Human Resources is a very essential element in the development of an organization or institution. Quality Human Resources will create quality organizations or institutions as well. Sang Bumi Ruwa Jurai University as an educational organization is also committed to developing human resources, in this case lecturers, to become qualified and competitive lecturers. The research aims to determine the development of human resources in improving the performance of lecturers and to find out the factors that encourage and inhibit lecturers' performance. The research was conducted on Saburai University lecturers. The research method used descriptive qualitative methods. The results of the study concluded that several efforts have been made for the development of Human Resources in improving Lecturer Performance, namely: 1) Providing opportunities for lecturers to take doctoral studies with scholarship programs both from foundations and from the government (LPDP), 2 ) Providing opportunities for lecturers to participate in various kinds of training, both those that have been programmed by their respective units as well as training activities that are invited from other parties, such as improving the quality of scientific writing, there is a Scientific Writing Assistance program from LLDikti, PEKERTI training, in collaboration with Lampung University, training on proposals making to obtain competitive grants, online journaling training and research methodology training. Barriers 1) There is no special program or priority program for the development of professional competence of lecturers, 2) There is no ongoing training program to support the activities of the Tri Dharma of Higher Education, namely for the implementation of education and teaching, for research and for community service, 3) There is still a lack of the ability and motivation of lecturers to improve their qualifications.

Kiprah mahasiswa bersama-sama dengan masyarakat diharapkan mampu membangun desa dengan menggerakkan semua potensi yang dimiliki baik potensi alam, manusia, maupun potensi teknologi. Mahasiswa Kuliah Kerja Nyata (KKN) tidak semuanya memahami mengenai administrasi pemerintahan desa, oleh karena itu sebelum KKN mahasiswa perlu dibekali ilmu mengenai Administrasi Pemerintahan Desa. Adapun tujuan mengadakan sosialisasi ini adalah agar mahasiswa mengetahui administrasi pemerintahan desa sehingga kelak dapat membantu pemerintah desa dalam menyelenggarakan administrasi desa yang lebih tertib dan rapi berbasis teknologi. Khalayak sasaran dari kegiatan pengabdian kepada masyarakat ini yaitu mahasiswa KKN Universitas Sang Bumi Ruwa Jurai Tahun 2019 yang berjumlah 178 mahasiswa. Metode pelaksanaan pengabdian ini melalui empat tahapan yaitu tahap persiapan, pelaksanaan, monitoring dan evaluasi. Pelaksanaan kegiatan sosialisasi administrasi pemerintahan desa bagi mahasiswa KKN dilaksanakan pada hari sabtu, 26 Januari 2019 di Gedung Graha Saburai, Universitas Sang Bumi Ruwa Jurai Bandar Lampung. Setelah mengikuti sosialisasi, pemahaman peserta mengenai administrasi pemerintahan desa meningkat. Hal tersebut terlihat dari rata-rata pemahaman peserta mengenai administrasi pemerintahan desa setelah mengikuti sosialisasi sebesar 79,75. Selain peningkatan pemahaman mengenai administrasi pemerintahan desa, peserta juga memperoleh pengetahuan mengenai beberapa aplikasi yang ada mengenai administrasi pemerintahan desa.

Produksi sampah rumah tangga di Kecamatan Teluk Betung Barat khususnya Kelurahan Negeri Olok Gading masih besar. Untuk mengatasinya, pengelolaan dan peningkatan nilai guna sampah adalah hal yang menjanjikan mulai dari rumah tangga hingga ke TPA. Di samping itu, daur ulang dan guna ulang juga sangat ideal untuk mencari produk unggul alternatif (seperti biogas, kompos, kertas daur ulang, dan lain sebagainya). Kegiatan Pengabdian ini bertujuan untuk memberikan sosialisasi mengenai pengelolaan dan peningkatan nilai guna sampah mulai dari rumah tangga hingga ke TPA. Lokasi ini dipilih karena kondisi lingkungan sekitar yang kurang bersih, masyarakatnya pun terlihat kurang peduli dengan kebersihan. Metode pengabdian yang digunakan adalah dengan metode presentasi dan tanya jawab. Peserta diberikan materi mengenai pengelolaan sampah berdasarkan metode konvensional. Selain itu, diputarkan pula sebuah film mengenai pengelolaan sampah dan pembuatan biogas sederhana. Hasilnya menunjukkan bahwa antusiasme masyarakat cukup bagus. Pada sesi tanya jawab, masyarakat mengeluhkan tentang buruknya proses pendistribusian sampah dari desa mereka. Hal tersebut disebabkan oleh jarangnya petugas kebersihan jarang mengangkut sampah dari lingkungan mereka. Selain itu, masyarakat menampilkan minat yang tinggi dalam mempelajari teknologi pengolahan sampah menjadi biogas.

