Abstract

Stunting is a chronic nutritional problem caused by a lack of nutritional intake, especially during the first 1000 days when a baby is born, resulting in impaired growth in children. Many toddlers in Ngagel Village tend to lose weight, this is due to congenital diseases and lack of nutrition in toddlers. This condition is thought to be due to the low economic condition of the parents of toddlers due to the current economic uncertainty. Based on the problems and conditions experienced in the Wonokromo area, the Ngagel Rejo Community Health Center created an innovation which became a superior program, namely: Posyandu Stunting with the aim of reducing the prevalence rate of stunting in Ngagel Village. This type of research is qualitative research with a descriptive analytical approach that refers to the program evaluation model. The analysis technique used uses content analysis and discourse analysis. Data collection was carried out using observation, interviews and documentation techniques. The research findings show that (1) the Ngagel Rejo Community Health Center does not have a long-term plan related to Posyandu Stunting that has been formulated, (2) the Ngagel Rejo Community Health Center has carried out all activities related to efforts to reduce stunting in toddlers in Ngagel Village, (3) There are differences in toddler data stunting from the Ngagel Rejo Community Health Center and the Surabaya City Health Service. The author's recommendations that can be used as input from the results of this research are (1) To achieve zero growth stunting, the Ngagel Rejo Health Center needs a long-term plan related to Stunting Posyandu, (2) So that there are no differences in data from the Ngagel Rejo Health Center and the Health Service, it is important to provide an application or website that contains accurate stunting data.

Abstract

The Bojonegoro District Government, together with the Bojonegoro District Communication and Information Office (KOMINFO), had implemented the use of the OpenSID application as a means of providing better public services. One of the areas where this initiative was being carried out was in Kemamang Village, Balen Sub-district, Bojonegoro District. The objective of this research was to describe the Effectiveness of Implementing the OpenSID Application in Improving Document Services in Kemamang Village. This study employed a qualitative descriptive research method, focusing on effectiveness measurement based on Subagyo’s criteria, which included program targeting accuracy, program socialisation, program goal achievement, and program monitoring. The research findings indicated that the OpenSID programme in Kemamang Village had effectively achieved its goals and objectives. OpenSID had facilitated access and enhanced citizen satisfaction. However, the programme’s socialisation aspect had not been effective, leading to low citizen participation. Intensive socialisation involving the community was necessary. Programme monitoring needed enhancement to identify issues and improve programme quality. The challenge of application maintenance also required attention to ensure programme performance. By undertaking these measures, the OpenSID programme could become more effective and optimal. The implementation of the OpenSID application in Kemamang Village was ineffective in terms of the socialisation and programme monitoring indicators. The lack of citizen engagement in socialisation had resulted in a lack of awareness regarding document creation requirements. Therefore, the Village Government needed to actively participate in planned socialisation methods. Ineffective monitoring has also led to system maintenance issues. Therefore, the Village Government should conduct regular monitoring to address problems and enhance programme effectiveness.

Abstract

Kekerasan seksual terhadap perempuan dan anak merupakan isu sosial yang kompleks. Tingginya angka kekerasan pada perempuan dan anak di Kota Surabaya menunjukkan perlunya penanganan khusus dari pemerintah. Tujuan dari penelitian ini yaitu untuk menganalisis penerapan standar pelayanan dalam penanganan pengaduan kasus kekerasan seksual di UPTD PPA Kota Surabaya. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan Peraturan Menteri Pemberdayaan Perempuan dan Perlindungan Anak Nomor 2 Tahun 2022. Data yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa UPTD PPA telah melakukan upaya signifikan dalam menerapkan standar pelayanan, namun masih terdapat beberapa tantangan. Persyaratan pelayanan mudah dipenuhi. Sistem pelayanan secara umum terstruktur dengan baik dan efisien, dengan fokus pada respon yang cepat dan layanan gratis. Namun, keterbatasan sumber daya dan kompleksitas kasus terkadang dapat menghambat penyampaian layanan yang optimal. Rekomendasi yang diberikan meliputi peningkatan jumlah staf, peningkatan transparansi, penyediaan rumah aman bagi korban perempuan dewasa, dan pengembangan standar operasional prosedur yang lebih komprehensif untuk penanganan pengaduan. Dengan demikian, UPTD PPA dapat lebih meningkatkan kualitas layanannya dan memberikan perlindungan yang lebih efektif bagi korban kekerasan seksual.

