Abstract

Public programs supporting community-based ecotourism frequently face the problem of allocating limited budgets across multiple candidate villages that differ in attraction quality, service readiness, accessibility, and community capacity. This study develops a transparent decision support approach to prioritize government assistance for five community-based ecotourism villages in North Sulawesi Province, Indonesia, assessed during September to October 2025. The 4A destination framework was operationalized into 12 criteria representing Attraction, Amenity, Access, and Activity, and criterion weights were elicited through expert judgment averaging from an eight-member multistakeholder panel. The Multi Objective Optimization on the basis of Ratio Analysis method was applied to normalize the decision matrix, incorporate weights, and compute optimization scores. The resulting priority ranking was Budo (A3) with a MOORA score of 0.4036, Kakaskasen II (A4) with 0.3928, Bahoi (A1) with 0.3744, Pulisan (A2) with 0.3279, and Poopo (A5) with 0.2564. Dimension level interpretation indicates that Budo’s leading position is driven by strong amenity readiness and the most favorable access contribution, while Kakaskasen II performs strongly through activity diversity and homestay capacity but requires strengthened environmental management. Bahoi emerges as a conservation-oriented option constrained mainly by access and connectivity, whereas Pulisan and Poopo are primarily limited by minimum service readiness and travel time. A sensitivity check on the travel time weight shows stable ranks under plausible weight shifts, supporting the robustness of the prioritization. The study contributes an auditable ranking tool and criterion level development levers to guide staged, evidence-based allocation of government support for community-based ecotourism. Abstract

Abstract Sustained economic growth in Manado has led to increased traffic volume, particularly along the Manado Outer Ring Road I (MORR I) arterial route. A severe bottleneck occurs at the Tingkulu grade-separated junction, where the roadway narrows from 4 lanes (two-way) to 2 lanes (two-way) within the tunnel section. To address this issue, several alternatives were developed, including the construction of a 40-meter PCI girder bridge spanning MORR I above Tololiu Supit Road and the duplication of the 78-meter Aramco underpass tunnel. This study employs the Analytical Hierarchy Process method, with 5 operational criteria: economics, transpor-tation systems, traffic performance, environmental impact, and social aspects. Additionally, 10 multisectoral stakeholder groups served as expert evaluators. The study concludes that Alternative 1 (the construction of the PCI girder bridge) is the optimal choice. Keywords: Analytical Hierarchy Process; multi-sectoral analysis; operational criteria; traffic performance Abstrak Pertumbuhan ekonomi yang berkelanjutan di Kota Manado telah meningkatkan volume lalu lintas, khususnya di sepanjang jalan arteri utama Manado Outer Ring Road I (MORR I). Hambatan, berupa bottleneck, yang parah terjadi pada simpang tidak sebidang Tingkulu, yang mana pada segmen ini terjadi penyempitan badan jalan dari 4 lajur 2 arah menjadi 2 lajur 2 arah. Kondisi ini terjadi pada bagian terowongan. Untuk menghi-langkan persoalan yang ada, dibuat alternatif-alternatif pilihan, termasuk pembangunan jembatan PCI Girder sepanjang 40 m, yang melintasi Manado Outer Ring Road I di atas jalan Tololiu Supit, dan menduplikasi tero-wongan underpass Aramco sepanjang 78 m. Analisis pada studi ini menggunakan metode Analytical Hierarchy Process, dengan 5 kriteria operasional, yaitu ekonomi, sistem transportasi, kinerja lalu lintas, dampak lingkungan, dan aspek sosial. Selain itu, terdapat 10 kelompok pemangku kepentingan multi-sektoral bertindak sebagai evaluator ahli. Studi ini menunjukkan bahwa alternatif 1, yaitu pembangunan jembatan PCI Girder, merupakan alternatif yang terbaik. Abstract

Karakter permukiman pesisir pantai secara periodik mengalami hantaman angin dan gelombang pasang, maka permukiman yang berada di sepanjang pesisir pantai Malalayang juga mengalami hal serupa. Tujuan penelitian yaitu menganalisis jalur evakuasi dalam permukiman sebagai salah satu upaya mitigasi bencana. Metode yang digunakan yaitu mix-method. Kerangka analisis diarahkan pada karakteristik permukiman berkaitan dengan bencana angin dan gelombang pasang, analisis jalur sirkulasi, posisi, bentuk dan orientasi permukiman. Hal ini dilakukan untuk mendapatkan arah dan posisi jalur evakuasi. Kemudahan akses merupakan pertimbangan utama dalam penentuan jalur evakuasi. Hasil penelitian menunjukkan bahwa terdapat 2 jalur evakuasi yang terhubung langsung dengan jalan utama. Jalur evakuasi utama berada ditengah permukiman dengan posisi tegak lurus terhadap jalan utama. Adaptasi permukiman terhadap bencana angin di lakukan melalui penataan bangunan hunian dengan merapatkan posisi perletakan serta penempatan vegetasi menghadap pesisir pantai.