The issue of poverty in Indonesia is a social problem that is consistently applicable to be concentrated without stopping and demands the interests of all parties jointly and facilitated. The Family Hope Program or Program Keluarga Harapan (PKH) provides non-cash assistance to The Very Poor Family or Rumah Tangga Sangat Miskin to meet mandatory needs. However, the implementation of PKH still has many shortcomings. This study aims to find and analyze the reality of the extent of the Implementation of the Family Hope Program in Poverty Reduction in Teluk Pandan, Pesawaran Regency. The strategy used is an expressive technique with a subjective methodology, with strategies for gathering information on perceptions, meetings and documentation. The results show that the implementation of PKH has not been effective, there are still many poor people who have not received PKH benefits, and PKH recipients do not have the awareness not to accept PKH for people who are already prosperous. Thus, the implementation of the Peraturan Menteri Sosial Republik Indonesia Nomor 1 Tahun 2018 tentang Program Keluarga Harapan is considered not yet ideal in assisting the government for all residents in Cilimus Village.

This entrepreneurship program is to provide recommendations or alternative solutions to a problem how to build the entrepreneurial spirit of the community through the use of narrow land, namely hydroponic planting in Pekon Klaten, Gading Rejo District, Pringsewu Regency, Lampung Province. This partnership program activity aims to 1) Provide assistance to overcome problems that arise from the establishment of "Entrepreneurship" SMEs. 2) Conducting education and training for people who manage Hydroponics. 3) Involving Professional Trainers to provide guidance to the managers of SMEs "Entrepreneurship". 4) Provide the facilities and infrastructure needed in the development of the Hydroponics business. The external forms include 1) Increasing public understanding of hydroponic farming techniques so that they can be more effective and efficient. 2) Improving the ability of the community to be able to develop their business on a wider scale. 3) Improving the ability of the community in the field of marketing through social media. 4) Scientific publications. The implementation methods include 1) Management Training. 2) Hydroponic Innovation Training. 3) Bookkeeping and Financial Reporting Training. 4) Assistance and Consultation. 5) Training on the Use of Media/tools.

In government ethics, there is a prevailing assumption that through the appreciation of good ethics, an apparatus will be able to build a commitment to make himself an example of goodness and maintain government morality. Good government officials and have high morals, will always guard themselves in order to avoid disgraceful acts, because they are called to maintain the mandate given, through imaging the behavior of daily life. Within the scope of the government profession, for example, there are certain values that must be upheld in order to maintain the image of a government capable of carrying out its duties and functions. Trends or symptoms that arise today, many bureaucratic apparatus in carrying out their duties often violate the rules of the game that have been set. Cases related to ethical violations in the government bureaucracy such as corruption and gratification (bribery) involve many professions in violating ethics such as state administration officials, regional heads, legislators, prosecutors, judges, police, tax officials, and so on. Bureaucratic Ethics is part of the rules of the game in the Bureaucracy or Civil Service organization which structurally has regulated the rules of the game, which we know as. Code of Ethics for Civil Servants, which has been regulated by the Civil Service Act. To be more effective in delivering the code of ethics, the code of ethics can be read together -the same on certain occasions which is sometimes followed by a discourse from a ceremonial leader called a ceremonial inspector, the intention is to create favorable moral conditions in experienced organizations and to cultivate the necessary mental attitude, as well as to create good morals. The Code of Ethics is usually read in flag ceremonies, monthly ceremonies or ceremonies anniversary of the organization concerned, and national ceremonies. In order to create a more ethical Bureaucratic Apparatus according to the above expectations, it is necessary to make efforts and training in that direction as well as to enforce strict and clear sanctions for those who violate the code of ethics regardless of their rank and position. Anyone who violates the code of ethics, whether it's superiors or subordinates, must be dealt with firmly to create a deterrent effect. Therefore, in relation to the Code of Ethics for Civil Servants, it must really animate, appreciate and implement the employment rules that have been determined or set as the rules of the game for the Bureaucratic apparatus. Menurut surat peraturan dari Walikota Bandar Lampung Nomor 12 Tahun 2006 tentang Program Pembangunan Gemma Tapis Berseri Kota Bandar Lampung, suatu gerakan yang dilakukan oleh dan untuk masyarakat Kota Bandar Lampung, untuk melakukannya secara baik bersama. Dalam upaya pengembangan ekonomi masyarakat. Penggunaan nama Tapis Berseri dalam Gerakan Pembangunan ini dikaitkan juga dengan motto Kota Bandar Lampung. Penelitian ini bertujuan untuk mengetahui sejauh mana pengaruh partisipasi masyarakat terhadap program pembangunan gemma tapis berseri di Kecamatan Kedaton Kota Bandar Lampung. Dalam penelitian ini menggunakan tipe eksplansi yaitu penelitian yang dilakukan untuk menguji hubungan antara dua variabel atau menjelaskan hubungan antara dua variabel. Besarnya pengaruh partisipasi masyarakat terhadap Program Pembangunan Gemma Tapis Berseri adalah sebesar 26,06%, sedangkan dari perhitungan pengujian hipotesis uji t mendapatkan angka sebesar 6,448 dan hasil t tabel pada taraf signifikan 5% sebesar 2,000 dan pada taraf signifikan 1% t tabel sebesar 2,660 sehingga t hitung lebih besar dari t tabel atau 2,000 < 6,448 > 2,660. Dari hasil perhitungan tersebut di atas menunjukkan partisipasi masyarakat berpengaruh positif dan signifikan terhadap Program Pembangunan Gemma Tapis Berseri di Kecamatan Kedaton Kota Bandar Lampung, dengan demikian hipotesis yang penulis ajukan terbukti dan diterima.

