Abstract

ABSTRAK: Program PMT (Pembinaan Masyarakat Terasing) di Indonesia menggunakan pola permukiman kembali, yakni memindahkan penduduk asli atau suku terasing ke pemukiman baru. Dengan pemukiman baru diharapkan suku terasing, seperti Suku Kubu, dapat dimasyarakatkan seperti layaknya masyarakat yang sudah maju. Maka disusunlah perencanaan berdasarkan konsep ideal yang rapi, dengan penanggung jawab teknis adalah Departemen Sosial. Namun program ”pembinaan” ini ternyata mengalami kegagalan. Tidak cukup bertahan dalam setengah tahun, atas kesadaran mereka dan pertimbangan rasional mereka, maka orang-orang Suku Kubu ini kembali ke pondok-pondok asal mereka di Bukit Duabelas. Program ”pembinaan” yang mereka harapkan ternyata tidak sesuai dengan kenyataan. Program ”pembinaan” dengan pola permukiman kembali suku terasing, termasuk Suku Kubu, justru merupakan proses pengasingan bagi masyarakat terasing yang sesungguhnya memiliki nilai-nilai kearifan lokal dan tradisional yang justru mungkin dapat membangun kembali tatanan masyarakat modern yang lebih menjamin penghargaan atas kemanusiaan. Hasil analisis dan temuan di lapangan menunjukkan bahwa untuk mensukseskan program memasyarakatkan suku terasing harus diubah dari pola ”pembinaan” menjadi pola ”pemberdayaan” dengan berbagai kebijakan yang lebih memperhatikan aspirasi dan nilai-nilai budaya lokal yang mereka miliki. Abstract

This research was conducted to determine the ecology of the Kubu tribe concerning the environment, and profile characteristics of life, including social structure, culture and philosophy of life Kubu tribe living in the jungle in Banyuasin regency, South Sumatra. The research method used in qualitative research is descriptive. Data collection used by observation field study, namely: interviews, archival research and literature study. As for the hypothesis of social anthropology model Radcliffe-Brown and Malinowski that tribal cosmology associated with the inner world tribe and the outside world inhabited by people of traditional post. In reality on the ground, since 2004 there have been many ecological changes around the Kubu tribe Batang Hari Leko Banyuasin District. Changes that occurred include execution of programs by the government’s transmigration land-clearing, land clearance by plantation companies and the coming of a large number of nomads who lead traditional ecological Kubu tribe becomes narrower

Abstract

Provinsi Sumatera Selatan merupakan salah satu provinsi yang terus berusaha melakukan pencegahan penyebaran Corona Virus Desease 19 di Lingkungan Pemerintah Daerah Provinsi Sumatera Selatan yaitu dengan cara menindaklanjuti Surat Edaran Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 67 Tahun 2020 tanggal 4 September 2020 tentang Perubahan Surat Edaran Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 58 Tahun 2020 tentang Sistem Kerja Pegawai Aparatur Sipil Negara dalam Tatanan Normal Baru. Adapun tujuan dari penelitian ini yaitu untuk mengetahui Implementasi Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan. Hal yang diidentifikasikan yaitu: Komunikasi masih dilakukan satu arah yang berdampak pada: Gaya komunikator yang mengendalikan/ otoriter yang menggunakan jenis komunikasi lisan sifatnya satu arah (vertikal) sehingga atasan sulit untuk menerima keluhan, saran, dan tanggapan dari bawahan secara langsung serta Tanggapan dari bawahan/ komunikan sulit diketahui oleh atasan karena dalam bentuk komunikasi tulisan yang berupa laporan bulanan, laporan tahunan, rencana kerja dan sasaran/ target kerja karena harus dibaca, diteliti dan dipelajari terlebih dahulu agar mudah dimengerti serta Masih ada pegawai yang belum mentaati peraturan mengenai Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan tahun 2020. Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis data kualitatif. Penelitian ini menunjukkan bahwa: secara keseluruhan Implementasi Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan, dapat disimpulkan bahwa secara keseluruhan Implementasi Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan sudah dilaksanakan sesuai dengan Surat Edaran Gubernur Sumatera Selatan Nomor 800/1492/BKD.l/2020 tentang Sistem Kerja Aparatur Sipil Negara Dalam Tatanan Normal Baru di Lingkungan Pemerintah Provinsi Sumatera Selatan, walaupun dari segi komunikasi, dan mekanisme/ prosedur masih mengalami sedikit hambatan. Seperti 1) Komunikasi masih dilakukan satu arah. 2) Masih ada pegawai yang belum mentaati peraturan mengenai Kebijakan Pencegahan Penyebaran Corona Virus Desease 19 di Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Selatan tahun 2020.

