Abstract

Research has been conducted on the development of the e-diagnostic four-tier test to identify misconceptions of students from SMAN 9 Sijunjung. The research method used is Research and Development (R&D) using the ADDIE model. The research was conducted at SMAN 9 Sijunjung in class XI MIPA 2. The validity test of the E-Diagnostic Four Tier physics test was given to 5 expert validators assessed from the aspect of material, construction, misconception and language, practicality test was given to 1 physics educator and 20 people students and effectiveness tests were tested on 20 students. The results of the validity test analysis by the expert validator showed that the E-diagnostic test in the form of Four-tier test developed was very valid with an average of 82.4%, the results of the practicality analysis by educators and students were very practical with an average of 81.65%, while the results of the effectiveness analysis for the product obtained a question validity of 70% with a valid category. reliability of the question 0.88 with a reliable category, the level of difficulty and different power of a good question each item, while the analysis of misconceptions obtained a percentage of 63% in the material of thermodynamics and 55.5% in the material of optical devices. This shows that the E-Diagnostic Four Tier Test physics test is categorized as very valid and very practical to use in learning physics

Abstract

Strategic management is key to improving the quality and effectiveness of the education system, with community involvement as one of its fundamental elements. Active community participation can contribute valuable resources and creative ideas that are essential for the progress of educational institutions. This study uses a literature review method to examine in depth how community involvement in strategic school administration can affect student learning outcomes. The results of the analysis show that parental participation, collaboration with local organizations, and involvement in strategic decision-making significantly improve the overall quality of education. These positive impacts are seen in increased learning motivation, teacher satisfaction, and better student character development. However, challenges such as lack of awareness, apathy, and limited funds are still major obstacles. Therefore, collaborative efforts are needed through constructive dialogue, effective socialization, and strong policy support from the government. These steps are crucial to building an inclusive and sustainable education environment, where schools and communities can synergize optimally to achieve national education goals. ABSTRAKManajemen strategis merupakan kunci untuk meningkatkan kualitas dan efektivitas sistem pendidikan, dengan keterlibatan masyarakat sebagai salah satu elemen fundamentalnya. Partisipasi aktif masyarakat dapat menyumbangkan sumber daya berharga dan gagasan kreatif yang esensial bagi kemajuan institusi pendidikan. Penelitian ini menggunakan metode tinjauan literatur untuk mengkaji secara mendalam bagaimana keterlibatan masyarakat dalam administrasi strategis sekolah dapat memengaruhi hasil belajar siswa. Hasil analisis menunjukkan bahwa partisipasi orang tua, kerja sama dengan organisasi lokal, dan keterlibatan dalam pengambilan keputusan strategis secara signifikan meningkatkan kualitas pendidikan secara keseluruhan. Dampak positif ini terlihat pada peningkatan motivasi belajar, kepuasan guru, serta pengembangan karakter siswa yang lebih baik. Meskipun demikian, tantangan seperti kurangnya kesadaran, apatisme, dan keterbatasan dana masih menjadi kendala utama. Oleh karena itu, diperlukan upaya kolaboratif melalui dialog yang konstruktif, sosialisasi yang efektif, dan dukungan kebijakan yang kuat dari pemerintah. Langkah-langkah ini krusial untuk membangun lingkungan pendidikan yang inklusif dan berkelanjutan, di mana sekolah dan masyarakat dapat bersinergi secara optimal untuk mencapai tujuan pendidikan nasional.

Abstract

This study systematically examines gaps and weaknesses in educational policy implementation in Indonesia during 2015-2024 through a systematic literature review approach. The complexity of Indonesia's educational system, encompassing geographical, socioeconomic, and cultural diversity, creates significant challenges in implementing strategic policies such as Curriculum 2013, PPDB zoning policy, Smart Indonesia Card program, and educational digitalization. The research methodology employs systematic analysis of ten selected empirical studies from various national and international academic databases with inclusion criteria of publications from 2015-2024. Research findings identify five primary dimensions of implementation weaknesses: (1) structural and infrastructure deficiencies with 80% of schools lacking adequate laboratory facilities; (2) inadequate human resource capacity where 65% of teachers do not understand new learning methodologies; (3) weak targeting and monitoring systems with 40% of assistance missing intended targets; (4) ineffective multi-level governance coordination; and (5) minimal policy adaptation to local contexts. Findings indicate that implementation weaknesses are systemic and multidimensional, requiring fundamental transformation in implementation approaches through infrastructure capacity strengthening, continuous professional development, data-based monitoring systems, integrated coordination, and adaptive decentralization to ensure achievement of Sustainable Development Goals in education and enhance national competitiveness.
