Abstract

This study investigates the influence of work discipline and career development on job satisfaction and employee performance at the Kendari City PDAM Office, as well as the mediating role of job satisfaction. Using a quantitative approach with the Smart PLS application, data were collected from 72 employees. The results show that work discipline has a positive and significant effect on job satisfaction and employee performance. Career development also has a positive and significant impact on job satisfaction but shows a positive yet insignificant effect on employee performance. Furthermore, job satisfaction positively and significantly affects employee performance, confirming its critical role as a mediating variable. Specifically, job satisfaction mediates the influence of both work discipline and career development on employee performance, strengthening the overall impact of these factors. These findings highlight the importance of implementing strict yet fair work discipline policies to enhance satisfaction while aligning career development programs with employee expectations to sustain motivation and performance. Overall, this research underscores that job satisfaction serves as a vital mechanism linking human resource practices to improved performance outcomes in public sector organizations like the Kendari City PDAM Office.

Abstract

Digital transformation has shifted the paradigm of human resource management from a technical approach to a more reflective and humanistic approach. This study aims to explore human resource   adaptive competency in facing digital disruption through a phenomenological approach. This study was designed using a qualitative approach with an exploratory design to understand the phenomenon of adaptive competency from the perspective of human resource actors in the business sector. This study also involved five key informants from the business sector who were selected purposively. Data were collected through in-depth interviews and analyzed using thematic techniques. The results of the study identified reflective, emotional, and social dimensions as the foundation of adaptive competency, such as reflective practices, a safe culture for learning, cross-generational collaboration, and humility to continue learning. This study enriches the human resource   management literature by offering an adaptive model based on humanistic values that can be applied in various organizational sectors. Its practical implications include the design of human resource development programs that are more oriented towards meaning, resilience, and collaboration. This study provides a conceptual basis for the development of sustainable human resource   strategies in the digital era.

Abstract

Organizational culture in the public sector plays a critical role in driving bureaucratic reform and institutional transformation. In Indonesia, however, entrenched hierarchical norms, generational value gaps, and employment status disparities between civil servants and non-civil servants (contractual staff) pose significant challenges to inclusive and adaptive cultural change. This study explores how employees interpret and respond to these cultural shifts through a phenomenological lens. Using Interpretative Phenomenological Analysis, data were collected from 12 informants across central and local government agencies, representing diverse generations and employment statuses. The findings reveal five key themes: the transition from bureaucratic to adaptive cultures, internal employee challenges, the role of transformational leadership, polarization based on employment status, and aspirations for inclusivity. Non-civil servant employees often experience exclusion and limited recognition, while younger generations face structural resistance to innovation. Despite reforms, informal norms and unequal treatment persist, highlighting the gap between espoused values and actual practice. This study underscores the importance of leadership consistency, inclusive HR strategies, and culturally sensitive change management. By capturing employees’ lived experiences, this research contributes to a deeper understanding of organizational culture in the public sector. It offers strategic insights for more equitable and context-responsive bureaucratic transformation in developing countries.

Abstract

Salah satu potensi pengembangan pembangunan daerah adalah pengembangan industri pariwisata. Sektor ini memiliki potensi yang sangat besar dalam meningkatkan perekonomian masyarakat. Pemahaman tentang konsep pariwisata terintegrasi di wilayah ini menitikberatkan pada penggabungan aspek-aspek penting seperti budaya lokal, keindahan alam, dan pengembangan infrastruktur yang berkelanjutan. Ini membuka peluang untuk menciptakan optimalisasi destinasi wisata yang tidak hanya memikat namun juga berkontribusi pada pembangunan ekonomi lokal yang berkelanjutan. pentingnya pengembangan pariwisata secara terintegrasi dengan mengacu pada Kawasan Strategis Pariwisata  Nasional  (KSPN)  dan  Rencana  Induk  Master  Plan  Pariwisata  Kabupaten Konawe Utara. Penelitian ini menggunakan metode deskriptif kualitatif  yang  didasarkan pada Surat Keputusan Bupati Konawe Utara Nomor 86 Tahun 2022, Tanggal 27 Januari 2022 telah ditetapkan 4 desa wisata dengan klasifikasi berkembang dan 8 desa wisata dengan klasifikasi rintisan. Teknik analisa data yang dipergunakan adalah teknik analisa secara diskriptif karena data yang diperoleh bersifat kualitatif. Penelitian ini menemukan bahwa optimalisasi desa wisata berbasis kearifan lokal sangat penting dan pemerintah Kabupaten Konawe Utara perlu memperbaiki kelemahan-kelemahan dalam pengelolaan pariwisata yang selama ini terabaikan terkait dengan perawatan atau maintenance segala sarna dan prasarana wisata yang ada, penyelenggaraaan atraksi wisata berupa even-even budaya dan kesenian  dan  memanfatkan  peluang  oleh  pemerintah  daerah  dan    para  pengusaha (investor) di sektor pariwisata untuk bersama-sama dengan masyarakat setempat dalam pengelolaan kegiatan pariwisata di Kabupaten Konawe Utara.