Abstract

E-desita is a form of strengthening digital-based village archiving systems with the ultimate aim of strengthening village governance. Karangpatihan Village is one of the villages that has a high number of people with disabilities in Ponorogo Regency. Karangpatihan Village needs to strengthen village governance. The aim of this research is to collect data on the disabled community to support the realization of a disability-friendly inclusive village in Karangpatihan Village, Balong District, Ponorogo Regency. The method used in this research is the development method. The type of research that will be carried out uses the R&D (Research and Development) method starting from stages (1) research and information collecting, (2) planning, (3) developing a preliminary form of product, and (4) preliminary field testing. This research was conducted at the Karangpatihan Village Office, Balong District, Ponorogo Regency. This research produces an e-desita application that is used in managing population data, especially for people with disabilities in Karangpatihan Village

Abstract

Human resource is one of the main components in the organization, the existence of an organization must also be supported by a high concern for the needs of human resources through a comprehensive, systematic and dynamic planning. Human resources planning is a basic need in every organization as an effort to project various demands in globalization, new technologies, and organizational restructuring processes. Both in terms of quantity, quality, strategy, and good operations, there are at least four aspects of human resource planning that must be considered/done, namely: (1) how many projected number of employees are needed (forecasting of employees), (2) identification of available human resource within the organization (human resource audit), (3) perform an analysis of the balance of supply and deman, (4) run an action program. Strengthening literacy through the preparation of comprehensive teaching materials has an important role in the learning process because it is able to guide students not only to develop their understanding and competence but to instill the character to be adaptive in designing plans according to the demands of needs. Considering the study of the Human Resource Planning Course which is so extensive but has not been supported by the existence of the course textbook. Through the development of textbooks, students are expected to broaden their horizons and ideas through discussions on matters related to Human Resource Planning. The development model that will be used is the ADDIE development model (Analyze, Design, Develop, Implement and Evaluate). It is hoped that the compiled textbooks can instill reinforcement in human resource planning, requiring comprehensive textbooks in theory and practice.

Abstract

Digital transformation in public services has become a necessity in today’s era, including in the health sector, which demands fast, efficient, and easily accessible services for the public. Amid the rapid development of information technology, conventional health services are increasingly seen as inadequate in addressing the needs of modern society, particularly in terms of speed and equitable access. This situation highlights the need for technology-based innovations to improve the quality of public health services. One such innovation is the implementation of digital systems, such as the e-health application. The Surabaya City Government, through Puskesmas Sawahan, has implemented the e-health system to enhance the efficiency, quality, and accessibility of healthcare services for the community. However, its implementation still requires thorough evaluation to ensure that it truly meets public needs and aligns with the principles of e-government. This study aims to analyze the effectiveness of the e-health application in the context of public service delivery based on e-government. A descriptive qualitative approach was employed, with data collected through in-depth interviews, direct observations, and document analysis. The theoretical framework refers to eight indicators of digital effectiveness proposed by Pedrosa et al. (2020): ease of use, usefulness, simplicity, trust, availability, comprehensibility, consistency, and service speed. The findings indicate that e-health generally improves administrative efficiency and broadens access to health services. However, several challenges remain, such as limited access to digital devices among the public, a lack of inclusive features for people with disabilities, and unclear data privacy policies. Based on these findings, the study recommends enhancing service features and ensuring transparency in data management as strategic steps toward a sustainable, equitable, and inclusive digital health service system.

