Abstract

There are still many ASN who do not understand the provisions of government regulations. The problem of indiscipline of civil servants is a topic of discussion for the public in general. In addition to performance that is often considered less than optimal, the ASN discipline factor also often receives sharp criticism from the public. Problem formulation: How is leadership development at the Aceh Energy and Mineral Resources (ESDM) Service? How is the application of sanctions for ASN disciplinary violations at the Aceh Energy and Mineral Resources (ESDM) Service? This study uses a qualitative approach and data collection techniques are carried out using observation, interview and documentation study techniques. The results of this study indicate that in the general section of the Aceh Energy and Mineral Resources (ESDM) Service, the implementation of state civil apparatus discipline is still not optimal due to several factors, namely that there are still violations committed by civil servants such as rarely attending roll calls, arriving late, being outside the office during office hours, and so on. This study aims to determine how the implementation of state civil apparatus discipline is in the general section of the Aceh Energy and Mineral Resources (ESDM) Service, and how successful the implementation of state civil apparatus discipline is in the general section of the Aceh Energy and Mineral Resources (ESDM) Service. This study uses a qualitative approach and the type of research is descriptive. Data collection techniques were carried out by interview, observation and documentation. The results of the study showed that the implementation of civil servant discipline in the general section of the Aceh Energy and Mineral Resources Service has not been fully successful, because there are still employees who commit violations, namely lack of awareness in implementing the rules, lack of supervision, and lack of strict sanctions given to violators at the Aceh Energy and Mineral Resources Service. Therefore, awareness is needed from each individual to obey and comply with the rules, strict sanctions are needed if an ASN is proven to have committed a violation with the aim of providing a deterrent effect and not repeating the same mistake in the future. In conclusion, employees who work not in accordance with their educational background will be guided, fostered and directed. The leader will provide training to these employees so that they can work in accordance with the main tasks and functions given. The implementation of ASN discipline at the ESDM Service has been implemented with Government Regulations. In its implementation, there are still frequent violations of discipline in the general section, especially in terms of timekeeping, there are still many employees who do not arrive on time.

Abstract

Beasiswa merupakan salah satu alternatif untuk siswa yang mempunyai keinginan untuk bersekolah dan dapat memenuhi kebutuhan sekolahnya. Program Indonesia Pintar adalah program bantuan dari pemerintah dibidang pendidikan untuk memenuhi kebutuhan Pendidikan bagi peserta didik miskin dan rentan miskin. Pelaksanaan Program Indonesia Pintar telah berjalan dengan baik setiap tahunnya sejak diluncurkan pertama kali tahun 2015 di SMP Negeri 3 Lhoknga Kabupaten Aceh Besar. Penelitian menggunakan pendekatan kualitatif yaitu peneliti bermaksud memperoleh gambaran yang mendalam tentang suatu gejala sosial yang berkaitan dengan Pemanfaatan Beasiswa Program Indonesia Pintar di SMP Negeri 3 Lhoknga Kabupaten Aceh Besar. Penelitian ini menggunakan teknik pengumpulan data dengan cara observasi, wawancara dan dokumentasi. Penelitian ini bertujuan untuk mengetahui bagaimana pemanfaatan beasiswa program Indonesia Pintar terhadap motivasi belajar pada siswa SMP Negeri 3 Lhoknga yang meliputi dimensi pertama Penggunaan Dana Program Indonesi Pintar memiliki tiga indikator yaitu membeli buku dan alat tulis, membeli seragam sekolah serta transportasi dan uang saku. Dimensi kedua Batasan penggunaan dana Beasiswa Program Indonesia Pintar memiliki dua indikator yaitu biaya kursus/les tambahan bagi peserta didik formal dan biaya praktek tambahan untuk magang kedunia industri untuk Pendidikan nonformal. Selanjutnya faktor penghambat dalam Pemanfaatan Program Indonesia Pintar meliputi dua dimensi yaitu proses pelaksanaan Program Indonesia Pintar yang meliputi dua indikator yaitu jumlah penerima PIP tidak sama dengan jumlah calon yang diusulkan dan lambatnya tanggapan orang tua terhadap permintaan kelengkapan administrasi oleh pihak sekolah. Dimensi kedua yaitu proses penyaluran PIP meliputi dua indicator yaitu tidak ada komunikasi antara pihak bank dengan pihak sekolah dan sistim pencairannya berubah-ubah. Hasil penelitian menujukan bahwa pelaksanaan Program Indonesia Pintar di SMP Negeri 3 Lhoknga Kabupaten Aceh Besar sudah berjalan dengan baik dan sesuai denan tuntutan dalam buku juknis (petunjuk dan teknis) menurut pengakuan siswa-siswi penerima manfaat beasiswa Program Indonesia Pintar.

