Abstract

Program Operasi Pasar Bersubsidi (OPADI) merupakan instrumen kebijakan strategis Pemerintah Provinsi Jawa Barat dalam mengendalikan volatilitas harga pangan dan menjaga daya beli masyarakat. Penelitian ini menganalisis implementasi program OPADI yang dilaksanakan oleh Dinas Perindustrian dan Perdagangan (Disperindag) Provinsi Jawa Barat selama tahun 2024. Menggunakan metode deskriptif kualitatif dengan pendekatan studi kasus, penelitian ini mengumpulkan data melalui wawancara mendalam dengan Plt. Kabid Disperindag Provinsi Jawa Barat Erik Wahyu, analisis dokumen resmi, dan observasi lapangan. Hasil penelitian menunjukkan bahwa program OPADI berhasil dilaksanakan di 27 kabupaten/kota dengan alokasi anggaran Rp 15 miliar, menyediakan subsidi rata-rata Rp 45.700 per paket sembako. Program ini efektif dalam menekan inflasi Jawa Barat dari 3,48% (Maret 2024) menjadi 1,67% (November 2024). Namun, ditemukan tantangan signifikan dalam hal jangkauan distribusi, sistem penargetan sasaran yang belum optimal, dan keterbatasan frekuensi pelaksanaan. Penelitian merekomendasikan peningkatan alokasi anggaran, digitalisasi sistem distribusi, dan integrasi dengan database kesejahteraan sosial untuk meningkatkan efektivitas program di masa depan.

Abstract

This investigation seeks to select the most effective strategy for reducing the stunting rate in the Garut district so that the high stunting rate can be de- creased. This study used qualitative methods to collect primary and secondary data through direct observation and interviews. Additionally, supplementary data was obtained from literature reviews, interview guidelines, recording equipment, and cameras used as research instruments. The analysis method uses the Analytical Hierarchy Process method along with an analysis tool called Expert Choice software to make choosing the most important criteria, sub-criteria, and options easier. Therefore, in this research, the selected sub-criteria and alternatives are sub-criteria for RT drinking water management and alternative socialization that must be prioritized to reduce the garut stunting rate. In contrast to the RT Drinking Water Management Subcriteria, which has a weight of 550 and a consistency value of 0.0014 and is deemed consistent because the consistency value is less than 0.1, the Alternative Socialization Subcriteria has a weight of 361 and a consistency value of 0.02 and is also deemed consistent because the consistency value is less than 0.1. Then, the priority results from the analytical hierarchy process were strengthened using a SWOT analysis, with the RT Drinking Water Management and Alternative Socialization sub-criteria having good weight and being located in quadrant I, which has the capability and potential to reduce the stunting rate of the Garut Regency’s.

Abstract

Ketahanan pangan keluarga merupakan salah satu isu penting di Indonesia, dengan perempuan yang berperan sentral dalam pengelolaannya. Program Pekarangan Pangan Lestari (P2L) Bhayangkari menjadi upaya strategi untuk memberdayakan perempuan melalui pemanfaatan lahan pekarangan. Pengabdian ini bertujuan untuk mengoptimalkan P2L bagi Bhayangkari Ranting Tarogong Kaler Cabang Garut. Metode yang digunakan adalah pendekatan partisipatif dengan memberikan pelatihan hidroponik sederhana Wick System , penanaman vertikultur dengan tower modular hidroponik dan pembuatan Pupuk Organik Cair (POC) dari limbah rumah tangga. Hasil dari kegiatan pelatihan yang diikuti oleh 24 peserta ini menunjukkan adanya peningkatan pemahaman dari 84,45% menjadi 93,18%; yang menandakan efektivitas program dalam meningkatkan kapasitas perempuan dalam mewujudkan ketahanan pangan rumah tangga yang mandiri dan berkelanjutan.

Abstract

This study analyzes the dynamics of political communication and voter responses in the 2024 Garut regional election by highlighting differences in campaign strategies, the role of the media, and the influence of local institutions. Drawing on political communication theory—including agenda setting, framing, political storytelling, and populist communication—and a neo-institutionalist approach, this study explains how formal and informal institutions shape the effectiveness of political messages. Using media content analysis, digital discourse analysis, word network visualization, and in-depth interviews, the study finds that the Helmi–Yudi ticket emphasizes an image of experience and stability, while the Syakur–Putri ticket prioritizes a narrative of change through populist and digital strategies. Social media remains a dominant arena in shaping public opinion, while Garut's socio-religious structure continues to influence voter preferences. This research contributes to the development of a model that integrates political communication and neo-institutionalism, while enriching the study of voter behavior at the local level.

Abstract

Pariwisata berbasis masyarakat atau Community Based Tourism (CBT) menjadi pendekatan strategi dalam meningkatkan kesejahteraan masyarakat desa melalui penguatan kelembagaan lokal seperti Badan Usaha Milik Desa (BUMDes). Penelitian ini bertujuan menganalisis pemberdayaan masyarakat, kelembagaan BUMDes, serta faktor-faktor yang mempengaruhi partisipasi masyarakat dalam pengelolaan pariwisata desa di Kabupaten Garut. Penelitian menggunakan metode kualitatif dengan desain studi kasus komparatif pada tiga desa wisata, yaitu Desa Wisata Saung Ciburial, Situ Cangkuang, dan Sukaratu Situ Bagendit. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi dengan teknik purposive dan snowball sampling , kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldana dengan bantuan perangkat lunak NVivo . Hasil penelitian menunjukkan bahwa penerapan CBT dalam pengelolaan BUMDes pariwisata belum sepenuhnya optimal karena partisipasi masyarakat masih dominan pada tahap operasional dan belum kuat dalam pengambilan keputusan strategi. Rendahnya partisipasi dipengaruhi oleh keterbatasan modal, kapasitas sumber daya manusia, promosi wisata, kolaborasi multipihak, serta dominasi pemerintah desa dalam pengambilan keputusan.

