Abstract

The backround of vision policy implementation in this govermental development, was pushed by the duty of political elite leader for implementing their promise to societies through vision and mission presentation, so the power legitimation could be believed societies. This research explain about the implementation in developmental mission and vision Tidore Government during 2005-2010 years. More substansially, the aim that would be reached are to know the succes implementation model of George Edaward III, about communication, , resourch, bureaucratic structure and dissposition in making that vision and mission. Besides that, this thesis also want to study the policy implementation failure in Tidore developmental programe. The model that uses is Merille Gerindle model, foccused that an implementation is failure because two factors, namely: (1) it relates with the policy contents, (2) and, it relates with the public policy environment. Methode that used in this research is qualitative research model. The data analysis model, according to Miles Huberman in this research describing three analysis rank (1) data reduction, (2) data presentation, (3) Conclussion result. The research result showed that several field communication in implementing vision and mission like religion and indepence by selfregulating that exist or according with RPJMD developmental planning, , mass media, semiloka, form seminary, consolidation form, there is religion medium for civiz religious form. Resources are still lack, bureaucratic structural empowering is still weak. It insight by intervention behaviour and disfungtion between one part with the others.. Disposition is also still improved because low of commitmen, thrust, consistency in developmental implementation in Tidore Archipelago. Even the faile form policy implementation in order to make governmental programe indicates that policy makers and politital elite has big power to influence those implementation developmental programe implementation in Tidore Archipelago, because they determine the decission contents of those programes. The Reccomenadations mjust be improved in implemanting Governemntal developmental’s vision and mission is to communicate those vission and and at the really foccus. The improvement of human resources by practice and education wiyth step by step system for state apparatus in Tidore Government. Redesign of bureaucratic structure has aims in order to make open system and design management system toward simple of bureaucratic structure and make many function. People need ability improvement with commitmen, trust, consistency for doing government duty, with consider policy contents and policy environmental contex in the field area.

Abstract

Land certificate service is an implementation practice of land office’s institutional function in the context of land registration and issuance of land certificates, in order to guarantee a legal certainty and provide a legal protection for land owners. Somehow in the implementation, there are some insights or judgements from the people who used this service to process certificates regarding to service performance at the land office. There are some insights such as: the requirements are difficult, the procedures are complicated, the completion time is uncertain, the terms take a long time, the costs are expensive and the assessment is not transparent. This is cannot be separated from the aspects of service management. This research aims to analyse and find out the extent of the implementation of land certificate services at the East Halmahera Regency Land Office, then to analyse and find out in depth the factors that support and impede the implementation of land certificate services at the East Halmahera Regency Land Office. This research is qualitative research used a descriptive approach. Based on the research results, there are the following conclusions: First, the implementation of land certificate service management at the East Halmahera Regency Land Office has not been successively well, which has an impact on improving service performance and providing satisfaction for the entire community. From the planning aspect, there are clear targets and service program strategies as well as resources in the form of budget availability, however at the implementation stage there are deficiencies in the aspect of guaranteeing certainty of timely completion. However, from the aspect of actuating ability, in terms of motivation to carry out actions with awareness to achieve service goals, there are employees who still weak in the responsiveness indicator. For example, the employee while serving the community, they keep chats with fellow employees about something that is not related to the work or service being carried out, so the work are take more time to be done; Second, there are supporting factors in the form of a strategic office location in providing services as well as a comfortable office atmosphere. However, there is a constraining factor that has a real influence, namely the lack of employees in accordance with the workload of services that must be carried out. Based on the result conclusions above, the recommendations/suggestions of this research are: First, the Head of the East Halmahera Regency Land Office needs to increase the application of employee discipline at work and provide action or sanctions to employees who are not disciplined at work. In addition to efforts to increase the number and quality of employee human resource capabilities according to the need for competency and skills needed to ensure that the implementation of land certificate service management can run effectively and efficiently in improving the performance of good land certificate services; Second, every employee must have the awareness and work motivation to ensure that aspects of land certificate service management at the East Halmahera Regency Land Office can run well. In this way, it can increase public satisfaction in receiving services

Abstract

Setiap warga negara Indonesia memperoleh jaminan suntuk beraktivitas hidup sesuai dengan peraturan perundang-undangan yang berlaku, termasuk dalam hal menikah sesuai dengan ketentuan agama yang dijalani oleh warga negaranya. Tujuan pernikahan adalah untuk mewujudkan masyarakat yang sejahtera, baik secara materi maupun spiritual. Suami istri berperan penting dalam mewujudkan tujuan tersebut. Oleh karena itu, program bimbingan pranikah dari Kantor Urusan Agama Kecamatan sangat penting dilakukan sebagai bentuk pembekalan bagi setiap calon pengantin agar dapat membentuk rumah tangga yang harmonis. Penelitian ini bertujuan untuk mengetahui sejauh mana implementasi program pra nikah pada calon pengantin Kantor Urusan Agama Kecamatan Tidore Utara Kota Tidore Kepulauan dan apa saja faktor kendala dalam implemetasi program tersebut. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian melahirkan kesimpulan: Pertama, Implementasi Program Bimbingan Pranikah di Kelurahan Rum Kecamatan Tidore Utara Kota Tidore Kepulauan, dianalisis berdasarkan model implementasi George C. Edward III, yang terdiri variabel komunikasi, sumber daya, disposisi dan struktur birokrasi secara umum dapat dikatan terlaksanakan, akan tetapi keberhasilannya belum optimal. Kedua, Faktor pemnghambat yang dihadapi dalam Implementasi Program Bimbingan Pra Nikah ini di kecamatan Tidore Utara adalah masih kurangnya sumber daya manusia; sarana-prasarana penunjang seperti ruangan khusus bimbingan belum tersedia secara memadai: dan masih kurangnya alokasi anggaran operasional pelaksanaan program dibandingkan dengan luas wilayah cakupan pelayanan Kantor Urusan Agama Kecamatan Tidore Utara.