Abstract

Pengabdian masyarakat ini dilakukan di Desa Puuloro, Kecamatan Sampara, Kabupaten Konawe, dengan tujuan meningkatkan kualitas sumber daya manusia dalam mendukung kemandirian ekonomi lokal. Topik ini dipilih karena tingginya potensi ekonomi desa yang belum sepenuhnya dimanfaatkan akibat rendahnya pemahaman dan keterampilan masyarakat dalam manajemen usaha dan pengembangan produk. Metode pengabdian yang digunakan mencakup pendidikan masyarakat, pelatihan, difusi ipteks, mediasi, dan advokasi. Kegiatan ini melibatkan penyuluhan tentang manajemen usaha, pelatihan dalam penggunaan teknologi sederhana seperti Microsoft Excel untuk pengelolaan keuangan, serta pendampingan dalam pengembangan produk dan strategi pemasaran. Hasil pengabdian menunjukkan peningkatan signifikan dalam pemahaman dan keterampilan peserta di berbagai aspek yang diajarkan, terutama dalam hal pengelolaan usaha dan inovasi produk. Kesimpulan dari kegiatan ini menekankan pentingnya pendekatan yang komprehensif dan partisipatif dalam memberdayakan masyarakat desa, serta perlunya dukungan berkelanjutan untuk memastikan dampak jangka panjang dari program pengabdian ini. Hasil ini relevan untuk mendukung pengembangan ekonomi lokal yang berkelanjutan di daerah-daerah yang memiliki karakteristik serupa.

Abstract

Penelitian ini bertujuan untuk mengevaluasi sistem perencanaan, penganggaran, penatausahaan, dan pelaporan keuangan desa di Kabupaten Konawe Kepulauan, dengan fokus pada pengelolaan Dana Desa (DD). Evaluasi ini dilakukan untuk mengidentifikasi permasalahan, kendala, dan memberikan rekomendasi perbaikan dalam pengelolaan keuangan desa, yang meliputi aspek transparansi, akuntabilitas, partisipasi masyarakat, serta kepatuhan terhadap peraturan perundang-undangan yang berlaku. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Data primer diperoleh dari wawancara dengan perangkat desa (kepala desa, sekretaris desa, bendahara, kaur keuangan, kepala seksi), anggota Badan Permusyawaratan Desa (BPD), tokoh masyarakat, serta perwakilan Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Kabupaten Konawe Kepulauan. Data sekunder diperoleh dari dokumen Rencana Pembangunan Jangka Menengah Desa (RPJMDes), Rencana Kerja Pemerintah Desa (RKPDes), Anggaran Pendapatan dan Belanja Desa (APBDes), laporan realisasi APBDes, serta dokumen terkait lainnya. Hasil penelitian menunjukkan bahwa sistem pengelolaan keuangan desa di Kabupaten Konawe Kepulauan masih menghadapi berbagai kendala, termasuk kurangnya kapasitas sumber daya manusia (SDM) aparatur desa dalam bidang perencanaan, penganggaran, penatausahaan, dan pelaporan; lemahnya pengawasan internal dan eksternal; kurangnya partisipasi aktif masyarakat dalam proses perencanaan dan pengawasan penggunaan DD; serta ketidakpatuhan terhadap peraturan yang berlaku, seperti Permendagri No. 20 Tahun 2018 dan Perbup terkait. Proses perencanaan dan penganggaran seringkali tidak melibatkan masyarakat secara optimal, penatausahaan belum sepenuhnya tertib dan akuntabel, serta pelaporan masih menghadapi masalah keterlambatan dan ketidakakuratan data. Penelitian ini merekomendasikan peningkatan kapasitas SDM aparatur desa melalui pelatihan dan pendampingan yang berkelanjutan, penguatan sistem pengawasan internal dan eksternal, peningkatan partisipasi masyarakat melalui sosialisasi dan forum diskusi, serta penerapan sistem informasi keuangan desa (Siskeudes) yang terintegrasi untuk meningkatkan efektivitas, efisiensi, transparansi, dan akuntabilitas pengelolaan keuangan desa di Kabupaten Konawe Kepulauan.

