Abstract

Public satisfaction with the quality of public services in Indonesia is still very low, this is evident from the many complaints and public dissatisfaction with the public service process provided by the government. The COVID-19 pandemic has had a significant impact on various community activities, including public sector service activities. The high number of Covid-19 cases in Lampung Province had even resulted in almost all regencies and cities simultaneously being included in the red zone category, however the COVID-19 pandemic did not reduce the urgency of the need for high population administration and civil registration services, so that the implementation of e-government is a way of life. provide excellent service during the covid-19 pandemic. The purpose of this study is to see how the implementation of e-government in realizing excellent service during the covid-19 pandemic. The methodology used is descriptive qualitative where data and information are obtained through interviews, observations and documentation, so as to provide a direct description of the research results. Based on the research results, the implementation of e-government at the Department of Population and Civil Registration of Metro City has reached the second stage, namely interaction. This is based on the ability to represent the stages of web presence and interaction by aligning the concept of excellent service with the fulfillment of aspects of attitude, attention, action, ability, appearance, and responsibility. Meanwhile, at the transaction and transformation stage as a benchmark for the implementation of e-government, it has not been implemented comprehensively if it is associated with aspects of excellent service.

Abstract

Flooding is the submergence of land by water due to heavy rainfall that increases water volume. This situation has also occurred in Bandar Lampung City, which has recently experienced flooding. The disaster affects not only Bandar Lampung but also nearby areas, such as the Bataranila Housing in Hajimena Village, Natar district, South Lampung Regency, which directly borders Bandar Lampung City. This study aims to examine the implementation of flood disaster management policies in Bataranila Housing, Hajimena Village, Natar district, South Lampung Regency. The study employs the policy implementation theory of Van Meter and Van Horn, which includes six indicators: Policy Goals and Objectives, Resources, Inter-Organizational Communication, Characteristics of Implementing Organizations, Implementer Disposition, and Social, Economic, and Political Conditions. This research is a descriptive qualitative study. The findings show that the Village Government has implemented policies according to its capacity and capability, as evidenced by the coordination between agencies, allowing for swift action in emergencies. Furthermore, the implementer disposition indicator reveals that the Village Government shows strong concern for flood issues by advising the community against littering and encouraging environmental conservation. However, limitations in authority and resources allocated for flood management persist, as disaster management is not yet prioritized in the village's programs, resulting in no specific funding allocation

Abstract

Bureaucratic Simplification is a policy based on the government's desire to answer various institutional and bureaucratic problems. In principle, the bureaucratic simplification policy is carried out through 3 (three) stages, namely simplifying the organizational structure, equalizing positions, and adjusting work systems. The Lampung Provincial Government is one of the regions that has implemented bureaucratic simplification. Through various policy implementation processes, implementation performance is produced which is characterized as outcomes that have direct impacts, medium-term impacts and long-term impacts. Using a qualitative descriptive research method, the process of implementing outcome-based policies in the Regional Government of Lampung Province will be described. The research results show that through three stages of bureaucratic simplification we will see how implementation performs. The Equalization Process for 669 positions in the Lampung Provincial Government is a direct impact of the implementation of the bureaucratic simplification policy, this means that the Lampung Provincial Government has cut 669 existing structural positions. Next, through the stages of equalizing positions for 503 structural positions to functional positions, individual Civil Servants in the Regional Government of Lampung Province who previously held structural official positions were directly transformed into functional officials. Furthermore, the long-term impact is that the work system that applies to the Lampung Provincial Government from now on must be guided by Governor Regulation Number 22 of 2023 concerning Work Systems for Simplifying Bureaucracy. Where there is no more tiered bureaucracy and more uses a team work approach, making it more flexible, dynamic and agile.

Abstract

This study examines the phenomenon of citizen participation through digital media and its implications for accountability and regional policy formulation in Lampung Province. Starting from the rapid penetration of the internet and the digitalization of regional government services, this study explores the opportunities and challenges of e-participation to expand transparency, responsiveness, and the quality of regional governance. Using literature study methods and secondary data analysis, this study answers questions about the urgency of digital participation, theoretical foundations related to e-governance and digital democracy, an overview of the phenomenon of digital participation of Lampung citizens, and policy recommendations for strengthening regional accountability. The results of the study show that digital participation in Lampung has grown significantly, as seen from the example of the virality of citizen criticism regarding infrastructure that triggered responses from regional and central governments. Digital participation also has a positive impact on increasing transparency and the quality of regional policies. However, challenges related to digital literacy, technological gaps, and bureaucratic resistance still need to be anticipated so that digital civic engagement can grow inclusively and have a real impact on regional government.

