Abstract

The foundation is a construction that continues the burden of the upper structure and passes it on to the soil below it. A bored pile foundation is now an option in working on structures in densely populated areas and tall buildings. The purpose of this study is to calculate and compare the carrying capacity of the bored pile foundation based on N-SPT data with the O 'Neil & Reese, and Reese & Wright methods, while the Loading test data with the interpretation of the Davisson method and the Mazurkiewicz method. The results of calculations based on N-SPT data, the average ultimate carrying capacity of the foundation with the O’neil & Reese method of 1211.61 tons, Reese & Wright of 1235.02 tons. While the Interpretation of Loading test method for Marzukiewicz is 1267.00 tons, Davisson is 850.40 tons, and the carrying capacity of PDA test results is 121.72 tons. From the calculation of the bearing capacity of the consecutive foundation of the smallest is the Davisson method, the O'neil & Reese method, the PDA test method, the Reese & Wright method, and finally the Mazurkiewicz method.

Abstract

Permasalahan pencatatan dan pengelolaan aset infrastruktur air bersih di Desa Drawati, Bandung Barat, masih menjadi tantangan serius bagi keberlanjutan pelayanan air bersih. Kurangnya dokumentasi menyebabkan tidak optimalnya proses perawatan dan penanganan kerusakan. Kegiatan pengabdian ini bertujuan meningkatkan kapasitas pengelola lokal melalui pelatihan sistem pencatatan digital berbasis Google Form dan Google Drive. Metode pelaksanaan meliputi pengembangan sistem pencatatan aset, pelatihan langsung, serta evaluasi penggunaan sistem oleh mitra. Hasil kegiatan menunjukkan bahwa 80% peserta mampu mengoperasikan sistem secara mandiri, dengan lebih dari 10 aset berhasil tercatat lengkap. Sistem ini meningkatkan efektivitas pengelolaan dan potensi keberlanjutan layanan.

Abstract

Pandeglang, Banten merupakan salah satu wilayah rawan gempa di Indonesia, di mana sebagian besar rumah dibangun oleh tukang bangunan yang belum memiliki pelatihan teknis dalam pembuatan beton tahan gempa. Rendahnya mutu campuran beton menyebabkan tingginya tingkat kerusakan bangunan saat terjadi gempa. Kegiatan ini bertujuan untuk meningkatkan kompetensi tukang dalam membuat campuran beton sesuai standar SNI 2847:2019 melalui pelatihan teori dan praktik. Metode yang digunakan mencakup penyuluhan mengenai prinsip-prinsip konstruksi tahan gempa, praktik pencampuran beton menggunakan concrete mixer, dan evaluasi dengan pre-test dan post-test. Hasil kegiatan menunjukkan peningkatan kompetensi peserta sebesar 58%, dengan tingkat kepuasan 82% menyatakan sangat puas. Para tukang juga mampu mengoperasikan alat modern dan memahami teknik pencampuran serta curing beton. Program ini terbukti efektif dan direkomendasikan untuk direplikasi di wilayah rawan gempa lainnya guna memperkuat ketahanan konstruksi masyarakat.

Abstract

This study examines the juridical implications of penalty clauses in State-Owned Enterprise (SOE) construction contracts through a case study of Housing Project C between Company P and Company M. The research addresses the complex intersection of private law, public audit mechanisms, and judicial review in SOE contract enforcement. Using normative legal research methodology, this study analyzes the construction contract, BPK (Supreme Audit Institution) audit findings, and Supreme Court decisions to understand the legal position and enforceability of penalty clauses in SOE construction contracts. The findings reveal that while penalty clauses in SOE construction contracts are normatively valid under civil law provisions, their enforcement is subject to significant limitations arising from the hybrid legal character of SOEs. The BPK audit findings, which identified potential state losses due to project delays, compelled Company P to enforce contractual penalties as part of accountability and Good Corporate Governance principles. However, the Supreme Court's decision limited the maximum penalty to 2% instead of the contractually stipulated 5%, demonstrating that the principle of pacta sunt servanda is not applied absolutely in SOE construction contracts. This study concludes that SOE construction contracts operate at the intersection of three legal regimes: private law (contractual freedom), public law (state audit oversight), and judicial law (court interpretation). The Supreme Court's emphasis on fairness and proportionality principles over strict contractual interpretation reflects the unique legal challenges facing SOE contracts. These findings indicate that SOEs cannot rely solely on textual contract formulations but must consider judicial interpretation possibilities, fairness principles, and public accountability requirements when drafting construction contracts. The research contributes to legal theory development in contract law, construction law, and SOE business law, while providing practical recommendations for SOEs to draft more robust, audit-resistant construction contracts with greater legal certainty. The study recommends an integrative legal approach in designing SOE construction contracts that balances private contractual principles with public law obligations and anticipates judicial review considerations.
