan sebagai rangkaian kegiatan yang bekerja secara sistematis untuk mencapai tujuan yang diinginkan, kegiatan manajemen meliputi planning, organizing, actuating dan controlling (POAC). Tujuan penelitian adalah untuk mengetahui peran manajer dalam evaluasi POAC unit rekam medis dan informasi kesehatan di RSUD Tarakan Jakarta. Penelitian ini menggunakan metode deskriptif kualitatif dengan tujuan menggambarkan fungsi POAC di unit RMIK. Penelitian ini menggunakan wawancara dengan 1 manajer dan 8 petugas RMIK. Hasil penelitian menunjukan bahwa peran manajer masih belum maksimal dalam mengevaluasi POAC dikarenakan adanya pergantian jabatan manajer dan manajer baru butuh waktu untuk penyesuaian kerja di unit rekam medis. Manajer memiliki peranan yang sangat besar dalam melaksanakan fungsi POAC di unit rekam medis dan informasi kesehatan. Sebaiknya ada pendelegasian wewenang kepada petugas rekam medis senior pada saat pergantian jabatan manajer sehingga kegiatan perencanaan tetap terus berjalan dan sebaiknya manajer memiliki latar belakang pendidikan rekam medis.Kata kunci : peran manajer di unit rekam medis, poac, manajemen

Abstract

Abstract HIV Voluntary Counseling and Testing (VCT) is the entry point of preventing HIV/AIDS. East Jakarta targeted 20.308 of key population could visited VCT in 2013, but it’s just reached 67%. Thus, as researcher i would like to evaluate the implementation of VCT in Primary Health care (Puskesmas) in East Jakarta Area. Tool which is used in this research is Logical Framework Analysis (LFA). LFA evaluate VCT from input (fund, health worker, policy, and facility), activity (health worker’s training, counseling and tesing program, and monitoring evaluation), and output (total trained health worker, client satisfaction, councelor satisfaction) of VCT. Client and health worker were interviewed to confirm what they expect and what they get from VCT. The result is overall implementation of VCT has gone well. However, the lack of awareness of key populations to visit healthcare centre as early as possible, the lack of accurate data collection, and the lack of socialization to the general population compared to key populations are the barriers of the implementation. Recommendations from this research are to improve outreach of key population; include in the community, to monitor all of data recording and reporting, and to improve the function of primary healthcare as Sustainable Comprehensive Services (LKB).Keywords: HIV, VCT, LFAAbstrakKonseling dan Tes HIV Sukarela (KTS) merupakan pintu masuk dalam pencegahan HIV/AIDS. Jakarta Timur menargetkan seluruh populasi kunci yang memanfaatkan KTS sebesar 20.308 orang. Namun, yang baru tercapai pada tahun 2013 sebesar 67%. Oleh karena itu, dalam penelitian ini dilakukan evaluasi dengan Kerangka Kerja Logis untuk melihat pelaksanaan KTS yang telah berjalan. Dari hasil penelitian didapat bahwa keseluruhan pelaksanaan KTS telah berjalan dengan baik, kurangnya kesadaran dari populasi kunci untuk memeriksakan diri sedini mungkin, kurang akuratnya pengumpulan data, dan kurangnya sosialisasi ke populasi umum dibandingkan dengan populasi kunci menjadi permasalahan utama dalam pelaksanaan KTS. Rekomendasi dari penelitian ini adalah meningkatkan penjangkauan ke lokasi yang memungkinkan populasi kunci tersebar, termasuk di lingkungan masyarakat, pengawasan dalam pencatatan dan pelaporan, dan meningkatkan fungsi Puskesmas dalam Layanan Komprehensif Berkesinambungan (LKB).Kata kunci: KTS, HIV, KKL

Abstract

AbstrakPerubahan metode pembelajaran di masa pandemi COVID-19 dengan pebelajaran online menimbulkan kendala bagi mahasiswa karena terbiasa menggunakan metode tatap muka. Tujuan dari penelitian ini adalah menganalisis perbedaan perbedaan antara usia, jenis kelas, dan keikutsertaan dalam pelatihan e-learning terhadap kesiapan mahasiswa dalam pembelajaran online pada masa pandemi COVID-19. Desain dalam penelitian ini merupakan potong lintang. Populasi pada penelitian ini adalah mahasiswa Program Studi Manajemen Informasi Kesehatan, Universitas Esa Unggul. Teknik pengambilan sampel yaitu purposif dengan kriteria eksklusi mahasiswa yang mengambil Kartu Rencana Studi (KRS) mata kuliah Magang maupun Skripsi. Sampel dalam penelitian ini berjumlah 100 mahasiswa. Analisis data dilakukan secara deskriptif dan analitik. Analisis dekriptif digunakan untuk melihat distribusi karakteristik dari responden, sedangkan uji Mann-Whitney untuk menganalisis perbedaan antara usia, jenis kelas, dan keikutsertaan dalam pelatihan e-learning terhadap kesiapan mahasiswa dalam pembelajaran online pada masa pandemi COVID-19. Terdapat perbedaan antara jenis kelas dan keikutsertaan pelatihan e-learning dengan kesiapan mahasiswa dalam pembelajaran online pada masa pandemi COVID-19 (p-value 0.05). Sedangkan tidak terdapat perbedaan antara usia dengan kesiapan mahasiswa dalam pembelajaran online pada masa pandemi COVID-19 (p-value 0.05). AbstractChanges in learning methods during the COVID-19 pandemic with online learning made barries for students because they got used to using face-to-face methods. The purpose of this study was to analyze the differences between age, type of class, and participation in e-learning training towards student readiness in online learning during the COVID-19 pandemic. The design in this study was cross sectional. The population in this study were students of the Health Information Management Department, Universitas Esa Unggul. The sampling technique was purposive and the sample in this study were 100 students. Data analysis was performed descriptively and analytically. Descriptive analysis was used to look at the distribution of characteristics of respondents, while the Mann-Whitney test to analyze the differences between age, class type, and participation in e-learning training towards student readiness in online learning during the COVID-19 pandemic. There was a difference between the type of class and e-learning training participation and students readiness in online learning during the COVID-19 pandemic (p-value 0.05). While there was no difference between age and student readiness in online learning during the COVID-19 pandemic (p-value 0.05).
