Abstract

Keberadaan Usaha Mikro Kecil dan Menengah (UMKM) di Indonesia bisa dibilang stagnan dan hanya mampu di pasar lokal. Kajian ini bertujuan untuk mengetahui bagaimana UMKM dikelola berdasarkan peran serta pola dalam kegiatan ekspor dengan konsep governance. Tata kelola UMKM memiliki visi untuk melibatkan aktor-aktor: pemerintah, masyarakat dan sektor swasta. Dengan menggunakan studi kualitatif, kajian ini menggunakan data primer melalui wawancara mendalam kepada pihak Dinas Koperasi, Usaha Mikro dan Perdagangan (DISKUMDAG) Kota Batu, dan tiga UMKM pelaku ekspor di Kota Batu; serta dokumentasi media massa maupun tabloid yang memuat informasi mengenai ketiga UMKM yang menjadi fokus kajian. Pengumpulan data dilakukan dengan observasi terhadap lokasi dan kegiatan UMKM pelaku ekspor dan wawancara melalui pertemuan secara langsung maupun pertemuan secara tidak langsung terhadap narasumber. Kajian ini menganalisis aktor dalam tata kelola UMKM berkualitas internasional, pemasaran UMKM ke pasar internasional dan relasi antaraktor governance dalam rantai ekspor UMKM. Pemerintah memberi pelatihan dan pendampingan, menyelenggarakan pameran UMKM, dan program KITE. Pelaku UMKM sebagai bagian dari masyarakat memiliki tenaga kerja, memperoleh bahan baku, dan memiliki infrastruktur produksi. Pihak swasta membeli produk UMKM, memberi bantuan dana, memasarkan produk UMKM, dan mengirim produk UMKM keluar negeri. Governance model Liberal-democratic digunakan dalam tata kelola UMKM berbasis ekspor di Kota Batu, sehingga relasi pelaku UMKM dengan buyer dari luar negeri terjalin sebelum UMKM terbentuk dan terdaftar secara legal melalui dinas pemerintah. Dengan demikian, kajian ini menemukan bahwa pemerintah mengambil porsi sedikit dalam tata kelola UMKM berkualitas ekspor di Kota Batu. Kehadiran pemerintah dirasakan pada tahap perizininan dan pemenuhan syarat ekspor.

Abstract

This research analyzes the governmental external communication in the development of road infrastructure in Liang Melas Datas (LMD), a region consisting of six villages and three hamlets located in three sub-districts in Karo Regency of North Sumatra. The road that has been damaged for around twenty years has made the surrounding communities difficult to transport their agricultural produce to the market. The communities made themselves the information sender by delivering three tons of Siam orange (Citrus Nobilis) to the President of Indonesia as a gift along with their representatives to meet him in December of 2021. This qualitative descriptive research employs two types of data. As the primary was acquired from interviews with the message sending initiator, the secondary was gathered from mass media, the government’s website, YouTube channels, the Karo people communities’ Instagram accounts, and the government’s official documents. Here governmental external communication and the concept of development communication were used as the tools of analysis. This study finds the message communicator is Efendra Sembiring (ES) who initiated the idea of delivering the gift to the president. Delivery of gifts to the president without the help of any political elite. The media for the message are social media, direct meeting, and local mass media. The people of LMD are able to use their local potentials as instruments to deliver the information. The effect is that the people of LMD have more knowledge and different attitude and behavior after receiving the idea of ES. The central government was also affected, proven by the acceleration in the development of road infrastructure which was also directly observed by the president through his visit in February 2022.

Abstract

This research focuses on the relation of elite H. Andiwarto with sub-elite and village community in maintaining Masra family dynasty for village head position. Masra family dynasty has run for a long time. For 150 years, Masra family descendants occupy the village head position. The survival of Masra family dynasty in the Gapurana Village Government is studied in the relation of H. Andiwarto, who is Masra descendant with sub-elite and village community to maintain Masra family descendant dynasty as a village head. This research used a qualitative method with descriptive research type. The elite theory proposed by Suzanne Keller was used to analyze the relation of elite, sub-elite, and the community. This theory has 4 (four) indicators: the governing elite, the ruling elite, the not ruling elite, and the community. Based on these indicators and the results of this research, the relation built by H. Andiwarto in maintaining Masra family dynasti consists of three relations: relation with the political elite, relation with economic elite, and relation with the social elite. The political elite’s relationship is vital in maintaining the Masra family descendant dynasty. In contrast, the relation between the economic elite and the social elite supports relations for keeping the legitimacy of the village community towards Masra descendants.
