Abstract

Pemberdayaan merupakan proses yang menekankan pada strategi khusus untuk memberdayakan wanita menjadi lebih mandiri. Masyarakat pesisir sebagai masyarakat pembudidaya, pengolah dan pedagang ikan dan kerang, memiliki persoalan kompleks. Permasalahan prioritas yang dihadapi wanita nelayan Desa Segoro Tambak dalam memproduksi abon kerang yaitu: 1) terbatasnya pengetahuan dan keterampilan dalam teknik produksi abon kerang, 2) keterampilan pengelolaan keuangan dan 3) keterbatasan akses pasar bagi kelompok usaha (pemasaran). Dibutuhkan pihak ke tiga untuk membantu meningkatkan keterampilan dalam teknik produksi abon kerang, kemampuan pengelolaan keuangan, dan mendukung keberhasilan pemasaran. Bersadarkan permasalahan mitra, maka kegiatan pengabdian masyarakat ini bertujuan: 1) Membantu meningkatkan keterampilan dalam teknik produksi abon kerang, 2) keterampilan pembukuan sederhana bagi kelompok usaha wanita, 3) Membantu mengatasi masalah keterbatasan akses pasar bagi kelompok usaha (pemasaran). Peserta kegiatan ini adalah kelompok ibu rumah tangga dalam produksi abon kerang. Metode yang digunakan untuk membantu menyelesaikan permasalahan ini: 1) Melakukan penyuluhan dan praktek membuat abon kerang dengan konsep adonan bercita rasa tinggi dan berkualitas, 2) Pelatihan pembukuan sederhana bagi kelopok usaha wanita, 3) Penyuluhan dan praktek terkait dengan teknik menjual dan pemasaran. Luaran yang dihasilkan: 1) konsep cita rasa abon kerang dengan kualitas yang baik, 2) Model pengembagan jaringan pemasaran home industri abon kerang, 3) pelatihan pencatatan keuangan usaha kecil dengan menggunakan akuntansi sederhana dengan pendekatan individual dilakukan pada saat praktek berupa pencatatan transaksi sampai pada penyusunan laporan keuangan. Disarankan ke depannya kegiatan ini berlanjut terkait pentingnya penggunaan media online untuk pemasaran produk-produk olahan industri rumahan guna peningkatan kesejahteraan kelompok wanita pesisir di Desa Segoro Tambak, Sedati, Sidoarjo.

Abstract

Penelitian ini bertujuan untuk menganalisa konflik dalam kebijakan revitalisasi Pasar Tradisional Tunjungan Kota Surabaya. Pendekatan análisis stakeholder dari Mark S. Reed dan Paul Wehr digunakan sebagai pisau analisa untuk melihat peran serta pemetaan bentuk konflik dari para stakeholder yang terlibat pada kebijakan revitalisasi. Metode penelitian yang digunakan di dalam penelitian ini adalah metode kualitatif dengan paradigma interpretatif. Fokus penelitian ini berkaitan dengan konflik kebijakan revitalisasi Pasar Tradisional Tunjungan Kota Surabaya. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini berjumlah dua belas orang dengan teknik sampling purposive untuk penentuan informannya. Hasil analisis dengan pendekatan analisis stakeholder menghasilkan beberapa temuan terkait. Pertama, Key players: para stakeholder dari unsur eksekutif, Pemerintah Kota Surabaya, khususnya Tim Monitoring dan Evaluasi BUMD; kedua, para stakeholder dari unsur Legislatif, DPRD Kota Surabaya, khususnya Komisi B Bagian Perekonomian. Ketiga, para stakeholder dari unsur Direksi PD Pasar Surya Kota Surabaya. Context setters: Pemerintah Kota Surabaya dan Narasumber Pemerintah Kota Surabaya. Subjects: Kepala Pasar Tunjungan dan Pengurus Perkumpulan Pedagang Pasar Tunjungan (P3T). Terakhir, Crowd: Pedagang Pasar Tunjungan yang dibagi dalam delapan tipe pedagang. Sementara itu, hasil analisis dengan pendekatan teori pemetaan konflik menghasilkan beberapa temuan terkait dengan dinamika konflik, yaitu penyebab munculnya konflik adalah pada saat Perkumpulan Pedagang Pasar Tunjungan (P3T) melakukan gugatan kepada PD Pasar Surya dan Pemerintah Kota Surabaya ke Pengadilan Tata Usaha Negara (PTUN). Hasil analisis lain menunjukkan bahwa para aktor yang berkonflik, baik dari unsur Pemerintah Kota maupun Direksi PD Pasar Surya lebih banyak melakukan bentuk-bentuk kolaborasi, akomodasi dan kompromi di dalam niatan menangani konflik yang muncul.

Abstract

If the relationship between the two Executive and Legislative States Institutions is not managed properly, it will create a disharmonious relationship. The executive and legislative bodies are mandated by law to draft regulations, including Regional Regulations (Perda) related to the Regional Revenue and Expenditure Budget (APBD). Mojokerto Regency, one of the regions in the 2020 fiscal year, went through quite heated APBD discussions due to the absence of common ground between the DPRD and the Regional Government. As a result, efforts to accelerate APBD documents, which are expected to be completed before the end of November, are slow. The APBD document was finally carried out at the end of the month, November 30th. The research method used is descriptive qualitative research. The data collected is obtained through observation, literature study, archives/documents, or written literature related to the research title. The study results found that the pattern of relationships formed between the DPRD and the Mojokerto Regency Government in the preparation of the 2021 APBD tends to be Legislative Heavy, where the dominance of the DPRD is prominent. This can be due to the executive’s low political support because a temporary official leads Mojokerto Regency during the 2021 APBD preparation process. (Pjs) so that he does not have a representative power in the DPRD.

Abstract

The Ampel Tourism Area is one of the leading tourist destinations for the Government and the City of Surabaya. As a religious and historical destination, the Ampel Tourism Area has characteristics and uniqueness that have become an attraction and a challenge in the development and management of both government and community officials. This uniqueness is characterized by the diversity of policy makers' backgrounds and geographical challenges as a cultural heritage with small alleys and narrow alleys as characteristic of tourism object backgrounds. For this reason, in developing tourism areas, it is necessary to develop and make integrated public policies to encourage the development of tourism objects that are beneficial for the progress of the community. The purpose of this community service is to encourage integration in tourism management in the Ampel Tourism Area through the assistance of integrated public service governance with collaborative governance strategies in the tourism sector and the provision of tourism-supporting facilities in the form of road signs. Collaborative Governance encourages policy stakeholders to reach a consensus on tourism decision-making facilitated by non-governmental actors in a formal, consensus-oriented, and consultative collective policy-making process to make or implement public policies and manage programs or assets. Public. This policy will be implemented by providing and installing road signs around the Ampel Area. The provision and installation of road signs are considered essential to overcome the problems of historical and religious tourism objects with unique characteristics while simultaneously encouraging the integration of Ampel areas with interactions between tourists, local communities, small business actors, and policymakers.

Abstract

The coronavirus pandemic has brought the world into an era that was previously unimaginable. Many life arrangements have changed a lot. This study looks at how the political, economic and environmental arrangements have changed due to COVID-19. The method in this study uses qualitative where the data search uses a library study. The results of the study show that from a political perspective, the pandemic poses a challenge to democracy as a value system and political system. The experience of an authoritarian country facing a pandemic, such as China, is promoted as the most ideal model for dealing with crises. From an economic perspective, as the business world was hit, the trend emerged was the rise of the state as the actor who played the most role in the economy. This can be seen from various policies such as nationalizing important sectors, saving corporations, and providing assistance to affected people.
