Abstract

This study investigates the effectiveness of the Village Financial System (VFS) application in Bantan District, Bengkalis Regency, with a focus on how village government capacity influences digital financial management. The research specifically aims to assess the knowledge and skills of village officials, the adequacy of technical and managerial systems, and the role of organizational values and norms in supporting transparent and accountable financial governance. Using a qualitative descriptive approach, the study examines two key units of analysis: village administrations in Bantan District and the Bengkalis Regency Community and Village Empowerment Agency. Data were collected through in-depth interviews, direct observations, and document analysis, and were validated using source, technique, and time triangulation. The findings reveal that although technological infrastructure, such as computer equipment, is generally sufficient, uneven internet access and limited technical skills among village officials lead to frequent data input errors and delayed financial reporting. Strong leadership from village heads and supportive local government regulations help sustain the system, but officials' weak commitment to continuous training constrains optimal implementation. The study concludes that enhanced training, improved internet connectivity, and stronger institutional commitment are critical to achieving transparent, accountable, and effective digital financial management at the village level.

Abstract

This paper focuses on foreign and domestic palm oil investment promotion strategies in Dumai, Indonesia, to assess the sustainable development investment climate. Exploratory qualitative research is conducted with a case study to examine the foreign and domestic oil palm investment climate. The researchers employed NVivo 12 Plus software and the Biblioshiny application to collect, analyse and visualise bibliometric data. The research indicates that the Dumai government has pursued a strategy to stabilise the foreign and domestic palm oil investment climate by conducting promotions abroad and domestically. The conclusions show that the oil palm investment climate has been unable to positively contribute to economic, social and environmental growth in sustainable development in Dumai. Positive impacts of oil palm investment include offering livelihoods, creating new jobs and increasing local revenue. This research aids the government of Dumai in improving the global palm oil sustainable development investment climate.

Abstract

The global crisis of the COVID-19 pandemic has completely changed all aspects of people's lives. Digital is the new normal and the pandemic has emphasized the link between digitalization and development. Adaptive risk management can also be seen from the use of technology and information by the government through the relevant Ministries launched various applications that aims to make the handling of COVID-19 more effective, especially in health services and tracking and tracing as well as providing information. This paper is based on the research results using qualitative methods with exploratory analysis. There are three approaches in looking at digital governance strategy, namely the information systems strategy approach through a master plan for the field of information systems, alignment of information system functions and their application to achieve the organization's mission, and development of a shared vision of what the organization can achieve. Pekanbaru City Government in 2020 follows up on policies related to digital-based handling of COVID-19 governance by issuing several applications and handling information systems COVID 19 is like PPC 19, Waspada COVID 19, Data Rumah and Vaksin COVID 19.