Abstract

Penyederhanaan Birokrasi merupakan kebijakan yang didasarkan pada keinginan pemerintah untuk menjawab berbagai permasalahan kelembagaan dan birokrasi. Pada prinsipnya kebijakan penyederhanaan birokrasi dilakukan melalui 3 (tiga) tahapan, yaitu penyederhanaan struktur organisasi, penyetaraan jabatan, dan penyesuaian sistem kerja. Pemerintah Provinsi Lampung merupakan salah satu daerah yang telah melaksanakan penyederhanaan birokrasi. Melalui berbagai proses implementasi kebijakan mengkasilkan kinerja inplementasi yang ditandai sebagai outcome yang memiliki dampak langsung, dampak jangka menengah dan dampak jangka panjang. Memalui metode penelitian deskriptif kualitatif maka akan diuraikan bagaimana proses implementasi kebijakan berbasis outcome pada  Pemerintah Daerah Provinsi Lampung. Hasil penelitian menunjukkan bahwa melalui tiga tahapan penyederhanaan birokrasi kita akan melihat bagaimana kinerja implementasi. Proses Penyetaraan Jabatan pada 669 jabatan di Lingkungan Pemerintah Provinsi Lampung menjadi dampak langsung dari implementasi kebijakan penyederhanaan birokrasi, hal ini diartikan bahwa Pemerintah Provinsi Lampung telah memangkas 669 jabatan struktural yang ada. Selanjutnya melalui tahapan penyetaraan jabatan bagi 503 jabatan struktural ke jabatan fungsional merubah secara langsung individu Pegawai Negeri Sipil pada Pemerintah Daerah Provinsi Lampung yang tadinya menyandang posisi pejabat struktural disetarakan menjadi pejabat fungsional. Selanjutnya yang menjadi dampak jangka panjang yaitu sistem kerja yang berlaku pada Pemerintah Provinsi Lampung mulai saat ini harus berpedoman pada Peraturan Gubernur Nomor 22 Tahun 2023 tentang Sistem Kerja untuk Penyederhanaan Birokrasi. Dimana tidak lagi ada birokrasi yang bertingkat-tingkat dan lebih banyak menggunakan pendekatan kerja tim, sehingga lebih fleksibel, dinamis dan lincah.

Abstract

Kepuasan masyarakat terhadap kualitas pelayanan publik di Indonesia masih sangat rendah, hal ini terbukti dari masih banyaknya keluhan serta ketidakpuasan masyarakat terhadap proses pelayanan publik yang diberikan pemerintah. Adanya pandemi covid-19 berdampak signifikan pada berbagai aktivitas masyarakat, tidak terkecuali aktivitas pelayanan sektor publik. Tingginya kasus covid-19 di Provinsi Lampung bahkan sempat mengakibatkan hampir seluruh kabupaten dan kota secara bersamaan masuk kategori zona merah, meski demikian pandemi covid-19 tidak mengurangi urgensi kebutuhan akan pelayanan administrasi kependudukan dan pencatatan sipil yang tinggi, sehingga penerapan e-government merupakan jalan mewujudkan pelayanan prima dimasa pandemi covid-19. Tujuan penelitian ini ialah melihat bagaimana penerapan e-government dalam mewujudkan pelayanan prima dimasa pandemi covid-19. Metodologi yang digunakan yaitu deskriptif kualitatif dimana data dan informasi diperoleh melalui hasil wawancara, observasi dan dokumentasi, sehingga dapat memberikan gambaran langsung hasil penelitian. Berdasarkan hasil penelitian, penerapan e-government pada Dinas Kependudukan dan Pencatatan Sipil Kota Metro sudah mencapai pada tahap kedua yaitu interaction. Hal ini didasarkan pada kemampuan merepresentasikan tahapan web presence dan interaction dengan menyelaraskan pada konsep pelayanan prima dengan terpenuhinya aspek sikap, perhatian, tindakan, kemampuan, penampilan, dan tanggung jawab. Sedangkan pada tahap transaction dan transformation sebagai tolak ukur penerapan e-government belum terlaksana secara komprehensif jika dikaitkan dengan aspek-aspek pelayanan prima.

