Abstract

If perception is the point of the human experience, then bodily experience is where the perception begins. The perception shows that human is global: being-in-the-world. By understanding perception as the intensity of our entire way of being in this world, the human body must be understood as body-subject and not body-object. In his philosophical thinking, Merleau-Ponty defines the human body not against inanimate things or objects in the world, but as a living body. Due to it being alive and containing intelligence, our bodies interact actively and intelligently with their environment. Therefore, the writer wants to see the intersection between perceptions, body subjects, and bodily experiences of survivors of sexual violence. This study used an approach with the data collection techniques in the form of literature. Through the rigidity in conducting the analysis, the writer found the problem of sexual violence parallels with the concept of perception and bodily experience that was encouraged by Merleau-Ponty.

Abstract

This study aims to analyze the effectiveness of acting regional heads in carrying out government duties after the simultaneous regional head elections (Pilkada) in Indonesia. The research method used is the socio-legal method, which combines a normative and empirical approach to examine the laws and regulations that govern the mechanism for the appointment of acting regional heads and their implementation in practice. Data were collected through document studies, in-depth interviews with relevant stakeholders, in several regions that experienced the appointment of Acting Regional Heads. The results of the study showed that the effectiveness of Acting Regional Heads was influenced by several factors, including the personal competence of the Acting Regional Head, local bureaucratic support, and political legitimacy provided by the community and political parties. Although normatively the Acting Regional Head has the same authority as the definitive regional head, in practice there are often obstacles such as limited authority in strategic decision-making and intervention from the central government and political parties. This study recommends improving regulations and strengthening the supervision mechanism to increase the effectiveness of the implementation of the duties of the Acting Regional Head in maintaining the sustainability of the regional government after the simultaneous Regional Elections. Abstract

Indonesia lacks standardized and measurable parameters for determining national disaster status, as reflected in the government’s response to disasters in Sumatra (Aceh, North Sumatra, and West Sumatra). The absence of clear indicators—such as casualty thresholds, infrastructure damage, regional response capacity, socio-economic impacts, and the urgency of central intervention—has led to inconsistent status determinations and legal uncertainty. This study examines the urgency of standardizing national disaster parameters through a critical analysis of the disaster scale determination mechanism under Law No. 24 of 2007 on Disaster Management and its implementing regulations. Using a socio-legal approach, the study analyzes gaps between legal norms and empirical practices following the late-2026 Sumatra disaster and identifies weaknesses in coordination among the National Disaster Management Agency (BNPB), regional governments, and related ministries. The findings indicate that disaster status determination remains highly subjective and politically influenced due to the absence of standardized benchmarks. Therefore, this study recommends reformulating national disaster parameters by integrating impact indicators, regional capacity assessment, and rapid assessment mechanisms to strengthen legal certainty and disaster governance.
