Abstract

In recent years Pamsimas (Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat / Community-Based Water Supply and Sanitation) program has been promoted with a view to respond to the challenge of water shortages and sanitation in rural areas of Indonesia. Improved drinking water and sanitation facilities are presumed to enhance access to water resources and improve hygiene. In the meantime, the delegation of authority from the central to local governments in providing for people’s basic needs (including water supply) became a condition of participation in the program. This paper presents the results of a case study of Pamsimas program as it was implemented in Tajuk Village, Semarang Regency. This paper is an extention of the previous study on the dynamic of water management in decentralization era. This update paper uses political economic and power analysis to understand farmers’ decision in responding to the program. It is found that Pamsimas changed a set of institutional rules governing the use of water resources that are the adoption of water pricing mechanism and the establisment of a new collective choice body. It is argued that farmers’ decisions to implement Pamsimas is not because of the hygienic practices and the importance of participation as narrated by the policy makers, but is entirely centered in the benefits of redistribution.

Abstract

This research explores the approach of embedding community-based initiatives in practicing circular economy based on a case study of waste bank movement in Salatiga, Central Java, and explains how the waste banks interact with multi sectors and levels. Data is gathered from documentary studies, in-depth interviews, and observations; and analyzed with a polycentric governance approach, which sheds light on cross-organizational collaborative arrangements. The study results show that the community-based circular economy initiatives through waste banks in Salatiga result from either a top-down approach that the municipal government instructs or a bottom-up approach that Civil Society Organizations (CSOs) and communities initiate. Thus it is significant to note that CSOs play essential roles in waste management, and it completes the model proposed by the previous study. The study findings also show that embedding community-based waste management through waste banks in Salatiga can enhance broader circular economy practices, strengthen the linkages across sectors and levels, and balance the authorities in a polycentric waste governance system. Therefore, waste banks must be recognized as reliable institutions governing waste, especially in urban areas.

Abstract

The textile industry is a significant contributor to environmental degradation, leading to an increasing emphasis on sustainable entrepreneurship and circular supply chains. This qualitative case study examines the experiences of textile-based SMEs in Indonesia who use shredded fabric from larger textile industries to create new fashion products. The urgency of this study lies in understanding the challenges faced by small- and medium-sized enterprises (SMEs) in textile-based circular supply chains, particularly in their collaboration with stakeholders. The in-depth interviews with five SME owners, two consumers, a supplier, a government official, and a CSO activist uncovered several critical challenges, including limited availability and access to shredded-fabric and inconsistent quality and quantity of the raw material, transforming the shredded-fabric into finished fashion products, reaching SMEs’ target market and promoting their products effectively, and the management of small leftover fabric pieces from production, referred to as “tatal.” The study proposes the following strategies to address the challenges: foster trust and transparency with suppliers, reactivate the joint business cooperative, work with government agencies and policymakers to establish customized support and regulatory structures, collaborate with government agencies and academic institutions, expand the market for tatal waste beyond the arts, and partner with the Department of the Environment to manage tatal waste. The findings contribute to the academic literature on sustainable entrepreneurship and provide practical insights for SMEs, policymakers, and industry stakeholders to enhance the circularity of textile supply chains.

Abstract

Purpose: This Community Service Activity aimed to enhance the Community-Based Circular Economy Practice of Used Cooking Oil in Salatiga City, Central Java. The goal was to develop new valuable goods and support the renewable energy raw material supply chain. Methodology: The method involved socializing the importance of the circular economy practice of used cooking oil and educating the participating waste banks about the supply chain in Salatiga. Training was also provided on making soap and candles as valuable products from used cooking oil. Monitoring and evaluation were conducted to assess the impact of the program. Results: The results showed that 27 out of 35 active waste banks in Salatiga City, which were the target of the program, had carried out used cooking oil collection activities and supported the used cooking oil circular economy supply chain. This indicates that the activity achieved its goal of at least 75% of waste bank units in Salatiga City participating in the circular economy practice of used cooking oil. Conclusions: The high use of cooking oil by Indonesian people results in a high potential volume of used cooking oil. Limitations: While the community service activity involved waste banks as participants, a key limitation was its narrow focus. To truly enhance the circular economy practices for used cooking oil, there is an urgent need to also provide socialization and training to the broader group of business actors who consume large quantities of cooking oil. Contribution: This community-led initiative demonstrates the implementation of a local circular economy model, offering invaluable insights to guide future efforts in promoting community-driven recycling and reuse of used cooking oil.
