Abstract

Program Makan Bergizi Gratis (MBG) yang diluncurkan pada tahun 2024 sebagai strategi nasional untuk menurunkan stunting dan memperkuat kualitas sumber daya manusia menunjukkan adanya policy-to-practice gap dalam implementasi di tingkat lokal. Penelitian ini menganalisis pelaksanaan MBG di Magelang dengan mengidentifikasi kekuatan, kelemahan, peluang, dan ancaman (SWOT), serta merumuskan strategi untuk menjembatani desain kebijakan nasional dengan kapasitas adaptasi lokal. Pendekatan penelitian yang digunakan adalah studi kasus kualitatif melalui wawancara mendalam, diskusi kelompok terarah, observasi, dan telaah dokumen, dengan analisis data menggunakan koding tematik dan pemetaan SWOT. Hasil penelitian menunjukkan bahwa dukungan politik pusat, struktur organisasi SPPG yang komprehensif, dan keterlibatan koperasi merupakan kekuatan utama, sementara keterbatasan variasi menu, ketergantungan pada pasokan eksternal, dan ketiadaan evaluasi berbasis outcome gizi menjadi kelemahan utama. Peluang muncul melalui pemberdayaan koperasi, literasi gizi, dan replikasi dapur percontohan, sedangkan ancaman berupa ketergantungan fiskal dan resistensi budaya konsumsi tetap membayangi. Analisis ini menegaskan bahwa SWOT tidak hanya berfungsi sebagai alat pemetaan teknis, tetapi juga sebagai lensa analitis untuk mengidentifikasi kesenjangan antara arahan kebijakan pusat dengan realitas lokal. Secara teoretis, penelitian ini berkontribusi pada literatur administrasi publik dengan memperlihatkan bagaimana SWOT dapat digunakan untuk menjembatani kebijakan dan praktik dalam tata kelola gizi. Secara praktis, penelitian ini merekomendasikan penguatan regulasi daerah, keberlanjutan pendanaan, serta kolaborasi lintas sektor untuk menjamin efektivitas dan keberlanjutan program.

Abstract

The quality of public services is the most important thing to know whether they are successful in fulfilling services. The quality of service reflects the quality of the bureaucracy. The objectives of the study include identifying weaknesses or shortcomings of public service delivery and measuring the tendency of public satisfaction level with public services. Using a survey method with 100 respondents. The analysis technique uses a descriptive statistic. The results showed that there are 3 dimensions of service that need to be improved, including: (1) The dimension of fairness of costs / tariffs in services; (2) The dimension of conformity of service products between those listed in the service standard and the results provided and (3) Dimensions of quality of facilities and infrastructure.

Abstract

Organic rice and processed vegetable products are flagship commodities in Magelang Regency, yet their development is hindered by limited production capacity and conventional marketing management. This community empowerment program aims to strengthen the competitiveness of two MSME partners through technological innovation and management modernization. The methodology employed a community-based empowerment approach involving technology transfer (vacuum machines, food dehydrators, and stainless-steel grinders), quality management training (Good Manufacturing Practices and HACCP), and digital marketing literacy. The results demonstrated a production capacity increase of 100%, work efficiency improvements of 40%, and a turnover growth of approximately 10%. Furthermore, the partners successfully adopted semi-digital management systems and expanded their market reach through digital marketplaces. These achievements prove that the integration of appropriate technology and digital strategies can effectively transform traditional MSMEs into competitive enterprises with global quality standards.

Abstract

The Mina Cikal Sari group is a fish farming group that faces several problems including fish feed production, product packaging and product packaging. So far, to meet fish feed needs by making conventional feed and buying feed at a more expensive cost. Apart from that, product marketing also experienced problems due to inadequate packaging. The service method is carried out through several stages, namely socialization, feed formulation training, training in the application of alternative pellet production technology, digital marketing training, and product packaging training. The results of this service include increasing partner understanding, increasing pellet production, and increasing production of seasoned tilapia products.

Abstract

Culture shock is a common experience in intercultural communication contexts, yet it is often narrowly understood as an individual adaptation problem or psychological stress. This article aims to examine culture shock as a process of meaning negotiation in communication adaptation, positioning anxiety and uncertainty as dynamic elements of social interaction. The study employs a qualitative interpretative approach using thematic analysis of in-depth interview data collected from ten informants. The analysis focuses on how intercultural communication experiences are interpreted and negotiated in everyday interactions. The findings reveal four main themes: an initial phase of alienation and meaning confusion, self-reflection on cultural differences, negotiation of meaning in social interactions, and communicative adaptation marked by increased comfort and contextual understanding. The results indicate that effective communication adaptation is not characterized by the elimination of anxiety and uncertainty, but by the ability to manage and interpret them reflexively. Using the framework of Anxiety/Uncertainty Management (AUM) Theory, this article argues that culture shock constitutes an integral part of an ongoing intercultural communication adaptation process. This study contributes to strengthening the interpretative perspective in intercultural communication research.
