Abstract

This study reveals the practices of money politics which took place in Indonesia’s electoral democracy and political network that helps the working of its parctices. The analysis unit of this study is based on practices of money politics conducted by the candidates in Palembang constituences for the South Sumatera provincial parliament in 2014 legislative election. Using qualitative method and political patronage theory, the important findings of this study reveals that money politics in 2014 legislative election becomes the dominan instrument used by candidates (incumbent and new comers) to mobilize electoral support, rather than ideology and programatic politics of the party and candidates. The practice of money politics is working in networks of political clientelism among candidates, brokers and voters are built through bonds of kinship, frienship and figures

Abstract

This article analyses the pattern of relationships between local businessmen-politicians in parliament and the executive elite in budgeting for local infrastructure development. By using the theory of patronage, cronyism, and predatory state as a framework analysis, this paper provides a theoretical contribution that sees the three theories are complementary to each other. The predatory practices in Indonesia often work in the context of political patronage and cronyism. In this study, the businessmen-politicians in parliament and executive elites of local government placed as local-state actors relate to each other in the informal networks for the practices of a predatory state. My findings showed that the domination of the businessmen-politicians in local parliament has created a networks of patronage politics and cronyism with the executive elite. This is evidenced by some of the findings. First, the businessmen-politicians and the executive elites collaborated to hijack the budgeting process. Second, there has been a monopoly of tenders of local infrastructure development projects by the businessman-politicians in the local parliament. Third, the services were exchanged between the businessmen-politicians with the executive elite who are in a relationship of patronage and cronyism are public goods.

Abstract

Banjir rob di Kecamatan Sayung telah merusak rumah warga, fasilitas umum, sawah dan tambakyang menjadi mata pencaharian mereka. Dengan menggunakan metode penelitian kulitatif,pendekatan fenomenologi serta dikerangkai teori demokrasi deliberative Jurgen Hebermas,penelitian ini bertujuan melihat ruang publik, proses rembug warga dalam menetapkankesepakatan dan faktor apa yang mempengaruhi proses rembug warga. Hasilnya menunjukkanbahwa masyarakat yang memanfaatkan ruang komunal sebagai ruang publik sebagai wadahuntuk musyawarah dalam upaya menghadapi dampak Banjir rob. Ruang publik yang dibentuk dariaktivitas cangrukan (ngobrol) di pinggir jalan, mushola, warung, dan forum keagamaan. Selamaproses musyawarah berlangsung, semua warga dengan mudah menyampaikan pendapatnyatanpa terkecuali baik laki-laki maupun perempuan. Meski dilaksanakan dalam forum informaldan semi formal, musyawarah berjalan dengan baik dan menghasilkan kesepakatan mendalam,terstruktur dan bisa dipertangungjawabkan. Hal ini bisa dilihat dari kegiatan-kegiatan yangdisepakati seperti penggalangan dana dan penanaman bakau. Keduanya berjalan dengan baik.Semua warga baik laki-laki dan perempuan ikut serta berkontribusi sesuai kemampuan tanpaada intervensi pemerintah desa. Proses rembug warga bisa berjalan dengan baik karena dipengaruhi oleh beberapa kondisi atau faktor diantaranya rasa senasib, memiliki forum-forum yangbersifat komunal dan semangat gotong royong yang tinggi tinggi. Dan jika disimpulkan bahwamsyarakat pesisir Kecamatan Sayung adalah masyarakat yang demokratis.

Abstract

Purpose - This study examines the phenomenon of Lapor Hendi in Semarang city as a communication channel to enhance public participation in the era of internet-based communication to address two key questions: how does citizen participation in virtual spaces through Lapor Hendi contribute to public policy-making and improving public service quality in Semarang City? How does this experience of participation impact deliberative communication and democracy in virtual spaces within Semarang City? Method - To explore these questions, this study uses a qualitative method with a phenomenological approach that prioritises data collection through in-depth interviews, documentation, and analysis of netizens’ communication texts on social media connected to the Lapor Hendi website. Result  - The results showed that the experience of citizen participation with multi-way communication in expressing aspirations and shaping public discourse through Lapor Hendi has successfully introduced public deliberation into the policymaking processes concerning urban spatial development, public goods governance, and public services. Implication - Qualitative study of the Lapor Hendi initiative in Semarang City offers significant insights into how deliberative democracy can be cultivated and developed in virtual spaces within the local Indonesian context. Originality/Value - This study provides an alternative theory to procedural democracy, which is increasingly experiencing a legitimacy crisis and decline, by developing a communication channel in virtual space for building citizen engagement and democratic policies. *** Tujuan - Studi ini mengkaji fenomena Lapor Hendi di Kota Semarang sebagai saluran komunikasi untuk meningkatkan partisipasi publik di era komunikasi berbasis internet guna menjawab dua pertanyaan kunci: bagaimana partisipasi warga dalam ruang virtual melalui Lapor Hendi berkontribusi pada pembentukan kebijakan publik dan peningkatan kualitas layanan publik di Kota Semarang? Bagaimana pengalaman partisipasi ini mempengaruhi komunikasi deliberatif dan demokrasi dalam ruang virtual di Kota Semarang? Metode - Untuk menjawab pertanyaan-pertanyaan ini, penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologis yang memprioritaskan pengumpulan data melalui wawancara mendalam, dokumentasi, dan analisis teks komunikasi netizen di media sosial yang terhubung dengan situs web Lapor Hendi. Hasil - Hasil penelitian menunjukkan bahwa pengalaman partisipasi warga dengan komunikasi dua arah dalam mengemukakan aspirasi dan membentuk diskursus publik melalui Lapor Hendi telah berhasil memperkenalkan deliberasi publik ke dalam proses pembentukan kebijakan terkait pengembangan ruang kota, tata kelola barang publik, dan layanan publik.  Implikasi - Studi kualitatif tentang inisiatif Lapor Hendi di Kota Semarang memberikan wawasan signifikan tentang bagaimana demokrasi deliberatif dapat dikembangkan dan ditumbuhkan di ruang virtual dalam konteks lokal Indonesia. Orisinalitas/Nilai - Studi ini menawarkan teori alternatif terhadap demokrasi prosedural, yang semakin mengalami krisis legitimasi dan penurunan, dengan mengembangkan saluran komunikasi di ruang virtual untuk membangun keterlibatan warga dan kebijakan demokratis.

