Abstract

This study examines the dimension of drivers in the implementation of the unworthy housing program in Palembang City. Data were analysed using an interactive model which includes three components of the analysis, namely reduction, data presentation, and conclusion drawing. The results showed that based on the planning dimension, the limited amount of budget owned by the government when compared to Mobilization, the socialization carried out was not optimal, the community was quite enthusiastic about participating in the unfit home rehabilitation program in Palembang City by building their own houses. However, development is being carried out quite slowly due to a lack of expertise and due to the busyness of the community making a living. To overcome this, it is necessary to motivate the community to carry out the construction of their houses, including giving wages.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan penggunaan aplikasi eSPM dalam masa pandemi COVID-19 di LPMP Provinsi Sumatera Selatan. Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data menggunakan dokumentasi, wa-wancara dan observasi secara langsung terhadap informan yang bersangkutan. Dalam penelitian Implementasi Kebijakan Penggunaan Aplikasi eSPM Dalam Masa Pandemi COVID-19 di LPMP Provinsi Sumatera Selatan, peneliti menggunakan model implementasi kebijakan Randall B. Ripley dan Grace A. Franklin yang menyebutkan bahwa keberhasilan implementasi ditentukan de-ngan adanya kepatuhan terhadap peraturan yang berlaku, pelaksanaan rutinitas fungsi dan dampak yang ingin dikehendaki. Dari hasil penelitian yang dilakukan diperoleh kesimpulan bah-wa Implementasi Kebijakan Penggunaan Aplikasi eSPM Dalam Masa Pandemi COVID-19 di LPMP Provinsi Sumatera Selatan sebagai salah satu implementor telah cukup baik dalam melak-sanakan sesuai dengan standar dan prosedur berdasarkan Surat Edaran Direktur Jenderal Perben-daharaan nomor SE-31/PB/2020 tanggal 13 April 2020 tentang Mekanisme Pengiriman Dokumen Tagihan Secara Elektronik Pada Masa Keadaan Darurat Coronavirus Disease 2019 (COVID-19).

Abstract

Annual leave can be filed once a year for 12 working days. The rules for officer leave are found in the National Civil Service Regulations number 24 of 2017 concerning Procedures for Giving Civil Servant Leave Civil, however, in its implementation during the Covid-19 Pandemic employees are expected to postpone their annual leave, especially when it coincides with cancellation of joint leave. The results of the study show that the Implementation of the policy for applying form employee leave is carried out according to the SOP, which 1-2 working days,and processed internally. By general implementation of submission policy officer leave at the time of the Covid-19 Pandemic at the investment Departement and one stop integrated service office this study uses qualitative research methods in the form of written data explained orally by the respondents observed.

Abstract

Public Relations (PR) is all efforts and endeavors carried out with the aim of shaping the perception and judgmental responses of others. Issues within PR include instances where reports on development programs by some media are turned into advertorials (ads) without prior confirmation from PR, PR's limited ability to prevent unbalanced and inaccurate information in the news, a lack of scheduled press meetings with mass media, and suboptimal provision of press releases to journalists. The objective of this research is to analyze the role of the Public Relations of the South Sumatra Provincial Government in improving relations with the mass media. Based on the research results, the Public Relations and Protocol Division of the South Sumatra Provincial Government plays its role effectively in enhancing relations with the mass media, which includes understanding and serving the media collaboratively and efficiently. Regarding building the organization's trustworthy reputation in the media, PR achieves this by providing materials and engaging in overall two-way communication effectively. Ensuring the provision of adequate and accurate information, PR and Protocol are required to excel in writing press releases, which has been carried out effectively. In terms of cooperating in the provision of materials and information through press conferences, PR has also been doing well. Additionally, providing verification facilities with dedicated media rooms has been effective. Building strong personal relationships with the media, as seen through the available human resources and advertorial placements in media collaborations, has been satisfactory as well.

Abstract

In the Regulation of the Director General of Islamic Guidance No. DJ.II/426 of 2008 concerning Guidelines for the Implementation of Duties and Credit Score Assessment for the Functional Position of "Penghulu" (Islamic marriage officiant), the main tasks of a Penghulu include planning community marriage-related activities, supervising the recording of marriages or divorces, conducting marriage or divorce services, providing advice and consultation on marriage and divorce, monitoring violations of marriage and divorce regulations, issuing legal opinions (fatwa) on marital matters, providing guidance in Islamic transactions (muamalah), and developing community marriage-related activities. In addition, their duties also encompass the development of harmonious families and monitoring and evaluating community marriage-related activities. The purpose of this research is to analyze the implementation of administrative processes related to the role of Penghulu in the Ministry of Religious Affairs in the Ogan Ilir Regency. Some of the identified issues include a lack of human resources to record marriage and divorce events using the SIMKAH WEB system, as well as deficiencies in infrastructure, particularly in terms of internet connectivity and computers. This research employs qualitative data analysis techniques, collecting data through interviews, documentation, and observation. The research findings indicate that, in general, the administrative processes related to the role of Penghulu in the Office of the Ministry of Religious Affairs in Ogan Ilir Regency are being carried out as expected. However, there are still challenges related to a shortage of human resources for recording marriage and divorce events using the SIMKAH WEB system, as well as deficiencies in infrastructure, particularly in terms of internet connectivity and computer resources.