Abstract

This study analyzes the impact of Governor of Lampung's Instruction No. 2 of 2025, which sets a floor purchasing price for cassava at IDR 1,350 per kilogram, with a maximum deduction (rafaksi) of 30% and without consideration of starch content. Although the policy aimed to protect farmers from plummeting prices, it triggered a complex chain reaction. Employing a case study approach and analyzing secondary data from news sources and relevant literature, this study finds that the policy directly led to the temporary shutdown of most tapioca factories in Lampung. While farmers initially welcomed the price benchmark, factory closures resulted in difficulties in absorbing harvested cassava and posed the risk of significant losses for farmers. The analysis revealed that the policy's disregard for quality factors, particularly starch content, and failure to consider the economic viability of the processing industry were key drivers of resistance from factory owners. Subsequent interventions by regional and national governments, including the proposal of a Limited Import Ban (Lartas) on tapioca and the involvement of the Food Task Force, along with negotiations involving business associations, eventually pressured many factories to resume operations and comply with new pricing. Nonetheless, this episode highlights the vulnerability of farmers, the complexity of price interventions in agricultural commodity markets, and the urgent need for a holistic policy approach. This study recommends a reformulation of floor price policies that incorporate quality-based incentives, promote equitable partnership models, strengthen farmers’ capacity, ensure better coordination between regional and central governments, and include well-calibrated import regulations.

Abstract

Kekerasan terhadap perempuan dan anak (KtP/A) di Provinsi Lampung merupakan tantangan tata kelola pemerintahan yang signifikan, ditandai dengan peningkatan jumlah kasus yang dilaporkan dan adanya kesenjangan implementasi yang sistemik. Dengan menggunakan pendekatan metode campuran yang mengombinasikan analisis data kuantitatif dari Sistem Informasi Online Perlindungan Perempuan dan Anak (SIMFONI-PPA) dan Badan Pusat Statistik (BPS) dengan analisis kualitatif terhadap kebijakan dan kelembagaan, studi ini mengevaluasi efektivitas respons pemerintah provinsi. Temuan penelitian mengungkap adanya "paradoks pelaporan", di mana peningkatan jumlah kasus dapat mencerminkan membaiknya kepercayaan korban terhadap sistem, bukan semata-mata peningkatan insiden. Studi ini mengidentifikasi pola dominan kekerasan seksual terhadap korban remaja, disparitas geografis dalam distribusi kasus, serta kelemahan kritis dalam kerangka kelembagaan, termasuk keterbatasan sumber daya dan ketiadaan prosedur operasional terpadu untuk mendukung Peraturan Daerah No. 2 Tahun 2021. Kolaborasi dengan organisasi non-pemerintah (LSM), meskipun ada, ditemukan masih terfragmentasi. Jurnal ini diakhiri dengan rekomendasi yang ditargetkan untuk memperkuat kapasitas kelembagaan, menerbitkan peraturan turunan untuk memastikan implementasi yang terkoordinasi, dan mengorientasikan kembali strategi ke arah pencegahan yang berbasis data.

Abstract

Leadership style is a leader's behavior that is used by someone when they want to influence the people they lead. The potential that exists in District, Pesawaran Regency is very large, but the utilization of all existing potentials is still not optimal in its empowerment. The village head's leadership style determines how to optimize the empowerment of the potentials that exist in the village. This is what makes researchers interested in choosing Sukaraja Village as a research location. The purpose of this study was to find out the leadership style of the village head in building community participation in infrastructure development in District, Pesawaran Regency in 2020. The research method used by researchers was qualitative research. The techniques used in collecting data by means of observation, interviews and documentation. The data analysis technique used is interactive model analysis which includes data reduction, data presentation and verification. He results of the research and discussion of the village head's leadership style in building community participation in District, Pesawaran Regency in 2020 can be concluded as follows: (1) The village head has a Laissez Faire leadership style. (2) The village head uses the concept of interpersonal roles and informational to build community participation. (3) The output of the village head's leadership style in building community participation in his village, is that the potential of natural resources is managed and the potential for human resources is quite good but not optimal.   Keywords  : Leadership Style; Society Participation.
