Abstract

ABSTRACT Village development that is still not optimal is a problem that is closely related to the role of lokal assistants that are not optimal. This can be seen from the village development process how the role of the lokal village assistant as a facilitator and communicator and what obstacles are faced by the role of the village lokal companion which causes his role as a companion is still not optimal. The results showed that the role of lokal assistants in Babai Village was still not optimal, judging from their role as facilitators and communicators. As a facilitator in the planning, community empowerment and evaluation stages, it has been going well but in the implementation stage, this is still lacking, as can be seen from the lack of community participation during the implementation of development. As a communicator in the stage of community empowerment and development evaluation is quite good but in the planning and implementation stage of development is still not good, this can be seen when lokal village assistants are unable to provide solutions in planning and implementing development in the village. Influencing factors are coordination, workload and quality of human resources as lokal companions to the village. The results of this study are suggested to form an assessment team to conduct evaluations, openness in the process of recruiting lokal village assistants, the need for accurate village mapping and adjusting to the residence of lokal village assistants, providing supporting work facilities and infrastructure and socialization. Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses Kinerja Aparatur Dalam Memberikan Pelayanan Publik Masa Pandemi Covid-19 Di Kecamatan Kandangan Kabupaten Hulu Sungai Selatan, yang mana masih terlihat ada fenomena ke kurang disiplinan aparatur kecamatan dalam melakukan pelayanan, dan sebagian masyarakat yang juga kurang disiplin menerapkan protokol kesehatan pada saat pelayanan. Hasil Penelitian menunjukkan bahwa kinerja aparatur Kecamatan Kandangan Kabupaten Hulu Sungai Selatan dalam memberikan pelayanan publik masa pandemi Covid-19, baik pelayanan perijinan maupun non perijinan, maka dari hasil yang dianalisis menggunakan indikator kemampuan bekerjasama, kualitas pekerjaan, kemampuan teknis, inisiatif, semangat kerja, daya tahan/kehandalan, kuantitas pekerjaan, secara umum sudah baik. Adapun faktor penghambat kinerja aparatur kecamatan Kandangan Kabupaten Hulu Sungai Selatan adalah: Terbatasnya anggaran dan Kurangnya kedisiplinan aparatur dalam mengelola waktu kerja.Kata kunci: Kinerja, Aparatur, Pelayanan, Pandemi Covid-19

Abstract

This study aims to examine the implementation of a complete systematic land registration policy based on community participation (PTSL-PM) in Balangan District, South Kalimantan Province. The research method used is a qualitative research method with a descriptive approach, while data collection techniques are through interviews, observation and documentation. The analysis technique used is the model from Mazmanian and Sabatier. Meanwhile, the extent to which the Balangan district community is involved in supporting PTSL-PM activities is analyzed using Arnstein's concept of the eight steps of community participation. The results of the study show that the influential variables according to this theory have indirectly been identified, analyzed and searched for a solution strategy in its implementation so that PTSL-PM activities in Balangan district can meet the number of predetermined physical and financial completion targets. In addition, the involvement and participation of the Balangan Regency community members which is one of the advantages of PTSL-PM activities in Balangan Regency is in degrees of tokenism and is included in the fifth Placation ladder. In this position the expected form of community participation still requires intensive assistance from the Balangan District Land Office Team. Abstract

 Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif dan didasarkan atas paradigma positivisme yang bersifat logico-hypotheco-verivicatife. Tipe penelitian ini bersifat eksplanatif-asosiatif yakni menganalisis perubahan dan mekanisme bantuan sosial dengan pola perilaku keuangan keluarga. Hasil penelitian ini menunjukkan bahwa Penyaluran bantuan sosial secara tunai masih terdapat kekurangan dimana memerlukan waktu dan biaya, penerima manfaat belum terhubung dengan sektor keuangan, dan memicu perilaku konsumtif/belum ada usaha budaya menyimpan/menabung, maka dari itu penyaluran bantuan sosial secara non tunai bertujuan untuk mengurangi risiko moral hazard lebih kecil, meningkatkan efisiensi, transparan dan akuntabilitas dalam penyaluran bantuan, peningkatan inklusi keuangan dengan menyediakan akses keuangan formal bagi jutaan masyarakat miskin penerima bantuan dengan nama Program Nasional Keuangan Inklusif (PNKI).

Abstract

Presidential Regulation Number 86 of 2018 concerning Agrarian Reform (Perpres No.86 of 2018) explains that asset management consists of land redistribution and asset legalization. Land redistribution consist of asset reform and access reform. In 2019, the Land Office of Hulu Sungai Selatan Regency, South Kalimantan achieved 100% asset reform realization and was awarded the office with the best achievement in the province. The purpose of this study is to identify and explain the implementation of land redistribution with collaboration theory, which is an effort to unite various actors both individuals and organizations to achieve common goals. This research uses a descriptive qualitative approach. Determination of informants was carried out using the purposive sampling technique. Data obtained through interviews and document study. The results showed that the implementation of land redistribution agrarian reform in Hulu Sungai Selatan Regency in 2019 was influenced by several factors: (a) political will from the ruling elite and strong commitment from the government; (b) the government / bureaucratic elite must be separate from the business elite; (c) Police and Satpol PP support; (d) participation of all stakeholders including People's / Peasant Organizations; (e) availability of complete data and information; and (f) thorough and gradual preparation. All of these can solve all implementation constraints in land redistribution in Hulu Sungai Selatan Regency. Peraturan Presiden Nomor 86 Tahun 2018 tentang Reforma Agraria (Perpres No. 86 Tahun 2018) menjelaskan bahwa penataan aset terdiri dari redistribusi tanah dan legalisasi aset. Redistribusi tanah terdiri dari penataan asset dan penataan akses. Kantor Pertanahan Kabupaten Hulu Sungai Selatan, Propinsi Kalimantan Selatan pada tahun 2019 berhasil mencapai realisasi penataan sebesar 100% dan berhasil memenangkan penghargaan sebagai kantor yang mempunyai pencapaian terbaik pada propinsi tersebut. Tujuan dari penelitian ini adalah untukmengidentifikasi dan menjelaskan pelaksanaan reforma agraria dengan teori kolaborasi sebagai upaya penyatuan berbagai pihak baik individu maupun organisasi untuk mencapai tujuan yang sama. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan penentuan informan bersifat purposif. Data diperoleh dari proses wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa dalam keberhasilan pelaksanaan redistribusi tanah di Kabupaten Hulu Sungai Selatan Tahun 2019 dipengaruhi oleh beberapa faktor diantaranya (a) kemauan politik dari elit penguasa dan komitmen yang kuat dari pemerintah; (b) elit pemerintahan/birokrasi harus terpisah dari elit bisnis; (c) dukungan Kepolisian dan Satpol PP; (d) partisipasi semua stakeholder termasuk Organisasi Rakyat/Tani; (e) ketersediaan data dan informasi yang lengkap; dan (f)persiapan yang matang dan bertahap. semua itu dapat menyelesaikan semua kendala pelaksanaan dalam redistribusi tanah di Kabupaten Hulu Sungai Selatan.