ABSTRACT The production of household waste in Teluk Betung Barat District, Bandar Lampung City, especially in Negeri Olok Gading Village is also large. To overcome this, managing and increasing the use value of waste is a promising thing from households to the landfill. In addition, recycling and reuse are also ideal for finding alternative superior products (such as biogas, compost, recycled paper, and so on). The people of Kelurahan Negeri Olok Gading are ideally suited to be sampled around the Sang Bui Ruwa Jurai University campus. Apart from time and cost efficiency because the location is not too far away and the surrounding environment is not clean, the community also seems less concerned about cleanliness. After socialization, respondents seemed less focused and understood well the material presented. This is because the respondents who attended generally had low education (high school and below such as day laborers and casual workers), so they were only able to understand simple waste management methods, namely conventional methods of transportation and final disposal to landfill by garbage collectors. The results of data collection and descriptive analysis show the fact that the problems that arise due to the impression of slums around the environment are most likely caused by ineffective waste management from and to the TPA not from the behavior of the people of Kelurahan Negeri Olok Gading. Therefore, it is necessary to carry out knowledge provision activities and socialization of management and increase the use value of waste to the government and its staff as an option as well as continuing to hold more intensive seminars and workshops for the people of Negeri Olok Gading Village to be able to overcome the problem of environmental cleanliness in the Kelurahan area. The Making Indonesia 4.0 Roadmap is Indonesia's strategy to improve the national industry so that it can compete in the global industry. To support the Making Indonesia 4.0 Roadmap, the Government issued Presidential Regulation Number 95 of 2018 concerning the Electronic-Based Government System which gave rise to the concepts of Smart Nation, Smart Province, Smart City, Smart Regency, and Smart Village. Smart village is a policy program that creates a village so that it is able and able to solve its own problems intelligently and villages that can and are able to use digital technology to develop potential at the village level for the welfare of its people. Based on the Lampung Governor's Decree Number G/228/II.02/HK/2020 of 2020 regarding the determination of the target location for the smart village pilot project in Lampung Province, Hanura Village was chosen to represent Pesawaran Regency in mid-September 2020. Social changes due to the existence of smart villages in the village Hanura includes elements in a smart village, namely smart government, smart community, smart economy, smart living, smart environment, and smart mobility. This means that the implementation of the smart village program in Hanura Village, Teluk Pandan District, Pesawaran Regency is quite good, but still needs to be improved so that the smart village program's objectives are as expected, namely improving the quality of community life and community welfare by utilizing information technology so that Hanura village becomes a developed village. and not left behind from other villages.

Development must be carried out in every nation. Change from bad to better is development. There is a close relationship between development and the surrounding environment. Development affects the environment and is influenced by the environment. Development will be successful if the environment is maintained, such as not littering, not cutting down trees, planting trees, and sorting waste. Environmental sustainability can only be achieved through environmental protection. As development actors, the environment that is not maintained and cared for will be damaged and can result in various disasters such as floods, erosion, and other threats to human life. Likewise, when the rainy season begins in Bandar Lampung City, floods occur everywhere. This is because there are still many people who do not know how important it is to protect the environment. One example is throwing garbage in the river so that it clogs the flow of the river and garbage is thrown away in the wrong place.