Abstract

Pempek is a typical culinary dish from Palembang city made from processed fish meat mixed with sago. The fish meat used is also varied, such as mackerel, snakehead fish, and snapper. This has created various types of pempek in Palembang city, such as pempek lenjer, pempek kapal selam, pempek kering, pempek lenggang, pempek pistel, pempek bebek, pempek kulit, and so on. The method used by the author in this paper is a descriptive method. According to Ruslan (2008:12), the descriptive method aims to describe the characteristics (traits) of individuals, situations, or certain groups. This method is relatively simple and does not require a complicated theoretical basis or submission of certain hypotheses. In this writing, the author wants to emphasize the importance of branding and packaging in a business accompanied by the use of social media. From this, it is hoped that it can facilitate the dissemination of information about Pempek Koyek and the culinary products being sold. Therefore, in this article, the author hopes that this socialization can be useful and implemented in the future, not only by Pempek Koyek, but also by residents around Kelurahan 7 Ulu

Abstract

The purpose of this study was to determine the extent to which the effectiveness of the Motor Vehicle Tax Bleaching Program in Increasing Local Revenue for the Province of South Sumatra in 2021. The theory used in this research is the theory of effectiveness by Richard M. Steers. The research method used is a qualitative method. There were 8 people who were used as informants in this study. The results of this study used an analysis of the research focus on the achievement of objectives, integration, adaptation which showed that based on the research focus the objectives were good and the design objectives had been successful and achieved. Furthermore, judging from the research focus, the integration of program socialization is going well because it utilizes digitalization as a means of socialization. and finally the focus of research Adaptation adjustments to the program are carried out well because of the coordination of the traffic police to carry out a network of motor vehicle raids that are still not compliant with motor vehicle taxes.

Abstract

This research aims to evaluate the effectiveness of criminal investigations at the Ilir Barat I Palembang Sector Police. Effective investigations are key in law enforcement, especially in ensuring that the judicial process runs fairly and efficiently. This research uses a qualitative descriptive method by collecting data through interviews with investigators, analysis of case documents, and direct observation of the investigation process. The research results show that the effectiveness of investigations at the Ilir Barat I Palembang Police Sector is at a fairly good level, but there are still several challenges, such as limited resources, high workload, and lack of supporting facilities. Factors that support the effectiveness of investigations include the experience and competence of investigators, as well as cooperation with other parties, including the community and related institutions. However, obstacles such as complex bureaucratic procedures and technical obstacles in collecting evidence often slow down the investigation process. The recommendations given include increasing the capacity of investigators through training, improving supporting facilities, and simplifying bureaucratic procedures to improve the efficiency and quality of investigations at the Ilir Barat I Palembang Sector Police. With these steps, it is hoped that the investigation process can run more effectively and make a greater contribution to law enforcement efforts.

Abstract

This study aims to examine the extent to which the effectiveness of the implementation of the electronic ticketing system is enforced by the vision factor and the variables applied and what factors influence the success and obstacles. Transformation of the digital electronic ticketing system in an effort to develop a smart city in the city of Palembang. The research analysis uses Edward III's theory, namely: standard operating procedures, resources, communication and disposition which are the attitudes of the Palembang Police Traffic Unit. The study uses a qualitative descriptive approach method, data collection techniques, observation interviews, documentation, data collection was carried out on the Palembang Police TMC staff. The results of the study showed the awareness of drivers in traffic order, the lack of Palembang Police TMC personnel, drivers are still looking for loopholes in the ETLE system by covering vehicle plate numbers, making fake plate numbers, the number of vehicle ownership using the name of the old owner, and the delivery of ticket letters that have not been on target because drivers have moved domicile. The need for additional TMC staff personnel, community communication to need to be improved again to build more concrete socialization, the implementation of ETLE can be emphasized again to the community in order to create support for conducive socio-cultural conditions and improve ETLE technology that makes no loopholes for traffic violators for the realization of the smart city of Palembang, the world's destination.