Abstract

The purpose of this study is to analyze the analysis of applications for handling corruption in Ogan Komering Ilir Regency. This research is a qualitative research. Data or news is collected through interviews with informants. The result of the research shows that the analysis of the implementation of the Handling of Corruption Crimes in Ogan Komering Ilir Regency has been realized although there are still some obstacles. The following will present some conclusions as a result of the origin of the research activities as follows. based on the dimensions of Planning, the lack of available funds, and inadequate personnel capabilities due to mutations or rolling personnel. Another obstacle is the unavailability of facilities and infrastructure, such as the absence of tools for tracking telephone numbers from suspected corruption. According to the organizational dimension, the lack of coordination is one error using the Corruption Eradication Commission (Corruption Eradication Commission) which results in frequent clashes between law enforcement agencies, where all feel they have a share in a corruption crime. according to the dimensions of the Movement, socialization has been carried out through counseling, banners, through regional radio, information letters and through broadcasts or advertisements broadcast on television. Then the application of activities for handling corruption crimes has been carried out in accordance with existing mechanisms. based on the dimension of supervision, internal control has been carried out in stages in accordance with the organizational structure through tight evaluation of activities, briefings, direct supervision and through written reports. External supervision is carried out by the Election Eradication Commission (Corruption Eradication Commission), through personal introductions and online media. Citizens also as social control comes from handling corruption.

Abstract

The purpose of this study was to analyze the Implementation of the Handling of Corruption Crimes Direct Cash Assistance of Village Funds During the Corona Virus Disease Pandemic in Musi Rawas Regency. This study uses a qualitative descriptive analysis technique. Based on the results of research and discussion in the previous chapter, the following conclusions can be drawn: (1). The plan consists of the dimensions of the target to be achieved, namely the prevention of criminal acts of corruption in direct cash assistance from village funds carried out by elements of the village apparatus, then the dimensions of the regulations used in this activity, namely Law Number 31 of 1999 in conjunction with Law No. Number 20 of 2001 concerning Eradication of criminal acts of corruption. (2). For the organizing dimension, the indicators for implementing human resources are 8 people, the organizational structure decided by the Head of the Resort Police regarding the organizational structure of the Mura Police Criminal Investigation Unit, the division of labor in accordance with the main tasks, and the positions held by each existing personnel. (3) The dimensions of implementation for the process and mechanism for handling corruption in direct cash assistance from village funds during the corona virus disease pandemic in Musi Rawas Regency follow established procedures and procedures, namely in accordance with applicable laws and regulations. (4). The supervisory dimension for the supervisory stage is the existence of external supervision and internal supervision in the Implementation of Handling Corruption Crimes Direct Village Fund Cash Assistance During the Corona Virus Disease Pandemic in Musi Rawas Regency.

Abstract

According to Law No. 20 of 2003 on the National Education System, education functions to develop abilities, form character, and civilize a dignified nation in order to educate the nation's life. The government is always making improvements and developing quality in the national education system. One of the government's efforts is to change the curriculum from KTSP to Curriculum 2013. The curriculum is implemented by utilizing natural, social and cultural conditions and regional wealth for educational success with optimal content of all study materials. Indonesian Language Teachers in the Sub Rayon SMA Negeri 12 Palembang have managed the Indonesian Language Curriculum, but still experience obstacles. Based on the results of pre-research interviews, it is known that, in preparing and managing Indonesian Language Learning tends to deal with several problems related to ignorance and the tendency to ignore this management. The purpose of this research is to analyze Indonesian Language Teacher Learning Management in Sub Rayon SMA Negeri 12 Palembang. This research uses a qualitative approach with a descriptive level of explanation. Based on the results of research and discussion of the results of the study it can be concluded that the Learning Management of Indonesian Language Teachers in the Sub Rayon SMA Negeri 12 Palembang is quite optimal even though it still experiences some obstacles. In the formulation of Indonesian Language Teachers Learning Management Plan in Sub Rayon SMA Negeri 12 Palembang, it has been done well which is carried out in the form of training groups for Indonesian language teachers through MGMP activities. However, Indonesian Language Teachers in SMA Negeri 12 Palembang do not have a vision, mission, and goals in Indonesian language learning in writing. Based on the dimension of Controlling, Monitoring Learning Management of Indonesian Language Teachers in Sub Rayon SMA Negeri 12 Palembang, it is known that there is still a lack of supervision and monitoring from superiors in this case the principal and the curriculum section in terms of implementing workshops and in house training for Indonesian language teachers so that they understand about Indonesian language learning management.

