Abstract

This study aims to examine the condition of waste management on the Sukaraja Coast, Bumi Waras District, Bandar Lampung City and analyze the extent to which collaboration between stakeholders has been established in waste management efforts in the area. The method used is descriptive qualitative with data collection techniques through interviews and digital media sources. The results of the study indicate that the Sukaraja Coast faces a complex waste problem, caused by a combination of waste sent from rivers that flow into the coast and waste disposal activities by the surrounding community. Collaboration between stakeholders, especially between the Bandar Lampung City Government, Lampung Provincial Government, WALHI, and local communities, has not been effective. The absence of specific regulations governing collaboration mechanisms and the lack of ongoing commitment hinder the formation of effective joint governance. Mass beach clean-ups that have been carried out have only been able to create short-term impacts, because the root of the problem in the form of weak institutional design and low public awareness have not been seriously addressed. In conclusion, it is necessary to strengthen institutional design based on collaborative governance, increase the capacity of government institutions, and educate and empower coastal communities in a sustainable manner so that waste management on the Sukaraja Coast is more effective and has long-term impacts.

Abstract

Pembangunan kampung menjadi fokus utama dalam meningkatkan kesejahteraan masyarakat di tingkat lokal. Pemekaran kampung merupakan salah satu strategi yang dianggap dapat mempercepat pembangunan kampung dengan membagi wilayah administratif menjadi unit-unit yang lebih kecil. Studi ini bertujuan untuk menganalisis urgensi pemekaran kampung dalam percepatan pembangunan kampung, dengan menggunakan Kampung Wonorejo Jaya sebagai studi kasus. Penelitian menggunakan metode deskriptif kualitatif dengan membandingkan kondisi yang seharusnya dengan kondisi senyatanya guna mengeksplorasi, mengurai dan mendeskripsikan bagaimana urgensi pemekaran kampung dalam percepatan pembangunan kampung pada studi kasus Kampung Wonorejo Jaya. Sumber data diperoleh melalui, observasi dan dokumentasi, wawancara mendalam serta studi literatur. Hasil penelitian menunjukkan bahwa pemekaran kampung di Kampung Wonorejo Jaya memiliki potensi untuk meningkatkan efisiensi pengelolaan pembangunan dan sudah sesuai dengan 3 (tiga) isu pokok dalam pemekaran kampung menurut Kastorius, yaitu yaitu: (1) Urgensi dan relevansi; (2) Prosedur; dan (3) Implikasi. Implikasi dari temuan ini adalah perlunya pendekatan yang holistik dan berkelanjutan dalam mengatasi permasalahan pembangunan kampung. Penelitian ini diharapkan dapat memberikan masukan yang berharga bagi pembuat kebijakan dalam merancang strategi pembangunan kampung yang lebih efektif dan inklusif, tidak hanya bagi Kampung Wonorejo Jaya tetapi juga untuk wilayah-wilayah serupa di Indonesia..

Abstract

In recent years, there have been changes in the governance of human resources for civil servants in Indonesia. The most notable change is that human resources working in government are now referred to as State Civil Apparatus (ASN). The State Civil Apparatus is divided into two categories: Civil Servants (PNS) and Government Employees with Work Agreements (PPPK). This human resource governance policy marks the beginning of the government's commitment to phasing out honorary workers and other forms of contractual employment. In the Provincial Government of Lampung, there are a total of 3,468 honorary workers, including daily freelance workers (PTHL). Additionally, the Lampung Provincial Government has prepared 6,873 PPPK positions for 2024, which include positions for teachers, healthcare workers, and technical staff. The government has declared that no more honorary workers will be appointed as PPPK after 2024, with the 2024 PPPK recruitment being the final round of affirmative action. Honorary workers who do not pass the 2024 PPPK selection may be offered part-time PPPK roles or transferred to other types of work. Based on this situation, it is important to further examine whether the affirmative policy of converting honorary workers to PPPK in 2024 aligns with the principles of meritocracy and a more just and efficient civil service system within the Provincial Government of Lampung.
