Abstract

Human trafficking, particularly involving women and children, is a serious challenge for the Philippines. As a country with a high rate of child sexual exploitation in East Asia, the Philippines has sought to eradicate this crime through the ratification of the Palermo Protocol, the passage of Republic Act No. 9208 and Republic Act No. 10364, as well as the establishment of the Inter-Agency Council Against Trafficking (IACAT). This study analyses the effectiveness of the implementation of the Palermo Protocol in the Philippines using the Domestic Salience theory to measure the extent to which international norms have been adopted in domestic policies. The results show that the Philippines successfully improved its law enforcement capacity and obtained Tier 1 status in the Trafficking Victims Protection Act (TVPA) in 2016. However, challenges such as limited resources, corruption, and inter-agency coordination still hinder the effectiveness of anti-trafficking policies. With a national strategy that includes prevention, victim protection, law enforcement, and international partnerships, the Philippines continues to reduce human trafficking. Despite significant progress, the study concludes that policy strengthening through cross-sector coordination, capacity building of law enforcement officials, and expansion of victim rehabilitation services are needed to ensure long-term effectiveness in combating human trafficking.

Abstract

Krisis migrasi Eropa tahun 2015 mendorong Uni Eropa (UE) mengadopsi kebijakan eksternalisasi migrasi melalui kerja sama dengan Turki dalam kerangka EU–Turkey Refugee Deal. Penelitian ini bertujuan menganalisis bagaimana implementasi Facility for Refugees in Turkey (FRIT) merepresentasikan strategi externalization of migration dalam menangani migrasi ireguler UE periode 2015–2025. Penelitian menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus serta kerangka teori Bill Frelick yang mencakup empat instrumen: remote control, burden-shifting, conditionality, dan accountability gap. Hasil penelitian menunjukkan bahwa UE secara sistematis mengalihkan pengendalian migrasi ke luar wilayah teritorialnya melalui dukungan finansial dan kerja sama kebijakan dengan Turki. Instrumen remote control diwujudkan melalui program bantuan sosial seperti ESSN dalam skema FRIT untuk menstabilkan kondisi pengungsi di Turki. Praktik burden-shifting tampak pada pergeseran tanggung jawab perlindungan pengungsi kepada Turki sebagai negara penampung utama. Dalam aspek conditionality, bantuan finansial UE disertai tuntutan politik dan operasional terkait penguatan kontrol migrasi. Namun, kebijakan ini juga memunculkan accountability gap yang berdampak pada lemahnya perlindungan hak migran. Penelitian ini menyimpulkan bahwa strategi ini efektif menekan migrasi ireguler, tetapi menimbulkan tantangan normatif terhadap prinsip perlindungan internasional.