Abstract

The purpose of this study was to analyze the implementation of the Accreditation of Job Training Institutions at the Manpower and Transmigration Office of South Sumatra Province in 2021. The type of data used in this research is included in the type of qualitative data obtained from interviews with informants, besides that this research also refers to books , regulations, documents, journals and other literature that are considered relevant to this research. This study uses G.R Terry's theory using management functions namely Planning, Organizing, Actuating and Controlling. The first dimension is Planning, both in terms of Human Resources planning who already have competence in their respective fields, as well as from planning the implementation of well-planned activities, starting from the implementation of technical guidance on accreditation until the plenary meeting is held. The second dimension is that the organization can be said to be good, because the Office of Manpower and Transmigration of South Sumatra Province, KA-LPK and the team of assessors have carried out their duties assigned to people according to their abilities, and allocated resources, and coordinated them in the accreditation activities.

Abstract

This research aims to evaluate the supervision of road construction in Air Putih Ilir Village, Plakat Tinggi District, Musi Banyuasin Regency. This research is qualitative in nature, with qualitative data obtained through interviews with informants and analysis of relevant documents. The research results show that although supervision of road construction in Air Putih Ilir Village, Plakat Tinggi District, Musi Banyuasin Regency has been carried out, it has still not reached the optimal level. This is caused by several factors, including a lack of knowledge and skills of supervisory officers, as well as limited funds available. This lack of funding also results in a lack of equipment and facilities that support the work of monitoring officers, such as vehicles that are often damaged. On the planning side, the lack of knowledge and ability of officers as supervisors is one of the obstacles. In implementation, the lack of information from field implementers is also a problem, because they feel that there are people who are more competent in answering questions. In addition, the low quality of construction materials results in rapid road damage, and there is also road construction that is not in accordance with the wishes of the community. Regarding reporting, the Audit Results Report has been prepared, but is often delivered late due to delays in submitting the report from the implementing party. This is because there are still deficiencies in collecting the required data and documents, so it requires additional time to complete them.

Abstract

In the Regulation of the Director General of Islamic Guidance No. DJ.II/426 of 2008 concerning Guidelines for the Implementation of Duties and Credit Score Assessment for the Functional Position of "Penghulu" (Islamic marriage officiant), the main tasks of a Penghulu include planning community marriage-related activities, supervising the recording of marriages or divorces, conducting marriage or divorce services, providing advice and consultation on marriage and divorce, monitoring violations of marriage and divorce regulations, issuing legal opinions (fatwa) on marital matters, providing guidance in Islamic transactions (muamalah), and developing community marriage-related activities. In addition, their duties also encompass the development of harmonious families and monitoring and evaluating community marriage-related activities. The purpose of this research is to analyze the implementation of administrative processes related to the role of Penghulu in the Ministry of Religious Affairs in the Ogan Ilir Regency. Some of the identified issues include a lack of human resources to record marriage and divorce events using the SIMKAH WEB system, as well as deficiencies in infrastructure, particularly in terms of internet connectivity and computers. This research employs qualitative data analysis techniques, collecting data through interviews, documentation, and observation. The research findings indicate that, in general, the administrative processes related to the role of Penghulu in the Office of the Ministry of Religious Affairs in Ogan Ilir Regency are being carried out as expected. However, there are still challenges related to a shortage of human resources for recording marriage and divorce events using the SIMKAH WEB system, as well as deficiencies in infrastructure, particularly in terms of internet connectivity and computer resources.

Abstract

This research aims to determine the analysis of the implementation of logistics assistance operations in the West Papua region. The research method used is a qualitative method with data analysis techniques, data collection, data condensation, data display, conclusion drawing/verification. The object of this research was the Badminton Task Force in West Papua, totaling 7 informants who conducted interviews. Problem identification in this research discusses the defense equipment used in implementing logistical assistance, unpredictable weather factors, and the operational terrain traversed. The results of the research carried out show that the implementation of logistics assistance activities in West Papua has shown good results, runs in accordance with existing procedures, and all logistics activities to meet needs are running quite well and are supported by TNI Headquarters. TNI Headquarters will support the needs of goods and services for troops during operational duties.
