Abstract

Abstract. Intellectual Property (IP), especially patent, has an important role in the protection of technology transfer and dissemination of knowledge for the public. Indonesian Institute of Sciences (LIPI), since 2001 until 2015, has registered more than 360 patents. This study aims to study and analyze LIPI’s inventors track record based on gender gaps using quantitative approach from 2005-2014 patent registration data with a total of 287 registered patents. The results of the study reveals that the ratio between male and female inventors was 2:1. This result shows that the chance for women's innovation contribution at LIPI has the ratio that is almost the same as men. Most inventors, both men and women, were dominated by productive age of 30-34 years, with the majority having Bachelor as their educational background. Moreover, the contribution of female inventors was 33% from the total patents, with the details of the research group involving women was 56%. Nevertheless, most inventions were dominated by the Deputy of Engineering Science, which was 66%, was also dominated by men. Keywords: Intellectual property, gender, registered patent, knowledge dissemination, management, demographic factor, productivity,  Abstrak. Kekayaan Intelektual (KI) khususnya paten, memiliki peran penting dalam perlindungan alih teknologi dan diseminasi pengetahuan untuk masyarakat. Lembaga Ilmu Pengetahuan Indonesia (LIPI) sejak tahun 2001 sampai 2015 telah mendaftarkan lebih dari 360 paten. Penelitian ini bertujuan untuk mengkaji dan menganalisa rekam jejak inventor LIPI berdasarkan gap gender dengan pendekatan kuantitatif pada data pendaftaran paten 2005 – 2014 dengan jumlah 287 paten terdaftar. Hasil kajian mengungkapkan pada rentang tahun 2005-2014, perbandingan antara inventor laki-laki dan perempuan adalah sebesar 2:1. Hasil ini menunjukkan kesempatan kontribusi inovasi perempuan di LIPI memiliki rasio yang hampir sama dengan laki-laki. Inventor terbanyak baik laki-laki maupun perempuan didominasi pada umur produktif 30–34 tahun dengan mayoritas berlatar belakang pendidikan S-1. Adapun kontribusi inventor perempuan adalah sebesar 33% dari keseluruhan total paten dengan rincian kelompok penelitian yang melibatkan perempuan sebesar 56%. Adapun invensi terbanyak didominasi oleh kedeputian IPT yaitu sebanyak 66% yang juga didominasi oleh laki-laki.Kata kunci: Kekayaan intelektual, gender, paten terdaftar, diseminasi pengetahuan

Abstract

Asia Tenggara sebagai daerah memiliki potensi besar, tidak hanya secara geografis tetapi juga dari semua sumber dayanya. Namun, potensi itu dapat bermanfaat jika dikelola secara menyeluruh menggunakan kemitraan, sebagaimana disebutkan dalam deklarasi ASEAN. Deklarasi tersebut menyatakan bahwa tujuan kemitraan adalah untuk meningkatkan pertumbuhan ekonomi, mempromosikan perdamaian dan stabilitas di kawasan, juga berkolaborasi secara aktif dan membantu satu sama lain untuk mengatasi kepentingan bersama dalam hal-hal lain seperti sosial, budaya, teknis, ilmu pengetahuan, administrasi, dll. Berdasarkan pada tujuan itu, maka tidak diragukan lagi lebih baik jika semua negara ASEAN perlu mempertahankan kemitraan di bidang kekayaan intelektual (KI). Bidang ini mencakup kesadaran akan pentingnya pengembangan teknologi, yang saat ini sedang dikelola oleh ASEAN Working Group on Intelectual Property Cooperation (AWGIPC). Pada 2009, AWGIPC lalu membentuk ASEAN Patent Examination Co-operation (ASPEC) untuk mengimplementasikan sistem paten yang lebih efektif dan lebih efisien di ASEAN, yang diatur dalam ASEAN Action Plan 2011-2015. Tujuan dari kajian ini adalah untuk melihat peran dan tantangan organisasi berbasis kekayaan intelektual di ASEAN, khususnya tentang AWGIPC dan ASPEC, menggunakan metode analisis deskriptif yang didasarkan pada beberapa referensi terkait sebelumnya yang telah membahas tentang organisasi kekayaan intelektual di kawasan ASEAN.

Abstract

The COVID-19 pandemic has forced a global shift toward technical and inventive skills to improve job readiness and productivity. Human resources graduates from diploma levels 3 and 4 must respond with has competitively by adding value from soft skills. This can help them compete in domestic and international job markets. These skills are now required for professional acceptance. This study investigates the role of soft skills in learning and using information technology, the internet, and computers to boost individual and organizational efficiency. This study addresses all research questions and objectives using a combination of methods. We collected quantitative data on technology and innovation mastery ability gaps using online surveys. Comprehensive interviews with educational institutions, government agencies, industry representatives, and vocational diploma level 3 and 4 alumni were also conducted for the study. The data showed no statistically significant difference in alumni' technological proficiency between when they study and when they work. This shows that many former students have learned to use soft skills to boost their professional competitiveness and technical ability. ICT skills improve vocational human resources' employability, making them more competitive and competitive with undergraduate graduates. Keywords: Vocational, Soft Skill, Technology, Competencies, productivity, competitiveness

Abstract

The rapid development of artificial intelligence (AI) technologies like ChatGPT has made global management easier. Since 2020, AI has been widely utilized for all purposes, notably due to its ease in access for scientific production. This study aims to analyze open-ended questions and responses from web-based survey in Indonesian public research and development (R&D) institutions using topic modeling. A total of 205 data points were obtained through web-based surveys conducted among researchers in Indonesian public R&D institutions. To learn their thoughts on the use of ChatGPT (Chat Generative Pre-Trained Transformer), two AI language topic modeling, Latent Dirichlet Allocation (LDA) and Principal Component Analysis (PCA), were employed to detect survey topic structures and show the results. Three theme groups represent the institution's research cohort. Based on generational disparities in birth year and functional position level, this study selected the seven most popular topics from three themes of researchers' opinions on ChatGPT. Researchers of certain age generations and functional position levels focused on new AI technologies, efficiency, and production gains, while others valued methodological innovation, ethics, and scientific integrity. When formulating a strategy for incorporating AI into the public R&D institution's future research agendas, it is imperative to include diverse perspectives.

Abstract

The GeNose C19 has rised a discussion on Twitter. This study seeks to analyze and categorize topics and actors who have a significant role in spreading knowledge on the usage of GeNose C19 on Twitter between March 1st, 2020, and December 20th, 2021. The findings of this study include various topic, namely pertaining to its mechanisms and operations, superiority, marketing approval, user experience, and product comparison. Actors who played a significant role in spreading knowledge were players from the media, colleges, and government. In addition, state-owned companies play an important part in distributing technical knowledge to the public.