Abstract

The COVID-19 pandemic has not only posed a grave threat to global public health but also disrupted the socio-religious fabric of Indonesian society, particularly in how Muslims perform communal worship. In response to government-mandated restrictions, resistance emerged from various societal groups, exposing a growing distrust toward state policy and weakening public compliance. This study investigates the strategic role of the Indonesian Ulema Council (MUI) as a religious authority in supporting government efforts to manage COVID-19 as a non-natural disaster. Specifically, it addresses two key questions: (1) How did MUI contribute to the government's pandemic response through its fatwas? and (2) What was the strategic significance of these fatwas in the broader context of state development? Employing a qualitative case study approach, data were gathered through field observation, interviews, and document analysis in three regions of Central Java. The findings reveal that MUI fatwas were instrumental in aligning religious practice with public health directives at macro, meso, and micro levels. Through its fatwas and outreach programs, MUI functioned as both a moral guide and policy communicator. This study contributes to the discourse on religion-state relations in new democracies and highlights how religious legitimacy can enhance state resilience during public crises.

Abstract

The Covid-19 pandemic has had a wide impact on various sectors of people’s lives, including socio-economic disruption. In Indonesia, at both local and national government levels, the social protection programs have become a key tool for policymakers to overcome the negative impacts of the Covid-19 pandemic crisis. This study aims to examine how the local authorities and community networks called P2SE (Pekalongan Peduli Sosial Ekonomi or Pekalongan Cares Socio-Economy) in Pekalongan city respond to the socio-economic crisis during the Covid-19 pandemic in order to increase the resilience of urban poor and vulnerable group as well as reducing social inequalities. One way of doing this is through integrated social protection provision involving various communities from local authority, academicians, civil society, businessman and micro small and medium enterprises. This article argues that the community networks-based integrated social protection provision model is an alternative strategy to help state authority in addressing poverty and socio-economic inequality in inclusive and participatory ways. In this way, some issues of inequality and political interests in the process of resource distribution related to the provision of social protection can be minimized. Therefore, this model of providing social protection based on integrated community networks can be used as an alternative strategy to reduce inequality and build the resilience of urban poor and other vulnerable groups when facing crisis due to unpredictable disasters such as the Covid-19.

Abstract

The implementation of the Independent Curriculum is one of the important initiatives in improving the quality of education in Indonesia, especially in equipping students with 21st century skills. One of the main challenges faced is how to apply sustainability principles, such as the concept of zero waste into relevant and contextual learning. This article aims to analyze how the Independent Curriculum can be applied in the application of the concept of zero waste through based learning methods, such as Project-Based Learning (PjBL) and Problem-Based Learning (PBL). The method used in this study is a case study in a school that has implemented the Independent Curriculum with a focus on the zero waste program. Data was collected through direct observation, in-depth interviews with teachers and students, and analysis of curriculum documents and student project results. The analysis was carried out to assess the effectiveness of the application of the based learning method in facilitating students' understanding of the principle of zero waste and the relationship between learning materials and real life. The results of the study show that the implementation of the Independent Curriculum through the based learning method is effective in increasing students' awareness of the importance of zero waste and encouraging them to be actively involved in real projects that have an impact on the environment. In addition, students show significant improvements in critical thinking, collaboration, and problem-solving skills. The conclusion of this study is that the Independent Curriculum, when combined with the based learning method, has great potential to encourage education that is not only academically relevant but also has a positive impact on the environment and society

Abstract

The phenomenon of school dropout represents a crucial issue with negative impacts on educational institution performance, social stability, and national development. Consequently, the early detection of high-risk students constitutes a strategic preventive measure. This research aims to develop an accurate predictive model using a Machine Learning approach. The study employed a comparative evaluation using classification algorithms, with the primary focus being the performance analysis of the Random Forest Classifier. The dataset utilized, comprising 1,763 student records, underwent a rigorous data pre-processing phase, including data cleaning, variable transformation, and class imbalance handling, to ensure high-quality input. The model was trained using a Random Seed configuration of 75 to guarantee experimental reproducibility and consistency in evaluation results. Experimental findings indicate that the Random Forest algorithm provided the best performance, achieving an accuracy of 82.0% and a precision of 83.8%. This superior performance confirms the model's effectiveness in identifying the key determinants of dropout, stemming from both students' internal and external factors. Based on these results, the research recommends the application of Random Forest as a Decision Support System instrument to facilitate targeted interventions, including medical support, economic assistance, and academic counseling. Future research is advised to integrate historical counseling data to further enhance the prediction sensitivity of the model.
