Abstract

This research is intended to understand gender sports policies seen from a gender-sensitivity perspective. The research was based on a case study method. In-depth interviews with a number of government parties formed the cornerstone of data collection. Adopting from the conception of the Organization for Security and Co-operation in Europe (OSCE) on gender sensitivity, some of the policies do not take into account or care about gender. Thus, more precisely a policy can be genderbiased, gender blind, gender-neutral or gender-sensitive. The conception was used in analyzing the extent to which sports policy in Indonesia is gender-sensitive and its implications for the treatment Indonesia accords to the 2018 Asian Games Legacy in the field of Women in Sports. The findings of this study are categorized into three parts, inter alia, Gender equality principle; The Indonesian government's partisanship in managing female athletes; and Women in sports as soft power. The practical implication is that gender-blind conception of policies coupled with gender-neutral implementation does augur well for efforts to perpetuate the legacy of Asian Games Legacy as a powerful source of attraction that Indonesia has to offer.

Abstract

This article examines South Korean propaganda aimed at influencing the public towards North Korea through the military-themed drama series Crash Landing on You interspersed with romantic stories typical of Korean dramas. The propaganda techniques used in the drama use glorification and demonization techniques. The purpose of this paper is to analyze South Korean soft power propaganda in the drama series Crash Landing on You. Propaganda in international relations is used as an analytical tool in this study, as well as the meaning of propaganda and propaganda techniques as supporting concepts for this study. The method used is a qualitative method, observations are made by observing the contents of the drama. The type of data used in this study is secondary data in the form of document studies, and the validity of the data is obtained by observing the drama series which is the research instrument. Based on the results of the study, it is concluded that South Korea uses popular culture as propaganda which contains elements of glorification and demonization. Korean dramas are the most easily accepted media and are easier to influence public perception. So through the drama series Crash Landing on You as a propaganda medium and wrapped in romantic stories, which have a significant influence in shaping public opinion about North Korea as a “backward” country and creating a positive image of South Korea. The broadcast of the drama had a negative impact on North Korea because the public increasingly viewed North Korea negatively as a country with a cruel dictator leader. This certainly benefited South Korea because the drama series was quite popular, but it also harmed North Korea because the country’s image became worse in the eyes of the world. So from this propaganda, the relationship between the two countries became heated.

Abstract

International relations is a study that discusses the relationship between actors in the international world. In its development, international relations are no longer dominated by the state as the main actor. International relations developed and expanded so that other actors, such as sub-national actors, emerged. Sub-national actors can include local or regional governments, one of which is the city government. Sister city is one form of international relations carried out by City Government actors. This paper will explain the concept and practice of sister city in International Relations. The concepts/theories used are International Relations and Sister city. While the research method used is descriptive qualitative by using the result of interviews, books, journals, websites and others as a reference. Conceptually, a sister city is a cooperative relationship carried out by two or more City Governments based on their similarities. However, in the practice, based on case studies, the reasons for sister city relationships are not always based on similarities. The practice of sister city relations has been carried out by many cities in the world in various fields. Sister cities also tend to be intertwined for a long time, but not a few have not been implemented effectively or even not running at all.
