Abstract

Perkembangan transportasi daring telah memberikan tantangan terhadap sektor kebijakan publik untuk dapat mengikuti perkembangan teknologi informasi. Namun, pemerintah sebagai regulator terlihat gagap menemukan peraturan yang tangkas untuk menghadapi fenomena transportasi daring tersebut. Artikel ini akan mengurai dinamika kebijakan pengaturan transportasi daring dan dampaknya terhadap masyarakat. Sampai saat ini setidaknya telah dilakukan tiga kali revisi atau perbaikan terhadap Peraturan Menteri Perhubungan (Permenhub) yang mengatur transportasi daring, yaitu Permenhub No. 32 Tahun 2016, Permenhub No. 27 Tahun 2017 dan Permenhub 108 Tahun 2017. Namun demikian, pro dan kontra masih saja muncul terkaitdengan transportasi daring tersebut karena minimnya kebijakan yang lebih terintegrasi dan komprehensif yang mengikutsertakan berbagai kementerian dan lembaga terkait untuk merumuskan dan melaksanakan kebijakan tentang transportasi daring. Karena itu, pelibatan berbagai aktor dan kelompok kepentingan perlu untuk diperhatian lebih baik, karena merekalah yang akan menerima dampak kebijakan dan melaksanakan kebijakan itu sendiri. Apalagi masyarakat digital yang menggunakan bantuan teknologi informasi untuk melakukan aktifitas kesehariannya memiliki ciri yang berbeda dengan kondisi masyarakat sebelumnya. Transportasi daring telah berhasil mendorong perubahan sosial dalam tiga tingkatan, yaitu tingkat individu, tingkat antar-individu dan tingkat komunitas. Kata Kunci: Dinamika Kebijakan, Transportasi Online, Perubahan Sosial.

Abstract

The background for the establishment of Law Number 27 of 2022 concerning Personal Data Protection raises a critical question that the Indonesian government must address, who will oversee and safeguard the security of citizens' data in public administration systems. The purpose of this study is to examine the implementation of One Data Indonesia through Presidential Regulation Number 39 of 2019 (Perpres No. 39 of 2019) regarding One Data Indonesia, which remains a strong foundation for regulating government data governance. Unfortunately, this regulation does not yet include security aspects, which should be one of the principles of One Data Indonesia. This study explores Perpres No. 39 of 2019 as a critique of the regulation. The findings highlight the importance of incorporating security aspects to protect the sovereignty of government data used in public administration, especially in electronic processes conducted domestically. The principle of data security is a crucial component of the implementation of One Data Indonesia, which will be integrated with various other policy products, such as the Presidential Regulation on Electronic-Based Government Systems, the Presidential Regulation on Accelerating Digital Transformation and Integration of National Digital Services, the Law on Information and Electronic Transactions, the Law on Personal Data Protection, and other relevant regulations.

Abstract

The Public Speaking Training Program in English was conducted by mentioned lecturers) from Political Science Department and International Relations Department, Universitas Pembangunan Nasional Veteran Jakarta (UPNVJ through the reactivation of the English Club Reborn in Bekasi City. This is a community service initiative aimed at enhancing the English language skills of children, teenagers, and adults. In today's globalized world, proficiency in English is a vital skill that opens numerous opportunities in education and careers. Bekasi, as a rapidly developing city, has significant potential to serve as a buffer for the international city of DKI Jakarta. The long-term goal of this program is to create quality human resources ready to compete at both local and international levels. Methods to achieve these goals will include interactive classes, group discussions, and public speaking practice. Activities will be conducted regularly in the form of workshops, featuring experienced guest speakers. Additionally, the program will leverage digital technology to support learning through online platforms and social media. Expected outcomes of this program are enhanced English language skills among participants, the establishment of an active English Club community, and increased confidence in public speaking. Ultimately, this program aims to make a significant contribution to human resource development in Bekasi City. In addition, this program is also expected to become a model for education-based community development that can be replicated in other regions.

Abstract

The Russia-Ukraine war triggered a global fertilizer supply crisis, revealing the vulnerability of import-dependent agricultural systems. This study examines Indonesia’s policy response to the fertilizer supply crisis during the 2022 Russia–Ukraine war, focusing on the expansion of subsidies for urea and Nitrogen, Phosphorus, and Potassium fertilizers. The objective is to identify how Indonesia’s policy represents a Reformist trend – one of Holt-Giménez and Shattuck’s typologies – within the corporate food regime. Using a qualitative research method, the study draws on secondary data, including policy documents, government budget reports, and statements from international organizations. The findings show that Indonesia’s policy actions exemplify the Reformist trend within the corporate food regime, in which the state seeks to manage crises and maintain political stability without transforming structural dependencies.