Abstract

Keuchik merupakan orang yang memiliki peranan penting dalam mengorganisir dan memimpin gampong menuju pencapaian cita-cita bersama dalam upaya mengembangkan kemandirian dan kesejahteraan masyarakat. Sebagaimana yang kita ketahui salah satu tugas seorang Keuchik adalah mengelola dana gampong yang diamanahkan oleh pemerintah termasuk dalam proses pengalokasiannya. Oleh karena itu, penelitian ini bertujuan untuk mengetahui peranan Keuchik dalam pengelolaan alokasi dana gampong dan faktor-faktor yang mempengaruhi pengalokasian dana. Dalam pencarian data, penelitian kualitatif telah digunakan dengan menggunakan metode wawancara, observasi dan dokumentasi. Informan penelitian terdiri dari 5 orang perangkat desa termasuk Keuchik Gampong Durung. Hasil penelitian ditemukan bahwa Keuchik berperan aktif dalam perencanaan, pelaksanaan, penatausahaan dan pertanggungjawaban Rencana Anggaran Pendapatan Belanja Gampong (RAPBG), Keuchik berkoordinasi dengan perangkat gampong dalam melakukan perencanaan RAPBG, Hasil pembahasan Tuha peut dengan Keuchik tentang Rancangan Qanun Gampong RAPBG dilakukan konsultasi kepada masyarakat untuk mendapatkan tanggapan kemudian usulan Perbaikan RAPBG dan Pelaksanaan APBG dilakukan oleh Keuchik sebagai kepala pemerintah gampong. Faktor-faktor yang mempengaruhi proses pengalokasian dana gampong adalah akuntabilitas, transparansi dan partisipasi. Pemerintah dinilai akuntabel apabila dapat mempertanggungjawabkan segala perbuatannya. Dalam setiap aspek pemerintahan Gampong, transparansi menjadi syarat penting yang harus dipenuhi termasuk dalam pengelolaan dana operasional Gampong yang harus sesuai dengan rencana pembangunan. Partisipasi masyarakat merupakan salah satu faktor yang mempengaruhi keberhasilan dari program pembangunan maupun pengembangan masyarakat pedesaan.

Abstract

Leadership is the process of influencing others so that the person voluntarily wants to carry out joint activities to achieve predetermined goals, success or failure in the implementation of community services, is influenced by leadership, conversely, weakness in leadership is one of the causes of performance collapse. The formulation of the problem of this research is First, How is Leadership Direction and Control in Improving the Performance of the Lamgeu Baro Village Apparatus, Sukamakmur District, Aceh Besar Regency. Second, How is the Implementation and Supervision of the Performance of the Lamgeu Baro Village Apparatus, Sukamakmur District, Aceh Besar Regency. The method used in this study is qualitative. The informants in this study were the Village Head, Secretary, Head of Government Section, Village Head Office Staff, and the community. In this study, data collection techniques used observation, interviews, and documentation. Websites that can be accessed via the internet, books, and journals of other written works. The results of the research that has been carried out indicate that evaluation can be carried out based on whether the policy has succeeded in achieving its objectives, as well as its impact on society and the environment. Individual understanding and awareness of work regulations and the importance of obeying them. This awareness can be increased through socialization, training, and clear communication about work regulations. Good timely implementation and the availability of adequate facilities, the village can provide better public services to the community, accelerate development, and improve the quality of life in the village. Conclusion Through the implementation that has been conveyed, it is hoped that the Keuchik leadership can become a pillar in achieving superior village apparatus performance, meeting community needs, and realizing a more advanced village.

Abstract

Related to the Sub-district Head's Leadership Strategy on Employee Work Effectiveness at the Sub-district Head's Office in Ulee Kareng District, Employee Work Effectiveness is one of the factors that plays an important role in organizational activities that need to be fostered and developed so that organizational goals can be achieved effectively. The Sub-district Head is a sub-district government apparatus who carries out the implementation of duties in the Ulee Kareng District of Banda Aceh City who works for the community and should provide the best service for the community, but what often happens is that employees arrive late to the office at the specified time, even do not attend the morning roll call according to employee discipline standards, some even leave the office before work hours end. This is where the role and function of the sub-district head's leadership is required in managing his employees so that they can carry out their duties and responsibilities so that they can work effectively. To analyze the effectiveness of employee work at the Ulee Kareng Sub-district Head's Office, this study uses a qualitative approach method. Research that produces and processes descriptive data, such as interviews, observations, and documentation. In qualitative research, it is necessary to emphasize the importance of closeness to people in the research situation, so that researchers gain a clear understanding of the reality and conditions of life. The results of this study indicate that the leadership of the sub-district head in improving discipline, firm action is taken so that the results of employee work are in accordance with existing standards, but of course, so that the work results can be perfect, it must be supported by the creation of a good work environment, so that a reciprocal relationship is established between leaders and subordinates to complement each other according to duties and responsibilities.