Abstract

The rapid transformation of contemporary work environments driven by digitalization, hybrid work systems, and evolving workforce expectations has intensified the need for effective leadership approaches that foster employee engagement. This study aims to explore the role of transformational leadership in enhancing employee engagement within contemporary organizational contexts using a qualitative research design. Guided by a phenomenological approach, data were collected through in depth semi structured interviews with employees who had direct supervisory relationships in digitally mediated or hybrid work settings. Thematic analysis revealed four major themes: visionary inspiration and meaningful work, individualized support and psychological safety, intellectual stimulation and professional growth, and trust based relationships and organizational identification. The findings indicate that transformational leadership strengthens employee engagement by cultivating meaningfulness, empowerment, trust, and intrinsic motivation, which collectively enhance employees’ physical, cognitive, and emotional involvement in their work roles. The study extends existing leadership and engagement theories by providing contextualized insights into how transformational leadership is experienced in modern organizational environments. Practically, the findings highlight the importance of developing transformational competencies among leaders to sustain engagement and performance in increasingly complex and interconnected workplaces

Abstract

The rapid development of digital financial technology has significantly transformed investment activities by providing easier access to financial markets through digital investment applications. This study aims to explore the perceptions and experiences of beginner investors in making investment decisions in the digital era. Using a qualitative research approach with a phenomenological perspective, data were collected through semi-structured interviews with beginner investors who actively use digital investment applications. The collected data were analyzed using thematic analysis to identify patterns and themes related to investors’ experiences and decision-making processes. The findings reveal that investment decision-making among beginner investors is influenced by several interconnected factors, including the accessibility and usability of digital investment platforms, the influence of social media and online communities, the development of financial literacy, and psychological experiences related to investment gains and losses. Digital investment applications play a crucial role in lowering barriers to market participation by providing user-friendly interfaces and accessible financial information. However, reliance on social media as a source of investment information may also expose investors to misinformation and speculative investment behavior. In addition, emotional responses such as confidence, fear, and uncertainty often influence investment decisions among beginner investors. Overall, the study highlights that investment decision-making in the digital era is a multidimensional process shaped by technological accessibility, social influence, financial knowledge, and psychological factors. These findings contribute to a deeper understanding of investor behavior in digital financial environments and emphasize the importance of financial education and responsible investment practices.

Abstract

Spatial planning has been recognized as a critical tool for guiding regional development in alignment with environmental conservation and food security objectives. However, in practice, discrepancies often exist between formal spatial planning and adaptive, locally-based agricultural systems. This gap creates a knowledge divide in understanding how spatial and agroecological aspects can be synergistically integrated to support the sustainability of agricultural areas. This study aims to explore the integration of spatial planning and agroecology practices to enhance the carrying capacity of agricultural zones within rural development areas. The research employs a qualitative approach with a sequential explanatory design, beginning with in-depth interviews with local stakeholders in North Konawe Regency. The findings indicate that strengthening the carrying capacity of agricultural areas requires a more contextual integration between spatial planning policies and community agroecological practices, which, in turn, enhances the effectiveness of regionally-based development planning. These results have theoretical implications for expanding the understanding of the interrelationship between spatial planning and agroecology, as well as practical implications for formulating policies that leverage local potentials to achieve sustainable rural development.