Abstract

This study examines public perception of the Free Lunch program in Indonesia using Text Network Analysis (TNA). This research method uses a qualitative approach using the Infranodus platform. The use of Text Network Analysis helps identify key themes, relationships between ideas, and emotional patterns that emerge from audience responses. By analyzing public perception from the YouTube platform, this study found that perceptions of the free lunch program were divided between neutral, positive and negative. The results of the analysis through the Infranodus platform show that the majority of people on the media stated that they were neutral towards this program, namely 78%, with positive sentiment of 16% coming from social and health benefits, while negative sentiment of 6% was related to concerns about implementation and transparency. The majority of people in the comments column stated that they were neutral towards this program, namely 76%, with positive sentiment of 13% coming from the fields of direct benefits, social, education and health. While negative sentiment of 11% was related to concerns about the sustainability of the program and potential problems in its implementation. The results of this study are expected to help open insights in improving communication and strict monitoring for efficient and effective implementation.

Abstract

ABSTRACT This study examines the implementation of citizen-centric governance within local digital transformation by analyzing the Electronic-Based Government System (EBGS), nationally known as Sistem Pemerintahan Berbasis Elektronik (SPBE), in Banyuwangi Regency, Indonesia. While previous studies on digital government have largely focused on technical readiness, system integration, and performance indices, this research emphasizes the importance of citizen experience, participation, and public value creation. Adopting a qualitative case study approach, the study explores how citizen-centric principles are institutionalized in digital public service delivery. Data were collected through in-depth semi-structured interviews with key government officials and citizens, non-participant observation of digital service practices, and analysis of policy documents, official reports, and digital governance evaluations. The findings reveal that Banyuwangi’s digital transformation is supported by strong data transparency, hybrid participation mechanisms combining digital and non-digital channels, responsive public service delivery, and collaborative co-production between government and citizens. These practices foster interactive governance characterized by two-way communication, adaptive service design, and contextual responsiveness to citizens’ capacities and needs. The interaction between transparency, participation, and responsiveness generates value co-creation in the form of individual benefits, social cohesion, and increased political legitimacy. This study demonstrates that successful local digital transformation is not solely determined by technological sophistication or administrative performance, but by the extent to which digital governance embeds citizen-centric values into institutional practices. The research contributes to digital governance literature by empirically integrating citizen-centric governance, co-production, and public value perspectives within a developing country context. ABSTRAK Studi ini meneliti implementasi tata kelola yang berpusat pada warga dalam transformasi digital lokal dengan menganalisis Sistem Pemerintahan Berbasis Elektronik (SPBE) di Kabupaten Banyuwangi, Indonesia. Sementara studi-studi sebelumnya tentang pemerintahan digital sebagian besar berfokus pada kesiapan teknis, integrasi sistem, dan indeks kinerja, penelitian ini menekankan pentingnya pengalaman warga, partisipasi, dan penciptaan nilai publik. Dengan mengadopsi pendekatan studi kasus kualitatif, studi ini mengeksplorasi bagaimana prinsip-prinsip yang berpusat pada warga diinstitusionalisasikan dalam penyampaian layanan publik digital. Data dikumpulkan melalui wawancara semi-terstruktur mendalam dengan pejabat pemerintah dan warga kunci, observasi non-partisipan terhadap praktik layanan digital, dan analisis dokumen kebijakan, laporan resmi, dan evaluasi tata kelola digital. Temuan menunjukkan bahwa transformasi digital Banyuwangi didukung oleh transparansi data yang kuat, mekanisme partisipasi hibrida yang menggabungkan saluran digital dan non-digital, penyampaian layanan publik yang responsif, dan produksi bersama yang kolaboratif antara pemerintah dan warga. Praktik-praktik ini mendorong tata kelola interaktif yang dicirikan oleh komunikasi dua arah, desain layanan adaptif, dan responsivitas kontekstual terhadap kapasitas dan kebutuhan warga. Interaksi antara transparansi, partisipasi, dan daya tanggap menghasilkan penciptaan nilai bersama dalam bentuk manfaat individu, kohesi sosial, dan peningkatan legitimasi politik. Studi ini menunjukkan bahwa transformasi digital lokal yang sukses tidak hanya ditentukan oleh kecanggihan teknologi atau kinerja administratif, tetapi juga oleh sejauh mana tata kelola digital menanamkan nilai-nilai yang berpusat pada warga negara ke dalam praktik kelembagaan. Penelitian ini berkontribusi pada literatur tata kelola digital dengan secara empiris mengintegrasikan tata kelola yang berpusat pada warga negara, produksi bersama, dan perspektif nilai publik dalam konteks negara berkembang.