Abstract

This study aims to analyze employee performance in the Division of Public Welfare and Economy in the implementation of the Poor Family Program in Menanggal Subdistrict, Surabaya City. A qualitative approach was used with four main performance indicators: the need for achievement, the need for power, compensation, and leadership policies. The results show that employees demonstrate strong motivation in carrying out their duties, particularly in ensuring that social assistance reaches those truly in need. However, challenges persist, including limited resources and weak coordination between village officials and neighborhood leaders (RT/RW), leading to inaccuracies in beneficiary targeting. The need for power is reflected in the employees’ involvement in decision-making and providing guidance to citizens, although these efforts are not always supported by accurate data. Compensation, especially for non-permanent staff, is still considered insufficient, affecting work morale and productivity. Leadership policies arrelatively supportive of efficient workflows, yet improvements are needed in updating beneficiary data and monitoring program implementation. Other challenges include community dependence on social assistance and low public awareness of eligibility procedures and criteria. The study suggests the need for enhanced staff training, stronger cross-sector coordination, and the integration of empowerment programs to ensure that assistance not only serves immediate needs but also encourages long-term economic self-reliance among beneficiaries.

Abstract

One of the indicators of service effectiveness in Benowo District, Surabaya City, is the implementation of the E-kios program across various public service facilities, such as the district office. This study aims to analyze the effectiveness of the E-kios program as a form of public service in Benowo District, Surabaya City. This research employs a qualitative descriptive approach, using data collection techniques such as in-depth interviews, direct observation, and document analysis. Informants in this study include district service staff, E-kios operational officers, and members of the public who use the services. The focus of this study is to analyze the extent to which the implementation of the E-kios Program is effective as an innovation in public service delivery in Benowo District, Surabaya City. This study uses five e-government effectiveness indicators, namely: Productivity, the program has had a positive impact on improving services; however, regular public outreach and increased community capacity to use digital services are still needed. Quality, The program has succeeded in improving the speed, efficiency, and convenience of public services. Nonetheless, challenges remain in technical, managerial, and community readiness aspects. Efficiency, The program has been running effectively. Flexibility, The level of flexibility is fairly high, as the system enables residents to access various administrative services without having to visit central service offices directly. Satisfaction, The program shows a high level of user satisfaction, although some technical issues still frequently occur. The research findings indicate that, overall, the E-kios Program has been quite effective in enhancing the accessibility and efficiency of public services in Benowo District. Nevertheless, some challenges in its implementation remain. Based on these findings, the researcher offers the following suggestions: 1.) Increase public outreach and education regarding the program, 2.) Provide training for the community on how to use E-kios, 3.) Improve the quality of E-kios units.

Abstract

Public service is an activity to fulfill the needs of the community in the form of goods, services, and administrative carried out by public service providers. Realizing how important it is to realize good public service, public service providers are trying to modernize through Electronic Government. E-Government attempted by Polresta Sidoarjo is a Police Record making service presented in the form of a Website. However, in the implementation of Online Police Record application processing, several problems were found, namely the Website was down, the Website features were incomplete, and there was a lack of socialization. From these obstacles, this study aims to describe the effectiveness of the Police Record making service through the Online Website at Polresta Sidoarjo.  This type of research is descriptive with a qualitative approach. The focus of this research uses the theory of Website effectiveness according to Suanandar Said, Samsualam, and Andi Surahman Batara (2019) including performance, information, services, and economy. Data collection techniques through observation, interviews, and documentation. The results of the study indicate that the quality of Police Record services through the Online Website at Polresta Sidoarjo has been running effectively although there are still some problems. User experience shows that using the Online Website makes it easier to get a Police Record. However, Polresta Sidoarjo needs to improve the quality of service by adding servers, adding payment methods, providing updated information and new policies related to Police Record, and adding operator officers.