Abstract

This study explores Denmark’s shift in foreign policy, specifically its transition from a strict Zero Asylum policy to a more open approach toward Ukrainian refugees. Using Eidenfalk’s Foreign Policy Change Theory, the study examines the domestic and international factors that contributed to this policy change. The theory helps explain how both internal political pressures and external forces shaped Denmark's response. The research takes a qualitative approach, analyzing secondary data from sources like government documents, media coverage, and scholarly articles. Through qualitative content analysis, key themes were identified to understand how Denmark’s policy evolved. The findings show that domestically, strong public support for Ukrainian refugees, media narratives framing them as fellow Europeans, and political pressure all played significant roles in the shift. Internationally, factors like the global refugee crisis, EU pressure to adopt the Temporary Protection Directive (TPD), and Denmark’s relationship with Ukraine also influenced the change. The 2022 Russia-Ukraine war catalyzed this shift. In conclusion, the study reveals that Denmark’s foreign policy change was driven by a mix of domestic public opinion and international pressures, highlighting how both local and global factors interact to shape national refugee policies. This research sheds light on the broader dynamics behind foreign policy changes in times of crisis.Penelitian ini mengkaji pergeseran kebijakan luar negeri Denmark, khususnya transisi dari kebijakan Zero Asylum yang ketat menuju pendekatan yang lebih terbuka terhadap pengungsi Ukraina. Dengan menggunakan Teori Perubahan Kebijakan Luar Negeri Eidenfalk, penelitian ini menjelaskan faktor-faktor domestik dan internasional yang berkontribusi pada perubahan kebijakan ini. Teori ini membantu menjelaskan bagaimana tekanan politik internal dan faktor eksternal membentuk respons Denmark. Penelitian ini menggunakan pendekatan kualitatif, dengan menganalisis data sekunder dari dokumen pemerintah, pemberitaan media, dan artikel ilmiah. Melalui analisis konten kualitatif, tema-tema utama diidentifikasi untuk memahami bagaimana kebijakan Denmark berkembang. Temuan penelitian menunjukkan bahwa secara domestik, dukungan publik yang kuat terhadap pengungsi Ukraina, narasi media yang menggambarkan mereka sebagai sesama orang Eropa, dan tekanan politik memainkan peran penting dalam pergeseran ini. Secara internasional, faktor-faktor seperti krisis pengungsi global, tekanan Uni Eropa untuk mengadopsi Temporary Protection Directive (TPD), dan hubungan bilateral Denmark dengan Ukraina juga memengaruhi perubahan kebijakan ini. Perang Rusia-Ukraina pada 2022 menjadi katalisator utama bagi pergeseran tersebut. Sebagai kesimpulan, penelitian ini menunjukkan bahwa perubahan kebijakan luar negeri Denmark didorong oleh kombinasi opini publik domestik dan tekanan internasional, yang menyoroti bagaimana faktor lokal dan global saling berinteraksi dalam membentuk kebijakan nasional terkait pengungsi. Penelitian ini memberikan wawasan tentang dinamika di balik perubahan kebijakan luar negeri di masa krisis.

Abstract

This study aims to analyze French foreign policy towards foreign immigrants in 2017-2023 using the Foreign Policy Change theory proposed by Eidenfalk. This research methodology is a qualitative study with a descriptive approach. Data were obtained from literature studies: government reports, journals, and news. The results of this study indicate that domestic factors: bureaucracy, public opinion, media, and French right-wing parties view immigrants negatively and need to reduce their access to France. International factors: non-state actors, namely the issue of terrorism entering as immigrants in France. However, from international factors: the 1951 Geneva Convention, the 1967 Protocol, and the European Union which requires France to assist foreign immigrants on humanitarian grounds and maintain bilateral cooperation with other countries. Based on these factors, The Asylum and Immigration Act of 2018 was formed, namely a foreign policy towards foreign immigrants that is restrictive, but still accepts foreign immigrants who meet the criteria and deserve access. Thus, France's foreign policy towards foreign immigrants in the period 2017–2023 is the result of a compromise between domestic pressures that encourage tightening of immigration and international obligations that demand humanitarian protection, which is reflected in the selective and restrictive implementation of the Asylum and Immigration Act 2018. Abstract

This study examines the securitization of migration in Australia during the administration of Prime Minister Tony Abbott (2013–2015), a period marked by a significant shift from a humani­tarian-oriented migration approach toward policies emphasizing national security, territorial sovereignty, and border protection. Using Philippe Bourbeau’s The Securitization of Migration framework, this research analyzes how migration and asylum issues were constructed as security threats requiring extraordinary state responses. The study employs a descriptive qualitative method based on secondary data from government policy documents, legal regulations, academic journals, international human rights reports, and relevant literature. The findings indicate that migration securitization was manifested through institutional and security practice dimensions. Institutionally, it was reflected in the Migration Amendment Act 2013, the reintroduction of Temporary Protection Visas (TPVs), and the establishment of the Australian Border Force (ABF). In practice, securitization was implemented through Operation Sovereign Borders, maritime intercept­tion and boat turn-back policies, and offshore processing centers in Nauru and Manus Island. These measures framed migration as a threat to national sovereignty and border integrity, legitimizing coercive and exclusionary migration controls while illustrating the tension between national security objectives and humanitarian principles.
